Racism

Rassismus is the third sub-theme of Multiculturalism in German-speaking society and carries three strands: Die Opfer des Rassismus, Die Ursprünge des Rassismus, and Der Kampf gegen Rassismus. These notes cover the concepts a strong answer needs - prejudice against structure, individual against institutional discrimination, antisemitism and Antiziganismus as long-established forms with their own histories - together with the German legal framework that can be cited precisely, from Article 3 of the Basic Law and the Allgemeines Gleichbehandlungsgesetz of 2006 to the Swiss anti-racism provision approved by referendum in 1994, and the careful register that writing about this material in a foreign language demands.

basic level

Rassismus belongs to the A-level-only Multiculturalism theme and does not appear in AS German (7661). At the basic level, secure description of who is affected by racism and of the measures taken against it is the expectation.

higher level

The full A-Level expects the distinction between individual prejudice and structural discrimination to be handled explicitly, named legal instruments and dated events to be used as evidence, contested figures to be attributed, and the argument to be conducted in an analytical rather than an indignant register.

Who is affected: Die Opfer des Rassismus#

●●●AdvancedLPAQA 7662 3.1.2 - Rassismus: Die Opfer des RassismusLPDfE GCE modern foreign languages subject content

Key points

Define the terms before using them, because the distinctions carry the marks. Das Vorurteil is a judgement formed in advance about a group; das Klischee or das Stereotyp is the simplified image it rests on; die Diskriminierung is the act of treating someone worse on that basis. Der Rassismus attributes inferiority on grounds of origin, appearance or ascribed descent; die Fremdenfeindlichkeit is hostility towards those perceived as foreign, which is not identical. Und der strukturelle Rassismus describes patterns produced by the ordinary working of institutions rather than by individual intent. German also distinguishes unmittelbare Diskriminierung, open unequal treatment, from mittelbarer Diskriminierung, a neutral-looking rule with an unequal effect - a distinction written into the Allgemeines Gleichbehandlungsgesetz itself.
The groups affected in German-speaking society should be named specifically rather than in the abstract. Antisemitismus has the longest history and, since 2018, the Federal Republic has had a commissioner for Jewish life and the fight against antisemitism; recorded antisemitic offences have risen in recent years according to official statistics. Antiziganismus is the established German term for hostility towards Sinti and Roma, Germany's long-resident minority persecuted and murdered under National Socialism; a commission established by the Bundestag reported on it in 2021, and a federal commissioner was appointed subsequently. Alongside these: Rassismus gegen Schwarze Menschen, antimuslimischer Rassismus, and hostility towards people from eastern Europe and towards Asian-read people, which increased during the pandemic according to reporting bodies.
Racist violence in Germany has specific, well-documented events that a serious answer names with dates rather than gesturing at. In the early 1990s a series of attacks followed reunification: the assaults in Hoyerswerda in 1991 and in Rostock-Lichtenhagen in August 1992, the arson attack in Mölln in November 1992 in which three people were killed, and the arson attack in Solingen in May 1993 in which five members of one family were killed. Between 2000 and 2007 the group known as the NSU murdered ten people; the investigations misdirected suspicion towards the victims' own families and communities for years, and the failures were examined by parliamentary committees of inquiry. In October 2019 an attacker attempted to storm a synagogue in Halle on Yom Kippur and killed two people; in February 2020 nine people were murdered in a racist attack in Hanau.
Two things follow from that record and both belong in a strong answer. First, the victims are not an abstraction: die Betroffenen sind meist Menschen, die in Deutschland geboren oder seit Jahrzehnten hier zu Hause sind - which is why the everyday question wo kommst du wirklich her? is discussed as a form of exclusion in German-language debate. Second, official figures record what is reported and classified, not what occurs: die Statistik zur politisch motivierten Kriminalität erfasst angezeigte Taten, und Fachleute gehen von einem erheblichen Dunkelfeld aus. Naming the Dunkelfeld - the unreported remainder - is a precise and creditworthy observation.
Worked example

Translation into English: a passage on everyday exclusion

Translate into English: „Die Frage, woher man wirklich komme, wird selten böse gemeint.

  1. 01Unpack the noun plus embedded question

Die Frage, woher man wirklich komme is a noun with a dependent indirect question. Komme is Konjunktiv I, marking it as a reported question rather than the writer's own; man is the impersonal one. English: the question of where one really comes from.

  2. 02Handle böse gemeint and the passive

Wird selten böse gemeint is a present passive: is rarely meant maliciously. Böse meinen is the fixed phrase; es ist nicht böse gemeint is a standard German idiom meaning no offence is intended. Selten is rarely and stands before the participle.

  3. 03Read und doch as the pivot

Und doch means and yet, and it inverts the following clause - enthält sie, not sie enthält. The particle doch is the hinge of the whole passage: everything before it concedes, everything after it argues.

  4. 04Translate die Unterstellung precisely

Eine Unterstellung is an implied accusation or an insinuation, not simply an assumption; unterstellen means to impute something to someone. Dass hier geboren zu sein nicht ausreicht is an infinitive phrase acting as the subject of ausreicht: that being born here is not enough.

  5. 05Preserve the nicht mehr als ... sondern als contrast

Empfindet sie nicht mehr als Neugier, sondern als Zurückweisung: no longer experiences it as curiosity but as rejection. Empfinden als takes an accusative complement without an article for both nouns - a construction English mirrors easily. Wer sie zum hundertsten Mal hört is a wer-clause: anyone who hears it for the hundredth time.

Result: The question of where one really comes from is rarely meant maliciously. And yet it carries an implication: that being born here is not enough. Anyone who hears it for the hundredth time no longer experiences it as curiosity but as rejection.

Exam focus

  • Separate Rassismus from Fremdenfeindlichkeit, and direct from indirect discrimination, in your opening sentences (AO4).
  • Name at least two dated events and use the term Dunkelfeld when discussing statistics (AO4).

Typical mistakes

  • Treating racism as something that affects only recent arrivals; those affected are frequently German citizens born in the country.
  • Presenting recorded offence figures as a measurement of how much racism exists; they record reported and classified cases only.

Where it comes from: Die Ursprünge des Rassismus#

●●●AdvancedLPAQA 7662 3.1.2 - Rassismus: Die Ursprünge des RassismusLPDfE GCE modern foreign languages subject content

Key points

Distinguish the long historical roots from the immediate social causes, because they call for different explanations. Historically: the pseudo-scientific theories of race developed in the nineteenth century, which claimed a biological hierarchy among human beings and were used to justify colonial rule; the German Empire's own colonial possessions and the violence committed in them, including the war against the Herero and Nama in what is now Namibia, which the German government formally recognised as genocide in 2021; and antisemitism, which long predates racial theory and mutated into a racial ideology in the nineteenth century.
The National Socialist period must be treated with precision because it is the decisive rupture in German history and because vagueness here reads as ignorance. Antisemitism was made state ideology; the Nuremberg Laws of 1935 stripped Jewish Germans of civil rights and criminalised marriages; the November pogrom of 1938 destroyed synagogues and businesses across the country; and the systematic murder of European Jews - der Holocaust or die Schoah - killed around six million people. Sinti and Roma were likewise systematically persecuted and murdered, as were disabled people under the so-called euthanasia programme, and Black Germans, Slavic peoples and others were targeted by the same ideology. State the facts, give the dates, and do not embellish; the historical record does not require intensification.
Contemporary causes are different in kind and should be explained rather than condemned. Four are standard in German-language research and each is arguable. Unwissenheit und fehlender Kontakt, since prejudice thrives where groups do not meet. Konkurrenz um knappe Güter - housing, school places, low-paid work - which turns distributive conflict into group conflict. Politische Instrumentalisierung, the use of migration as an electoral instrument, which normalises language that was previously unsayable. Und die Weitergabe in Familie und Umfeld, since attitudes are learned. Frame them with the language of cause: Rassismus speist sich aus, hat seine Wurzeln in, verschärft sich in Krisenzeiten, wird von bestimmten Akteuren bewusst geschürt.
Finally, the East-West dimension, which is specific to Germany and frequently mishandled. Racist violence occurred in both parts of the country before 1990 and after it; the GDR presented itself officially as antifascist while contract workers from Vietnam, Mozambique and elsewhere lived largely segregated lives and racist incidents were not publicly discussed; and after 1989 the eastern states experienced a period of severe economic dislocation that coincided with the attacks of the early 1990s. The defensible formulation avoids both denial and caricature: Rassismus ist kein ostdeutsches Phänomen - aber die Umbruchserfahrung nach 1990 hat in den neuen Bundesländern bestimmte Formen begünstigt, und die offizielle antifaschistische Erzählung der DDR hat eine gesellschaftliche Auseinandersetzung damit lange verhindert.
Worked example

The Paper 1 summary on a passage about causes

A reading text argues that prejudice is learned rather than innate, that it intensifies in periods of economic insecurity, and that contact between groups reduces it only when the contact is between equals. Write the summary in German.

  1. 01Fix the three points, including the qualification

One: prejudice is learned, not innate. Two: economic insecurity intensifies it. Three: contact reduces it, but only under conditions of equality. The third point contains its own condition, and a summary that drops the condition has lost half the point - which is exactly what the question is testing.

  2. 02Reformulate without losing precision

Angeboren becomes nicht von Geburt an vorhanden. Wirtschaftliche Unsicherheit becomes in Zeiten wirtschaftlicher Verunsicherung. Kontakt auf Augenhöhe is idiomatic German for contact between equals and is a reformulation rather than a lift if the source used a different phrase.

  3. 03Mark the logical relations

The three points stand in a sequence: origin, aggravating condition, remedy with a condition. . The nur dann, wenn frame carries the third point's condition and is a high-value structure.

  4. 04Choose one complex structure deliberately

Use a passive for the aggravating condition - Vorurteile werden in Krisenzeiten verstärkt - and a conditional frame for the remedy. Two structures, both accurate, both within the AO3 descriptor's phrase about manipulating complex language where the task requires it.

  5. 05Count and stop at the natural break

Aim at 95. Marking of a long summary stops at the first natural break between 90 and 100 words, so end a sentence deliberately in that window rather than running into a fourth idea that will not be read.

Exam focus

  • State that biological races do not exist and that racism constructs the groups it claims to describe (AO4).
  • Give the National Socialist period its dates and its precise measures rather than a general reference (AO4).

Typical mistakes

  • Using the vocabulary of race as if it described real biological categories; in German, Menschenrassen is a discredited concept and its use in the Basic Law has been the subject of a public reform debate.
  • Treating racism after 1990 as a purely east German problem; the record does not support that, and the claim is itself a form of prejudice.

§ 03

What is done about it: Der Kampf gegen Rassismus#

●●●AdvancedLPAQA 7662 3.1.2 - Rassismus: Der Kampf gegen RassismusLPDfE GCE modern foreign languages subject content

Key points

Build the legal answer from the constitution upwards, because that structure is accurate and easy to hold under pressure. Article 3 of the Grundgesetz establishes that all people are equal before the law and that nobody may be disadvantaged or favoured on grounds including descent, language, homeland and origin, faith or political opinion. The Allgemeines Gleichbehandlungsgesetz of 2006 implemented European anti-discrimination directives into German civil law and created a federal anti-discrimination body; it covers employment and everyday transactions and distinguishes direct from indirect discrimination. In criminal law, Volksverhetzung - incitement to hatred against a group - is an offence under the Strafgesetzbuch, denial of the Holocaust is punishable, and racist motives are among the factors a court must weigh in sentencing.
Bring in Austria and Switzerland, since both have distinctive instruments. Austria's Verbotsgesetz, dating from the immediate post-war years and amended in 1992, prohibits National Socialist re-engagement and the denial or gross trivialisation of the Holocaust - one of the strictest such provisions anywhere, and a direct consequence of the country's own history. Switzerland adopted its anti-racism criminal provision after a referendum in September 1994, so that the ban on racial discrimination and on denial of genocide rests on a popular vote; in 2020 a further referendum extended the provision to cover discrimination on grounds of sexual orientation. Three countries, three constitutional routes - parliament, post-war constitutional law, direct democracy - which is a genuinely comparative observation.
Then the measures beyond the law, sorted by level. Bildung: politische Bildung in schools, the work of memorial sites at former concentration camps, encounters with witnesses while that is still possible, and the large school network Schule ohne Rassismus - Schule mit Courage. Zivilgesellschaft: Beratungsstellen für Betroffene rechter und rassistischer Gewalt, Meldestellen that document incidents falling below the criminal threshold, Vereine, Gewerkschaften, Sportverbände. Staat und Forschung: commissioners at federal level for antisemitism and for antigypsyism, research institutions monitoring discrimination, and reporting obligations. Und der Alltag: die Zivilcourage - a German word for the willingness to intervene - which the campaigns place at the centre precisely because most incidents happen where no institution is present.
Evaluate rather than list, because the specification demands a critical response. Note the concessive so ... auch with the subjunctive-flavoured word order, a structure very few candidates attempt.
Worked example

Translation into German: legal and evaluative language together

Translate into German: Since 2006 a law has protected employees against discrimination. Nevertheless many of those affected do not report incidents, because they fear disadvantages or doubt that they will be believed. If more cases were reported, the official figures would rise, even though the situation had not worsened.

  1. 01Seit plus present, and the verb for protect

Seit 2006 schützt ein Gesetz Arbeitnehmerinnen und Arbeitnehmer vor Diskriminierung. Schützen vor takes the dative - vor Diskriminierung. Seit again with the present tense. The paired forms Arbeitnehmerinnen und Arbeitnehmer are standard in German legal and policy writing and cost nothing to use.

  2. 02Place trotzdem and get the inversion

Trotzdem zeigen viele Betroffene Vorfälle nicht an. Trotzdem is an adverb, so it occupies first position and the finite verb comes second - zeigen, not viele Betroffene zeigen. Anzeigen is separable, so an closes the clause. Note der or die Betroffene, the standard German for a person affected.

  3. 03Coordinate two causal clauses

Both verbs go to the end of their clauses; zweifeln an takes the dative and needs the prepositional adverb daran to anticipate the dass-clause - an A-level grammar-list item. Man ihnen glaubt: glauben takes a dative person.

  4. 04Build the counterfactual conditional in the passive

Konjunktiv II passive - würden angezeigt - in the wenn-clause; the main clause can use the simple Konjunktiv II stiegen from steigen, which is better style than würden steigen and shows control of strong-verb subjunctive forms.

  5. 05Handle even though with a hypothetical past

Auch wenn concedes something unreal in the past, so it takes the Konjunktiv II perfect hätte ... verschlechtert - with the auxiliary last because auch wenn is subordinating. Sich verschlechtern is reflexive; the pronoun sits immediately after the conjunction group.

Result: Seit 2006 schützt ein Gesetz Arbeitnehmerinnen und Arbeitnehmer vor Diskriminierung.

Exam focus

  • Cite Article 3 of the Basic Law and the 2006 Allgemeines Gleichbehandlungsgesetz rather than saying racism is illegal (AO4).
  • Note that legal protection depends on reporting and on investigation, with the NSU inquiries as the reference point (AO4).

Typical mistakes

  • Assuming the law is self-executing; under-reporting and evidential difficulty are why prosecutions are far fewer than incidents.
  • Attributing the Swiss anti-racism provision to parliament alone; it was approved in a popular referendum in 1994.

§ 04

Wortschatz und Wendungen: precision, distance and register#

●●○StandardLPAQA 7662 3.1.2 - RassismusLPAQA 7662 3.3 Grammar

Key points

The lexical field, in blocks. Note two precision points: eine Anzeige is a formal report to the police, distinct from eine Beschwerde, a complaint to an institution; and der Übergriff covers an assault of any kind, while der Angriff is a direct attack.
The grammar this sub-theme needs most is the grammar of impersonality, because nearly every claim is about a society rather than a named individual. Three tools. The impersonal man: man diskriminiert Menschen mit ausländisch klingenden Namen - simple, but weak for formal writing. The werden-passive, which is the workhorse: Bewerbungen werden aussortiert; Betroffene werden nicht ernst genommen. And the reflexive with sich lassen: Diskriminierung lässt sich nachweisen, wenn man identische Bewerbungen vergleicht. Choose deliberately: man is conversational, the passive is neutral and journalistic, and sich lassen is the German for can be done without naming an agent.
For argument, this sub-theme demands cautious attribution, since almost everything is contested and nothing may be invented. Learn a ladder of certainty and use it consciously. . Never assert as fact something you cannot source, and never invent a figure - eine belegte, vorsichtige Aussage ist mehr wert als eine erfundene Zahl.
Finally, a register warning that applies to the whole sub-theme. Writing about racism in a foreign language exposes you to two opposite errors: euphemism, which empties the subject - es gibt da ein paar Probleme - and melodrama, which replaces analysis with adjectives - das ist einfach nur furchtbar. Aim between them, with the vocabulary of documented harm: eine herabwürdigende Behandlung, eine diskriminierende Praxis, ein systematisches Muster, eine strukturelle Benachteiligung. And if you have to report offensive language from a stimulus text, mark it as reported: der Sprecher verwendet an dieser Stelle einen abwertenden Ausdruck - which distances you from the words while proving you understood them.
Worked example

From indignation to analysis: repairing a candidate paragraph

Rewrite it to A-level standard and justify each change.

  1. 01Diagnose the failures

An unsupported generalisation about an institution, an appeal to common knowledge - jeder weiß - an emotional evaluation in place of analysis, and a vague call to action. None of it earns AO4 credit, and the register is weak. Note that the candidate may well be gesturing at something real; the repair is to make it evidential.

  2. 02Replace the generalisation with a documented practice

This names a practice, attributes the dispute, cites a kind of evidence, and avoids condemning an entire institution.

  3. 03Add the legal frame at the right level

Two instruments, correctly levelled - constitutional and civil - which is what makes the paragraph look like law rather than opinion.

  4. 04Introduce the reporting problem

This converts the vague man muss sofort etwas tun into an identified obstacle, and Dunkelfeld is the precise German term.

  5. 05Close with a specific, argued proposal

Weniger X als vielmehr Y is a controlled way to make a recommendation without moralising, and the sentence ends on the concrete act - Anzeige erstatten.

Exam focus

  • Use the werden-passive and sich lassen for statements about society rather than the conversational man (AO3).
  • Match your verb to your evidence: das Gesetz gilt seit, laut Angaben, Kritiker werfen vor (AO4).

Typical mistakes

§ 05

In der Prüfung: difficult material and sustaining an argument#

●●●AdvancedLPAQA 7662 4.4 Paper 1 - Listening, reading and writingLPAQA 7662 4.6 Paper 3 - Speaking, part one

Key points

Texts on racism are chosen because they require inference, so expect the attitude to be implied rather than stated. Train three recognitions. First, the disclaimer that precedes a prejudiced statement: ich bin ja nicht rassistisch, aber; das wird man ja wohl noch sagen dürfen; nichts gegen die Leute, aber. Second, the euphemism: gewisse Kreise, bestimmte Leute, du weißt schon, wen ich meine, die typischen Probleme. Third, the shift from person to group, in which a single incident is generalised with immer, alle, ständig, dauernd. A question asking welche Haltung vertritt der Sprecher is almost always testing whether you noticed one of these three.
In your written answers, describe attitudes without adopting them, and answer the question that was set. Use reporting distance where the language is offensive. And remember that a moral judgement of your own scores nothing when the question asks for the speaker's attitude, however justified the judgement is. This is a place where candidates lose marks not through weak German but through answering a different question.
For the speaking test, prepare a factual spine so that you are never reduced to opinion: Artikel 3 des Grundgesetzes; das Allgemeine Gleichbehandlungsgesetz von 2006 und die Antidiskriminierungsstelle; Volksverhetzung als Straftatbestand; das österreichische Verbotsgesetz und die Schweizer Rassismus-Strafnorm von 1994; die Anschläge von Mölln 1992, Solingen 1993, Halle 2019 und Hanau 2020; und der Begriff Dunkelfeld. Rehearse a one-sentence definition of structural racism, since examiners frequently ask for it: Es geht nicht nur um einzelne Einstellungen, sondern um Regeln und Abläufe, die bestimmte Gruppen benachteiligen, auch wenn niemand das beabsichtigt - note the subjunctive-free concessive auch wenn with a plain indicative, which is correct here because the concession is real rather than hypothetical.
Finally, prepare for disagreement, because an examiner may take a contrary position deliberately to test whether you can sustain an argument - and sustaining it is credited under AO1 and AO3. Have three moves ready. All three are in the Sie-register and none of them raises the temperature of the conversation, which is itself part of the skill.
Worked example

Defining structural racism under examination conditions

The examiner asks: „Was verstehen Sie unter strukturellem Rassismus?" Build an answer of about forty-five seconds that defines, illustrates and qualifies.

  1. 01Define by contrast first

Beginning with what the term is NOT shows the examiner immediately that you know the distinction that the question is really about, and it takes five seconds.

  2. 02Give the positive definition

Bezeichnen is the precise verb for a term denoting something, and the auch wenn clause is the heart of the concept.

  3. 03Illustrate with a mechanism, not an anecdote

A mechanism is worth more than an emotive example because it can be argued with.

  4. 04Add a German legal or institutional anchor

Anchoring an abstract concept in a legal term proves knowledge rather than fluency, which is what AO4 measures.

  5. 05Qualify to show critical judgement

Naming an objection to your own concept is the clearest evidence of critical response there is, and könne is a Konjunktiv I that marks the objection as reported.

• Sustain a position under challenge by conceding, distinguishing or citing, never by repeating (AO1/AO3).
