Polska i Unia Europejska: Poland in Europe, the benefits and the challenges

This topic carries sub-theme 3.2.2.1, Poland and the European Union, from theme 3.2.2, Aspects of political life in Poland past and present, and it covers all three of the sub-theme's bullet aspects: the role of Poland in Europe, the benefits of membership of the EU for Poland, and the challenges of membership of the EU for Poland. Thematic content can be examined almost anywhere in AQA 7687: it can supply one of Paper 1's four stimulus texts or its summary question, the Paper 1 translation into English or the Paper 3 translation into Polish, a Paper 3 listening passage, and either of the two sources in the Paper 3 multi-skill task. There is no speaking assessment of any kind in this qualification, so every skill practised here is a written one. The material is politically live in Poland, and the notes handle it accordingly: what is documented is stated plainly, every interpretation of it is attributed to whoever holds it, and disagreements are named as disagreements rather than resolved. Sections one to three take the three bullets in order; section four assembles the chronology a good answer can lean on; section five teaches the concessive and attributive architecture that lets a student write a balanced answer in Polish and earn the AO3 range mark with the same sentences. No statistic is invented anywhere in the topic, because a fabricated figure is worse than the comparative statement in words that replaces it.

basic level

In the first year the expectation is a secure factual base and the Polish to state it: that Poland joined on 1 May 2004 after a referendum in June 2003, that it belongs to the internal market and to the Schengen area but keeps the złoty, and that membership brings both funds and obligations. A student at this stage should be able to write clear declarative Polish sentences about each of those facts and to hold a simple two-sided structure together with z jednej strony and z drugiej strony.

higher level

The full A-level expects argument rather than inventory. That means selecting the two or three benefits and challenges that actually bear on the question asked, attributing every contested claim to whoever makes it, and reaching a conclusion the evidence inside the answer supports. It also means the grammar the AO3 grid calls complex: concessive subordination with mimo że and chociaż, the impersonal past in -no and -to for events with no named agent, and prepositional government checked rather than guessed. A student working at this level should be able to write a paragraph about the rule-of-law dispute from which a reader could not deduce the student's own politics.

Rola Polski w Europie: Poland's role, and the institutions that carry it#

Key points

This section serves the first bullet of sub-theme 3.2.2.1, the role of Poland in Europe. The word role is doing real work in that bullet: an examiner is not asking for a list of institutions but for an account of what Poland does inside them and what it seeks from them. The documented base is straightforward. Poland has been a member state — państwo członkowskie — since 1 May 2004. It is one of the Union's larger members by population, which is why it elects one of the larger national delegations to the European Parliament and carries corresponding weight when the Council of the European Union votes by qualified majority. It has held the rotating presidency of that Council twice, in the second half of 2011 and in the first half of 2025. Polish calls this sprawowanie prezydencji w Radzie Unii Europejskiej, literally the exercising of the presidency.
The institutional vocabulary has to be exact, because two of the names differ by a single word and mean different things. Rada Europejska is the European Council, the summit of heads of state and government. Rada Unii Europejskiej is the Council of the European Union, where ministers meet and where the rotating presidency sits. Komisja Europejska is the Commission, which proposes legislation and monitors its application. Parlament Europejski is the directly elected Parliament, whose members Polish calls posłowie do Parlamentu Europejskiego or, colloquially, europosłowie. Trybunał Sprawiedliwości Unii Europejskiej, usually abbreviated TSUE, is the Court of Justice. Poles have led two of them: Jerzy Buzek was President of the European Parliament from 2009 to 2012, and Donald Tusk presided over the European Council from 2014 to 2019. The sentence Jerzy Buzek był przewodniczącym Parlamentu Europejskiego w latach 2009–2012 is worth memorising whole, because it drills the instrumental after być.
Poland's role is also carried by formats that sit alongside the Union rather than inside it, and naming them is one of the quickest ways to lift an answer above the generic. The Trójkąt Weimarski, the Weimar Triangle, is a consultative format joining Poland, France and Germany, established in 1991. The Grupa Wyszehradzka, the Visegrád Group or V4, was founded in the same year by Poland, Hungary and Czechoslovakia, and became four states when Czechoslovakia divided. The Inicjatywa Trójmorza, the Three Seas Initiative, launched in 2016, groups member states lying between the Baltic, the Adriatic and the Black Sea around infrastructure, transport and energy. Poland also joined NATO in 1999, five years before the European Union, which is why Polish writing about security and Polish writing about European integration are not automatically the same conversation, and an answer that fuses them loses precision.
Writing about a role means writing about action, so the useful Polish here is verbal rather than nominal, and four constructions repay drilling. Polska należy do Unii Europejskiej — należeć takes do and the genitive. Polska przystąpiła do Unii w 2004 roku — przystąpić do, the verb of accession, again with the genitive; the noun is przystąpienie or, in more formal registers, akcesja. Polska sprawuje prezydencję — the presidency is exercised rather than held. Polska opowiada się za pogłębianiem integracji, or przeciw niemu — opowiadać się za takes the instrumental, przeciw the dative. Note also the two adjectives a student will need constantly: unijny, of the Union, as in unijne fundusze, unijne prawo and unijny budżet, and europejski, European, which is broader and is not a synonym for it.
Worked example

Reading a Paper 1 stimulus text, and deciding whether to lift

A Paper 1 stimulus text contains this paragraph: „Polska należy do Unii Europejskiej od 1 maja 2004 roku i dwukrotnie sprawowała prezydencję w Radzie Unii Europejskiej — w drugiej połowie 2011 roku oraz w pierwszej połowie 2025 roku. Poza strukturami unijnymi Warszawa działa również w formatach regionalnych: w Trójkącie Weimarskim, powołanym w 1991 roku wspólnie z Francją i Niemcami, oraz w Grupie Wyszehradzkiej. Zdaniem części komentatorów te fora wzmacniają pozycję negocjacyjną Polski; inni uważają, że ich znaczenie bywa przeceniane.” The question, worth two marks with no AO3 marks attached, is: „Jak komentatorzy oceniają znaczenie forów regionalnych dla Polski?” Work the answer.

  1. 01Read what the question actually asks, and count the marks

    The question asks how commentators assess the significance of the regional formats — not what the formats are, and not what the writer thinks. Two marks with no AO3 attached tells you two things at once: there are two content points to find, and the language mark is not in play, so the specification's tolerance for using the text's own words applies here. Students routinely answer this kind of question by describing the Weimar Triangle, which is in the text and is irrelevant to the question set. Irrelevant material is one of the two grounds on which the specification says the content mark is withheld altogether.

  2. 02Locate the answer and notice that it is double

    Everything before the semicolon in the final sentence is background; the answer lives in that sentence alone, and it has two halves. Zdaniem części komentatorów te fora wzmacniają pozycję negocjacyjną Polski is the first assessment. Inni uważają, że ich znaczenie bywa przeceniane is the second. The two marks are one for each. An answer that reports only the positive half has found one content point, and an answer that reports the two halves as though the text endorsed the first has misread the attribution, which is the actual comprehension being tested.

  3. 03Apply the lifting rule the specification states

    The rule is precise. Where a comprehension question carries no AO3 marks and the natural answer consists wholly or partly of words from the text, the student may use that material without rephrasing it, and minor spelling errors that do not distort meaning are tolerated. But no content mark is given where the answer contains irrelevant material or lifts an element that does not match the phrasing of the question set. So reusing wzmacniają pozycję negocjacyjną is safe here; copying the whole paragraph, including the Weimar Triangle, is not, because the added material does not match the question.

  4. 04Write the answer in complete Polish clauses

    Even where lifting is permitted, write clauses rather than fragments, because a fragment can be ambiguous on paper in a way it never is in speech. Keep both attributions, because the attribution is the content: część komentatorów on one side, inni on the other. Two clauses joined by natomiast or by a semicolon will do it. Adding a third clause that says the text does not settle the question costs nothing and demonstrates that you read the sentence as a reported disagreement rather than as a claim.

  5. 05Check the grammar of the frames you have reused

    Zdaniem and według both govern the genitive, so it is zdaniem części komentatorów and never zdaniem komentatorom. Część takes a genitive plural after it and then a singular verb, because część is itself the grammatical subject: część komentatorów uważa, not uważają. Wzmacniać takes an accusative object, so pozycję negocjacyjną is correct and the adjective agrees with it. Bywa przeceniane is an imperfective frequentative carrying a passive participle that agrees with the neuter znaczenie. Rozstrzygać takes the genitive under negation, so nie rozstrzyga tego sporu rather than ten spór. Five checks, half a minute, and they are precisely the five places a rushed answer goes wrong.

Result: Opinie są podzielone. Zdaniem części komentatorów fora regionalne wzmacniają pozycję negocjacyjną Polski, natomiast według innych ich znaczenie bywa przeceniane. Tekst nie rozstrzyga tego sporu.

Exam focus

  • Name the institutions precisely — Rada Europejska and Rada Unii Europejskiej are separate bodies and a stimulus text will not gloss the difference for you (AO2).
  • Use the prepositional government the topic demands: należeć do plus genitive, przystąpić do plus genitive, opowiadać się za plus instrumental (AO3).
  • Anchor any claim about Poland's role in something specific — a presidency, a named regional format, a named institution — rather than in the empty phrase ważna rola (AO4).

Typical mistakes

  • Confusing Rada Europejska with Rada Unii Europejskiej. They are different institutions, and the rotating presidency belongs to the second of them.
  • Reaching for dołączyła do Unii when a stimulus text will say przystąpiła, przystąpienie or akcesja. The verb is understandable but the register is wrong and the noun forms will then be unrecognised.
  • Treating NATO membership and EU membership as one story. Poland joined NATO in 1999 and the Union in 2004; security and integration are different arguments with different institutions.
  • Asserting a role without evidence. Polska odgrywa ważną rolę w Europie with nothing after it earns nothing under AO4, because the grid credits information selected to support an argument.

Key points

This section serves the second bullet of sub-theme 3.2.2.1, the benefits of membership of the EU for Poland. The temptation is to answer it as an inventory — funds, the internal market, Schengen, Erasmus — and an inventory is precisely what the AO4 grid does not reward, because that grid credits information selected to support an argument and evidence used to justify a conclusion. A list selects nothing and justifies nothing. The discipline that fixes it is easy to state and hard to hold: choose two or three benefits that bear on the question actually asked, say for whom each one is a benefit, and say what the evidence lets you conclude. A benefit that reaches farmers and a benefit that reaches graduates are different arguments, and an answer that says korzyści są ogromne has made neither of them.
The largest documented benefit is money, and it can be described precisely without a single figure. Poland has been among the largest net recipients of the Union's budget — in Polish, jednym z największych beneficjentów netto budżetu unijnego — chiefly through polityka spójności, cohesion policy, whose fundusze strukturalne, structural funds, have paid for roads, railways, water and sewage systems, universities and municipal projects across the country. The Wspólna Polityka Rolna, the Common Agricultural Policy, brings dopłaty bezpośrednie, direct payments, to Polish farmers under the same rules as to farmers elsewhere in the Union. Note the register before you write: unijne fundusze and środki unijne are the everyday words, fundusze europejskie the official one, and a stimulus text may use any of the three without warning.
The second benefit is structural rather than financial: access to the rynek wewnętrzny, the internal market, and to the four freedoms — swobodny przepływ towarów, usług, kapitału i osób. Polish exporters sell into that market without customs procedures; Polish citizens may live and work in other member states; and since December 2007 Poland has been inside the strefa Schengen, so ordinary travel involves no check at internal land and sea borders. Erasmus+ funds study and training abroad for students and staff, and it is one of the very few EU programmes a seventeen-year-old has direct personal experience of, which makes it unusually good evidence in an essay about what membership has meant to a generation rather than to a state. Personal evidence, used honestly, is still evidence.
Arguing a benefit needs the Polish of cause and consequence, and four constructions do most of the work. Dzięki funduszom unijnym powstały nowe drogi — dzięki takes the dative and carries a positive colouring. Członkostwo umożliwiło Polakom pracę za granicą — umożliwić takes a dative person and an accusative thing. Integracja przyczyniła się do modernizacji infrastruktury — przyczynić się do plus the genitive, the neutral verb for contributed to, which claims influence without claiming sole cause. Swoboda przepływu osób pozwoliła na wyjazdy zarobkowe — pozwolić na plus the accusative. Each of these asserts a consequence, which is what an argument requires; each also commits you to a claim, which is exactly why the challenges in the next section are not an afterthought but the other half of the same sentence.
Worked example

From a bare thematic fact to an argued paragraph of Polish

You have one fact and nothing else: Polska od 2004 roku otrzymuje środki z polityki spójności. A written task has asked whether membership has changed Poland. Build one argued paragraph of Polish from that single fact, about seventy words long, showing every decision on the way.

  1. 01Turn the fact into a claim, because a fact is not an argument

    Poland has received cohesion funds since 2004 is true and inert. The claim hidden inside it is that those funds paid for something visible, and the claim is what an examiner can credit. So the first move is to name the thing: powstała znaczna część nowej infrastruktury drogowej i kolejowej. Notice that this already forces a grammatical decision — powstać is the intransitive verb for something coming into existence, and it takes no object, so the infrastructure is the subject and stands in the nominative while its qualifiers sit in the genitive.

  2. 02Name the beneficiary, because a benefit without one is not analysed

    Cohesion money does not reach everywhere equally; it reaches the authorities that prepared projects and applied for them. Saying so is not a criticism, it is a specification of the claim, and it is the difference between an answer at the reasonable band and one at the good band of the AO4 grid. In Polish: największe zmiany widać w miastach i w regionach, które przygotowały własne projekty. Widać is impersonal and takes an accusative object — one of the most useful constructions in the whole topic.

  3. 03Add the concession that stops the paragraph reading as advertising

    A paragraph in which every clause points the same way is not read as confident, it is read as unbalanced, and the AO4 grid explicitly rewards evaluation rather than enthusiasm. So concede something real and documented: the differences between regions did not disappear. Różnice między regionami nie zniknęły. Between takes the instrumental in Polish, so it is między regionami and never między regionów, and the verb of disappearing is perfective here because the point is a completed non-event rather than a process. One clause, ten words, and it changes the register of everything around it — which is the cheapest improvement available anywhere in this topic.

  4. 04Attribute the contested half rather than asserting it

    Whether the funds accelerated the modernisation of the country is an interpretation rather than a measurement, and different people in Poland answer it differently, so it must be attributed. Give both sides in one sentence: Zdaniem zwolenników integracji te inwestycje przyspieszyły modernizację kraju; krytycy zwracają jednak uwagę, że różnice między regionami nie zniknęły. Zdaniem governs the genitive, so zwolenników and never zwolennikom. Przyspieszyć takes an accusative object, modernizację, and that noun then takes a genitive of its own, kraju. Zwracać uwagę takes an accusative noun followed by a że clause. Two frames, two positions, and the paragraph now reports a disagreement instead of joining one.

  5. 05Draw the conclusion the paragraph has actually earned

    The conclusion must not exceed the evidence assembled above it, so hedge it honestly and let the concessive carry the shape: Wydaje się zatem, że fundusze zmieniły Polskę, choć nie zmieniły jej równomiernie. Wydaje się is impersonal; zatem is the formal therefore; choć is the lighter form of chociaż and introduces the concession. Note the genitive jej after the negated verb — nie zmieniły jej, not nie zmieniły ją — which is the single most frequent grammatical slip in whole-paragraph writing at this level.

Result: Od 2004 roku Polska korzysta ze środków polityki spójności, dzięki którym powstała znaczna część nowej infrastruktury drogowej i kolejowej. Największe zmiany widać w miastach i w regionach, które przygotowały własne projekty. Zdaniem zwolenników integracji te inwestycje przyspieszyły modernizację kraju; krytycy zwracają jednak uwagę, że różnice między regionami nie zniknęły.   • Choose two or three benefits that answer the question set and say for whom each is a benefit; the AO4 grid rewards selection, not coverage (AO4).
  • Describe magnitudes comparatively — jeden z największych beneficjentów netto — rather than reaching for a figure you cannot verify in the exam room (AO4).
  • Build each consequence explicitly with dzięki plus dative, umożliwić plus dative and accusative, przyczynić się do plus genitive, or pozwolić na plus accusative (AO3).

Typical mistakes

  • Listing benefits instead of arguing them. Under the AO4 grid an inventory selects no information and justifies no conclusion, however long it is.
  • Inventing a figure — a sum of money, a percentage of national income, a number of kilometres of motorway. A comparative statement in words scores; a fabricated number is an error waiting to be found.
  • Writing dzięki funduszy. Dzięki governs the dative: dzięki funduszom, dzięki członkostwu, dzięki swobodzie przepływu osób.
  • Treating a benefit as universal. Direct payments reach farmers, Erasmus+ reaches students, cohesion funds reach the authorities that applied for them — an answer that never says who benefits has not analysed anything.

Wyzwania członkostwa: the challenges, including the contested ones#

Key points

This section serves the third bullet of sub-theme 3.2.2.1, the challenges of membership of the EU for Poland, and it is the part of the topic that requires the most care. Several of these challenges are live political arguments inside Poland, not settled questions with an agreed answer, and an examiner reading an essay that takes a side as though the matter were closed will read it as a weaker critical response rather than a bolder one. The method is the same throughout and it is worth learning as a habit. State what is documented — that a procedure was opened, that a court ruled, that money was withheld and later released — in the plain past tense. Attribute every interpretation of those events to whoever holds it. And name the disagreement as a disagreement, in Polish: spór dotyczy tego, czy…, opinie są podzielone, obie strony powołują się na traktaty.
The longest-running dispute concerns praworządność, the rule of law. What is documented is this. In December 2017 the European Commission opened the procedure under Article 7 of the Treaty on European Union in relation to Poland. The Court of Justice of the European Union issued rulings against Poland in cases concerning changes to the judiciary, including orders carrying financial penalties. A budget conditionality mechanism linking the disbursement of EU funds to respect for the rule of law was adopted at Union level. Funds under Poland's national recovery plan, the Krajowy Plan Odbudowy, were withheld and subsequently released. And in 2024 the Commission announced that it was closing the Article 7 procedure. What each of those events means is exactly what Poles disagree about: w opinii Komisji Europejskiej zmiany zagrażały niezależności sądów, natomiast zdaniem kolejnych rządów była to wewnętrzna sprawa państwa członkowskiego.
Two further areas of documented disagreement follow the same pattern. On migration and asylum, successive Polish governments of markedly different political colours have opposed mandatory relocation mechanisms at Union level, and Poland voted against the Union's migration and asylum pact when it was adopted. On climate and energy, Polish electricity generation has depended on coal to an unusual degree among member states, which makes the unijny system handlu uprawnieniami do emisji, the EU emissions trading system, bear on Polish households and Polish industry in a way it does not bear everywhere; and Poland did not accept the Union's mid-century climate-neutrality target at the same moment as the other member states. In both areas the facts are documented and the conclusions drawn from them are contested, so both are written the same way: fact, attribution, disagreement named.
Three further challenges complete the picture and none of them is contested in the same way. Poland has kept the złoty and has set no date for adopting the euro, so it remains outside the strefa euro; unlike Denmark it negotiated no permanent opt-out, which is why the question returns to Polish politics periodically instead of being settled. Suwerenność, sovereignty, is the underlying vocabulary of the whole argument and the recurring question of where the competences of the Union end and those of the member state begin. And swobodny przepływ osób, which the previous section counted as a benefit, has a demographic face: parts of Poland, particularly smaller towns and some eastern regions, have lost working-age population to migration within the Union. Eurosceptycyzm and euroentuzjazm name the two resulting positions, and a balanced answer contains both words.
Worked example

Translating a Paper 1 passage into English, phrase by phrase

These are the closing sentences of a Paper 1 translation passage, worth part of the section's ten marks. „W grudniu 2017 roku Komisja Europejska uruchomiła wobec Polski procedurę przewidzianą w artykule 7 traktatu. W opinii Komisji zmiany w sądownictwie zagrażały niezależności sędziów; zdaniem ówczesnego rządu była to wyłącznie wewnętrzna sprawa państwa członkowskiego. Spór trwał latami i objął również wypłatę środków z Krajowego Planu Odbudowy, które wstrzymano, a następnie uruchomiono. Część komentatorów uważa, że postępowanie osłabiło pozycję Polski w Unii; inni twierdzą wręcz przeciwnie, że pokazało ono granice kompetencji instytucji unijnych.” Translate it into English.

  1. 01Read the whole passage first and mark who is speaking in each sentence

    Four sentences and four different voices: the first reports an event with no voice at all, the second reports two opposed views, the third reports events again, the fourth reports two more opposed views. Marking this before translating a word prevents the commonest failure in this kind of passage, which is rendering a reported claim as an assertion. If W opinii Komisji is dropped or weakened, the English says that the changes threatened judicial independence, which the Polish does not say. The attributions are not decoration; they are the content, and each one must survive into the English.

  2. 02Sentence one, and the trap inside uruchomiła

    Uruchomić literally means to set in motion or to start up, and it is the standard verb for opening a formal procedure; open, launch or initiate all work in English, but start up does not. Wobec Polski is in relation to Poland or against Poland — wobec governs the genitive and is more neutral than przeciwko. Procedurę przewidzianą w artykule 7 is the procedure provided for in Article 7, with przewidziany the passive participle of przewidzieć. Traktatu is the genitive of traktat: of the treaty. Keep the date first, as the Polish does; English tolerates it and the emphasis is deliberate.

  3. 03Sentence two, and the two frames that hold it apart

    W opinii Komisji is in the Commission's view; opinia takes the locative after w and Komisji is genitive. Zagrażać governs the dative, so niezależności sędziów is the dative object of a verb English builds transitively: threatened the independence of judges. Zdaniem ówczesnego rządu is in the view of the government of the time — ówczesny is a high-value adjective meaning then, of that period, and there is no single-word English equivalent. Była to wyłącznie wewnętrzna sprawa is this was purely an internal matter. The semicolon in the Polish is holding two attributed views apart, and the English should keep it.

  4. 04Sentence three, and the impersonal -no forms that have no agent

    Wstrzymano and uruchomiono are impersonal past forms: the action happened and no agent is named. English has no matching form, so it must use a passive — were withheld, and were subsequently released — and must not supply an agent that the Polish deliberately withholds. Translating them as they withheld would invent a subject and make a political claim the source does not make. Objął is the perfective past of objąć, to encompass or come to cover; wypłatę środków is the payment of funds, accusative after the verb, genitive plural after the noun.

  5. 05Sentence four, and the reporting verbs that must stay reporting verbs

    Część komentatorów uważa is some commentators consider or take the view — część takes a genitive plural and a singular verb. Postępowanie osłabiło pozycję Polski is the proceedings weakened Poland's position, with pozycję accusative and Polski genitive. Inni twierdzą wręcz przeciwnie is others claim quite the reverse; wręcz przeciwnie is a fixed adverbial meaning on the contrary and reverses rather than qualifies. The final clause must keep the reporting verb: they claim that it demonstrated the limits, not it demonstrated the limits. That distinction is worth a mark and it is the whole point of the passage.

Result: In December 2017 the European Commission opened the procedure provided for in Article 7 of the treaty in relation to Poland. In the Commission's view, the changes to the judiciary threatened the independence of judges; in the view of the government of the time, this was purely an internal matter for a member state. The dispute lasted for years and also came to cover the payment of funds from the National Recovery Plan, which were withheld and subsequently released. Some commentators consider that the proceedings weakened Poland's position in the Union; others claim quite the reverse, that they demonstrated the limits of the competences of the EU institutions.

Exam focus

  • Separate the documented event from its interpretation in every sentence you write about the rule-of-law dispute; the grid rewards evidence-supported evaluation, not conviction (AO4).
  • Attribute with zdaniem plus genitive, według plus genitive, w opinii plus genitive, or jak twierdzą plus a nominative subject (AO3).
  • Read a stimulus text for whose claim it is reporting: a text that says zdaniem krytyków is not asserting what follows, and an answer that drops the frame has misread the sentence (AO2).

Typical mistakes

  • Taking a side on the rule-of-law dispute as though it were settled. Naming it as a disagreement and attributing both positions scores higher than resolving it.
  • Writing zdaniem krytykom or według zwolennikom. Both expressions govern the genitive: zdaniem krytyków, według zwolenników.
  • Inventing figures for the withheld funds. Say that funds were withheld and later released; the sum is not something to reconstruct from memory under exam conditions.
  • Collapsing three separate disputes — rule of law, migration, climate and energy — into one story about Poland against Brussels. They have different histories, different institutions and different opponents, and treating them as one loses the analysis.

Key points

This section is not a bullet of its own; it serves all three, because a chronology is what turns an assertion into evidence. An answer that says Polska od dawna należy do Unii is unanchored and unmarkable; an answer that says Polska przystąpiła do Unii 1 maja 2004 roku, po referendum przeprowadzonym w czerwcu 2003 roku has given the examiner something to credit under AO4, which asks for relevant information selected to support an argument. Eight dates carry almost everything a candidate needs, and the figure below sets them on a single axis. Learn them as a sequence rather than as separate items, because the sequence is itself an argument: twelve and a half years passed between the association agreement of December 1991 and accession in May 2004, which is the answer to anyone who describes the process as sudden.
The pre-accession decade begins in December 1991, when the Układ Europejski — the Europe Agreement, an association agreement between Poland and the European Communities — was signed. In April 1994 Poland lodged its formal application for membership: Polska złożyła wniosek o członkostwo, złożyć wniosek o taking the accusative. Accession negotiations opened in March 1998 and closed at the end of 2002. The traktat akcesyjny, the accession treaty, was signed in Athens in April 2003. The referendum akcesyjne followed in June 2003, and it was held over two days, because the Polish constitution requires more than half of those entitled to vote to take part for a referendum result to be binding; turnout passed that threshold and a clear majority of those voting were in favour.
After 1 May 2004 the milestones change character: they are no longer steps towards membership but exercises of it. In December 2007 Poland entered the strefa Schengen at its land and sea borders, with airports following a few months later. In the second half of 2011 Poland held the rotating presidency of the Council of the European Union for the first time, and in the first half of 2025 for the second — prezydencja is the noun, and a country sprawuje prezydencję rather than holding it. What has not happened is chronology too: Poland retains the złoty and has set no date for adopting the euro, so the currency question stays open across the entire period the timeline covers, and a summary of that period is incomplete without it.
Writing dates in Polish is a grammar exercise, and it repays drilling because an examiner sees it in every historical answer. The day is an ordinal in the genitive and the month is in the genitive: pierwszego maja dwa tysiące czwartego roku, written 1 maja 2004 roku. A year on its own takes w and the locative: w 2004 roku, w latach 1998–2002. A month alone takes w and the locative: w grudniu, w kwietniu, w czerwcu, w marcu. And events with no named agent take the impersonal past in -no or -to, which the specification's grammar list names explicitly: podpisano układ, złożono wniosek, otwarto negocjacje, przeprowadzono referendum. That form is both honest history — nobody in particular signed it — and, under the AO3 grid, exactly the complex structure being looked for.
Worked example

Building a summary question to between ninety and a hundred words

A Paper 1 stimulus text sets out Poland's route into the Union and notes what has not changed since. The summary question asks you to summarise in Polish, in full sentences and in your own words as far as possible, how Poland reached membership and what has remained unchanged since accession. Content is marked as AO2, language as AO3 out of 5, and the two marks are awarded independently. Build the answer.

  1. 01Count the content points before writing anything

    The task names two strands — the route to membership and what has not changed — so the content points divide between them. On the route: the association agreement, the application, the negotiations, the referendum, accession itself. On what has not changed: the currency, and the absence of a target date for the euro. That is seven candidate points for roughly ninety-five words, which tells you immediately that each point gets one clause and no clause gets a decorative adjective. Planning at the level of points rather than sentences is what keeps a summary inside its length.

  2. 02Understand what the two independent marks actually reward

    The AO2 content mark is awarded for a point that contains the required information regardless of whether it is in your own words or lifted from the text. The AO3 language mark, out of five, is a separate judgement about accuracy and complexity — and lifted language is never eligible for it. So lifting cannot lose you the content mark, but it can never earn you the language mark, and the specification also withholds the content mark where the answer contains irrelevant material or copies inappropriately. The practical conclusion is to reformulate everything, because reformulation is the only route to both marks at once.

  3. 03Choose the structures that will carry the AO3 mark

    The language mark asks whether the student can manipulate complex language accurately where the task requires it, so decide in advance which complex structures the summary will contain. A chronology of events with no named agent is a gift here: podpisano, złożono, otwarto, zamknięto, przeprowadzono are all impersonal past forms from the specification's own grammar list. Add one concessive clause with mimo że for the unchanged currency, and one relative clause with w którym for the referendum. That is three structure types, chosen before drafting rather than hoped for during it.

  4. 04Draft to length and find the natural break

    A long summary is marked for content or for language only until the first natural break — usually the end of a sentence or main clause — between ninety and a hundred words. That is not a penalty so much as a cut-off, and the safe target is a draft that ends a sentence somewhere in the low nineties. Write, then count, then cut adjectives before cutting content points, because a lost point loses a content mark while a lost adjective loses nothing at all. A short summary carries no automatic penalty but cannot contain all the points, so it penalises itself.

  5. 05Run the language check that earns the AO3 mark separately

    The language mark is awarded independently of the content mark, so it needs its own pass, and that pass should check five things and nothing else so that it fits inside two minutes. Case after every preposition: w grudniu, w kwietniu, do Unii, za przystąpieniem, which is the instrumental after opowiedzieć się za. Genitive after every negation: nie wyznaczył terminu. Verb agreement: negocjacje otwarto is impersonal and governs an accusative, while Polska weszła agrees feminine singular with its subject. The instrumental after posługiwać się: posługuje się złotym. And the date formats, which is where an otherwise fluent summary most often slips.

Result: Droga Polski do Unii Europejskiej trwała ponad dwanaście lat. Rozpoczęła się w grudniu 1991 roku podpisaniem Układu Europejskiego, a formalny wniosek o członkostwo złożono w kwietniu 1994 roku. Negocjacje akcesyjne otwarto w marcu 1998 roku i zamknięto pod koniec 2002 roku. W czerwcu 2003 roku przeprowadzono dwudniowe referendum, w którym większość głosujących opowiedziała się za przystąpieniem. Polska weszła do Unii 1 maja 2004 roku, a do strefy Schengen w grudniu 2007 roku. Exam focus

  • Anchor every claim in a date; under the AO4 grid a dated fact is evidence and an undated impression is not (AO4).
  • Write dates correctly: the day as an ordinal genitive, the month in the genitive, a bare year with w plus the locative (AO3).
  • Use the impersonal past in -no and -to for events with no named agent — podpisano, otwarto, przeprowadzono — because it is both historically honest and on the specification's own grammar list (AO3).

Typical mistakes

  • Dating accession to 2003. The referendum was in June 2003 and the accession treaty was signed in April 2003; accession itself was on 1 May 2004.
  • Writing w 2004 rok. A year after w takes the locative: w 2004 roku, and a span takes w latach.
  • Assuming Schengen and EU membership arrived together. Poland joined the Union in May 2004 and the Schengen area in December 2007.
  • Treating the two Council presidencies as one fact. There were two, in the second half of 2011 and the first half of 2025, and saying which is which is the difference between knowledge and vagueness.

Balance is usually taught as a content virtue and range as a language virtue, which obscures the most useful fact about this sub-theme: in Polish they are earned by the same sentences. The AO3 grid asks whether the student can manipulate complex language accurately and use a wide range of vocabulary appropriate to the context and the task. Concessive subordination is complex language, and the connectives that carry it are exactly the vocabulary a two-sided argument requires. So the structures below are not a stylistic garnish applied after the argument is built; they are the grammar of the argument itself, and a student who deploys them deliberately satisfies the range descriptor and builds the evaluation the AO4 and AO2 grids reward at the same time. Learn them as sentence frames with their punctuation, not as isolated words in a list.
Take them one at a time, with a model sentence each. Z jednej strony fundusze przyspieszyły modernizację, z drugiej strony nie zlikwidowały różnic między regionami — the balanced pair, whose two halves must genuinely oppose each other or the frame is decorative. Wprawdzie Polska należy do strefy Schengen, jednak nie przyjęła euro — wprawdzie concedes and jednak turns, and the pair is correlative, so opening with wprawdzie commits you to a jednak. Mimo że Polska nie przyjęła euro, należy do jednolitego rynku od 2004 roku — mimo że takes a full finite clause, while mimo alone takes a genitive noun, as in mimo trudności. Chociaż, or its shorter form choć, is the lighter equivalent. Natomiast contrasts without conceding: Słowacja przyjęła euro, Polska natomiast pozostała przy złotym.
Two structures close the set. Wręcz przeciwnie reverses a claim rather than qualifying it, and it is strong, so use it once: Nie znaczy to, że fundusze rozwiązały wszystkie problemy; wręcz przeciwnie, różnice regionalne pozostały. Należy jednak zaznaczyć, że introduces a qualification in the formal impersonal register that written work rewards: Należy jednak zaznaczyć, że opinie w tej sprawie są podzielone. Then come the attributive frames, which do a different job altogether — they let you report a contested claim without owning it. Zdaniem krytyków, in the view of critics. Według zwolenników, according to supporters. Jak twierdzą przeciwnicy, as opponents claim. W opinii Komisji Europejskiej, in the European Commission's view. Część komentatorów uważa, że, some commentators take the view that.
The grammar inside those frames is where marks are lost, so check it every time you use one. Zdaniem and według both govern the genitive: zdaniem krytyków, według zwolenników, w opinii Komisji Europejskiej — never zdaniem krytykom. Jak twierdzą przeciwnicy has a nominative plural subject in inverted order. Część komentatorów uważa takes a genitive plural after część and a singular verb after that, because część is the grammatical subject. And uważać works two ways worth keeping apart: uważać, że with a clause, or uważać coś za coś with two accusatives, as in uważa integrację za korzystną. Finally, the test that tells you whether the balance is real rather than performed: hand the paragraph to someone and ask which side you are on. If they can tell, rewrite it.
Worked example

Planning and drafting the Paper 3 multi-skill task

The multi-skill task sets a listening passage and a written source and then asks an unseen question in Polish, for thirty marks split AO1 out of ten, AO2 out of ten and AO3 out of ten, in approximately 200 words. You have heard a radio discussion in which a farmer says that direct payments have stabilised his income, while a local-government officer says that EU-funded projects have not reached the smallest villages. The written source is a short article reporting that Poland has been among the largest net recipients of the EU budget and that the government has set no date for adopting the euro. The question is: „Czy członkostwo w Unii Europejskiej zmieniło polską prowincję? Odnieś się do obu źródeł.” Plan and draft the answer.

  1. 01Read what the task requires before deciding what to say

    The specification is explicit that the response requires analysis, personal reaction and the drawing of a conclusion, and that it must refer to the information in both sources. Three obligations, and each is separately visible to an examiner. The mark split reinforces it: AO1 out of ten for the spoken source, AO2 out of ten for the written source, AO3 out of ten for the Polish. An answer that handles the recording brilliantly and glances at the article has capped itself at a little over two thirds before writing a word, which is why the plan allocates space to both sources first.

  2. 02Set the two sources against each other rather than summarising them in turn

    The weakest structure is a paragraph on the recording followed by a paragraph on the article; it summarises twice and analyses once, if at all. The stronger structure states the relation in the first sentence — that both sources describe the same change from different positions — and then lets each detail from one source meet a detail from the other. In Polish: Oba źródła mówią o tej samej zmianie, ale widzą ją z różnych stron. That single opening sentence does the analytical work that a two-paragraph summary never gets round to.

  3. 03Attribute each claim to its own source, and keep the two speakers apart

    The recording has two speakers with different positions, and conflating them loses AO1 marks. Attribute inside the sentence: W nagraniu rolnik podkreśla, że dopłaty bezpośrednie ustabilizowały jego dochody, natomiast urzędniczka samorządowa zwraca uwagę, że projekty finansowane ze środków unijnych nie dotarły do najmniejszych wsi. Natomiast contrasts the two without conceding to either. Then bring in the article with its own frame — Artykuł potwierdza skalę wsparcia … dodaje jednak, że … — so the reader can always tell which source is speaking.

  4. 04Place the personal reaction where it argues rather than decorates

    The required personal reaction is not the same thing as taking a side in a live political dispute, and the strongest version is analytical: say something about the evidence that neither source says. Here the useful observation is that the two speakers are not contradicting each other because they are describing different scales. Moim zdaniem oba głosy są prawdziwe i wcale sobie nie przeczą: rolnik mówi o dochodach gospodarstwa, urzędniczka o inwestycjach gminy, a to nie jest ta sama skala. Note przeczyć taking the dative, and moim zdaniem in the instrumental.

  5. 05Draw a conclusion the answer has earned, then check the Polish

    The conclusion must follow from what is above it and must not exceed it, and a concessive shape usually fits: Wniosek: członkostwo realnie zmieniło polską prowincję, choć nie zmieniło jej wszędzie tak samo. Then the AO3 check, four items and no more. Genitive after every negation — nie zmieniło jej, nie dotarły do wsi. Instrumental after posługiwać się and after moim zdaniem. Case after every preposition, especially do plus genitive and w plus locative. And one deliberate concessive plus one deliberate attribution present and correct, because those two structures are where the range mark is decided.

Result: Oba źródła mówią o tej samej zmianie, ale widzą ją z różnych stron. W nagraniu rolnik podkreśla, że dopłaty bezpośrednie ustabilizowały jego dochody, natomiast urzędniczka samorządowa zwraca uwagę, że projekty finansowane ze środków unijnych nie dotarły do najmniejszych wsi. Artykuł potwierdza skalę wsparcia — Polska należy do największych beneficjentów netto unijnego budżetu — dodaje jednak, że rząd nie wyznaczył terminu przyjęcia euro.   • Deploy the concessive frames deliberately: they satisfy the AO3 range descriptor and build the evaluation the AO4 and AO2 grids reward with the same sentences (AO3).
  • Attribute every contested claim with zdaniem, według, w opinii or jak twierdzą, and check the case each one governs before moving on (AO3).
  • In the multi-skill task, hold the heard source and the written source against each other instead of summarising them in turn; the analysis lives in the comparison, and AO1 and AO2 are marked separately out of ten each (AO1 and AO2).

Typical mistakes

  • Opening a balance with z jednej strony and never closing it with z drugiej strony. To a Polish reader the sentence is left unfinished.
  • Writing mimo Polska nie przyjęła euro. Mimo alone takes a genitive noun — mimo trudności, mimo sporu — while a finite clause requires mimo że.
  • Writing zdaniem krytykom or według zwolennikom. Both expressions govern the genitive: zdaniem krytyków, według zwolenników.
  • Attributing everything, including the documented facts. Zdaniem historyków Polska przystąpiła do Unii w 2004 roku is absurd, because the date is not an opinion. Attribute interpretations; state facts.
