Germany and the European Union

Deutschland und die Europäische Union is the first sub-theme of Aspects of political life in the German-speaking world, and the specification requires it to be studied in relation to Germany. It carries three strands: Die Rolle Deutschlands in Europa, Vor- und Nachteile der EU für Deutschland, and Die Auswirkungen der EU-Erweiterung auf Deutschland. These notes cover the material a strong answer needs - integration from the Montanunion of 1951 through the Treaties of Rome, Schengen, Maastricht and the euro, the institutions in which Germany actually decides, the balance sheet of the single market against the budget contribution and the loss of the D-Mark, and the eastward enlargements of 2004, 2007 and 2013 with the transitional labour-market restrictions Germany applied until 2011.

Key points

Start from the founding purpose, because it explains why German engagement with Europe has been so consistent across parties. The Montanunion, the European Coal and Steel Community, was agreed in 1951 and bound the coal and steel industries of six states - including the young Federal Republic - into a common authority, precisely so that the material basis of another war between France and Germany could not be organised nationally. The Treaties of Rome of 1957 created the European Economic Community. For West Germany, integration was simultaneously an economic project and a route back to international acceptability: die europäische Integration war für die Bundesrepublik nie nur Wirtschaftspolitik, sondern auch ein Weg zurück in die Gemeinschaft der Staaten.
The milestones after that are worth dating exactly. The Élysée Treaty of 1963 institutionalised Franco-German cooperation, and the phrase der deutsch-französische Motor still describes the pairing that most often drives EU decisions; it was renewed by the Aachen Treaty of 2019. The Schengen Agreement of 1985 began the removal of internal border controls. The Maastricht Treaty, signed in 1992 and in force from 1993, created the European Union and set the path to the single currency; Germany gave up the D-Mark, which had been the symbol of post-war recovery, and the euro appeared as cash on 1 January 2002. In 1990 German unification brought the territory of the former GDR into the European Community without a separate accession procedure.
Know the institutions, because candidates constantly confuse them and the distinction is easy marks. Die Europäische Kommission proposes legislation and is the executive; each member state provides one Commissioner. Das Europäische Parlament is directly elected - since 1979 - and Germany, as the most populous member state, sends 96 members, the largest delegation and the maximum any state may hold. Der Rat der Europäischen Union brings together the relevant ministers of the member states and legislates together with the Parliament. Der Europäische Rat is the meeting of heads of state and government, which sets the political direction. Note the trap: der Europarat, the Council of Europe, is a separate organisation with 46 member states, not an EU body at all.
Then Germany's weight, stated accurately. It is the most populous member state and the largest economy in the Union, and in absolute terms the largest net contributor to the EU budget - though per head the picture is different, which is exactly the kind of qualification that distinguishes an argued answer from a slogan. That weight is constrained in two ways worth naming. Constitutionally, the Bundesverfassungsgericht has repeatedly insisted that the Bundestag must retain real decision-making power over integration, most notably in its judgments on Maastricht and on the Lisbon Treaty. And politically, German dominance is itself a problem for German policy: Deutschland ist in der EU zugleich unentbehrlich und misstrauisch beobachtet - weshalb Berlin fast immer Partner sucht, statt allein zu handeln.

Translation into English: a passage on Germany's European role

Translate into English: „Dass die Bundesrepublik von Anfang an auf Europa gesetzt hat, war keine Selbstlosigkeit. Ein Land, dem man nach 1945 kaum vertraute, gewann durch die Einbindung in gemeinsame Institutionen genau das zurück, was es verloren hatte: Handlungsfähigkeit. Wer das übersieht, versteht die deutsche Europapolitik nicht."

  1. 01Handle the fronted dass-clause as subject

    Dass die Bundesrepublik ... auf Europa gesetzt hat, war keine Selbstlosigkeit - the dass-clause is the SUBJECT of war. English: the fact that the Federal Republic backed Europe from the outset was not selflessness. Setzen auf plus accusative means to bet on or back.

  2. 02Unpack the relative clause with a dative pronoun

    Ein Land, dem man nach 1945 kaum vertraute: dem is dative because vertrauen takes a dative object - a country that was hardly trusted after 1945, or that people scarcely trusted. Recognising which case a relative pronoun is in tells you the verb's construction, and vertrauen plus dative is on the AS grammar list.

  3. 03Read durch as the means

    Gewann durch die Einbindung in gemeinsame Institutionen ... zurück: durch marks the means, so through its integration into common institutions. Zurückgewinnen is separable and its prefix zurück stands at the end of the clause - so you must read to the end before deciding the verb means regained rather than merely won.

  4. 04Handle genau das, was ... hatte

    Genau das zurück, was es verloren hatte is a correlative construction: exactly what it had lost. Das ... was is the standard German pairing for that which; verloren hatte is a pluperfect. The colon then delivers the noun the whole sentence has been withholding - Handlungsfähigkeit.

  5. 05Translate Handlungsfähigkeit and the closing wer-clause

    Handlungsfähigkeit is the capacity to act, and no single English word covers it - the ability to act is the honest rendering. Wer das übersieht, versteht die deutsche Europapolitik nicht: anyone who overlooks this does not understand German European policy. Übersehen is inseparable, so übersieht, not sieht über.

Result: The fact that the Federal Republic backed Europe from the outset was not selflessness. A country that was scarcely trusted after 1945 regained, through its integration into common institutions, precisely what it had lost: the capacity to act. Anyone who overlooks that does not understand German European policy.

  • Distinguish Kommission, Parlament, Rat der EU and Europäischer Rat; the confusion is common and the distinction is free marks (AO4).

Key points

The economic case is the strongest and should be made concretely. Der Binnenmarkt gives German firms barrier-free access to a market of several hundred million consumers, and Germany is an export economy - a large share of its exports goes to other member states. Die Währungsunion removed exchange-rate risk within the euro area and, for an exporting country, removed the possibility that partners would devalue against it. Die Freizügigkeit lets employers recruit across the Union and lets Germans work, study and retire abroad; das Erasmus-Programm has sent generations of students across Europe. And in trade negotiations with the rest of the world, Germany negotiates as part of a bloc rather than alone - ein Argument, das durch die Erfahrungen der letzten Jahre eher an Gewicht gewonnen hat.
The costs are real and must be stated without irony if the answer is to be balanced. Der Beitrag zum EU-Haushalt: Germany is the largest net contributor in absolute terms, which is politically salient even though the sum is small measured against national output. Der Verlust geldpolitischer Souveränität: interest rates for the euro area are set by the European Central Bank, so Germany no longer sets its own monetary policy - a genuine loss of control that was fiercely debated when the D-Mark was given up. Die Regulierungsdichte: firms and municipalities complain about European rules, some of which are genuinely burdensome and some of which are blamed for national decisions. Und die Haftungsfrage: during the euro-area crisis from 2010, German participation in rescue packages provoked a serious constitutional and political argument about how far a member state may be liable for others.
The best answers organise around the observation that the same fact is an advantage from one perspective and a cost from another. Der Binnenmarkt nützt exportierenden Unternehmen und setzt zugleich einzelne Branchen unter Konkurrenzdruck. Die Freizügigkeit füllt offene Stellen und verschärft zugleich in manchen Regionen den Wohnungsmarkt. Die gemeinsame Währung hat den Export erleichtert und der deutschen Politik zugleich ein Instrument genommen. Saying this explicitly - Vor- und Nachteile sind bei der EU meist zwei Beschreibungen desselben Sachverhalts - is worth more than a longer list.
Finally, the democratic question, which is the one that produces the best essays. Critics speak of ein Demokratiedefizit: the Commission is not directly elected, decisions are taken far from voters, and turnout at European elections has historically been lower than at national ones. The answers are equally serious: das Europäische Parlament wird direkt gewählt und hat seine Rechte seit den achtziger Jahren erheblich ausgeweitet; im Rat sitzen Minister, die ihren nationalen Parlamenten verantwortlich sind; und das Bundesverfassungsgericht hat wiederholt darauf bestanden, dass der Bundestag bei Integrationsschritten mitentscheiden muss. Present this as a real and unfinished argument rather than as a problem with an obvious answer.
Worked example

Translation into German: the language of economics and politics

Translate into German: Germany benefits more from the single market than almost any other country, because its economy depends on exports. Critics complain, however, that decisions are taken too far from citizens. If the European Parliament had more rights, the criticism would probably be quieter.

  1. 01Get profitieren von and the comparative right

    Deutschland profitiert wie kaum ein anderes Land vom Binnenmarkt. Profitieren von takes the dative - vom Binnenmarkt. Wie kaum ein anderes Land is the idiomatic German for more than almost any other country; a literal mehr als fast jedes andere Land is possible but reads translated.

  2. 02Build the causal clause with angewiesen sein auf

    Weil seine Wirtschaft auf Exporte angewiesen ist. Angewiesen sein auf plus accusative - auf Exporte - is the precise German for to depend on, and ist stands at the end after weil. Seine agrees with Wirtschaft as the possessor's pronoun, referring back to Deutschland.

  3. 03Report the criticism with Konjunktiv I and a passive

    Kritiker beklagen allerdings, Entscheidungen würden zu weit von den Bürgern entfernt getroffen. Würden getroffen is a Konjunktiv II passive standing in for an ambiguous Konjunktiv I, which is the standard rule; eine Entscheidung treffen is the fixed collocation for to take a decision - never eine Entscheidung nehmen.

  4. 04Place allerdings correctly

    Allerdings sits inside the main clause after the finite verb, not at the front, which would be possible but more emphatic. German has several positions for however - jedoch, allerdings, indes - and mid-clause placement is the neutral choice that reads most naturally.

  5. 05Construct the counterfactual with hätte

    Wenn das Europäische Parlament mehr Rechte hätte, wäre die Kritik vermutlich leiser. Konjunktiv II in both halves - hätte and wäre - with hätte at the end of the wenn-clause and wäre second in the main clause after the fronted conditional. Vermutlich is the hedge the English probably requires.

Result: Deutschland profitiert wie kaum ein anderes Land vom Binnenmarkt, weil seine Wirtschaft auf Exporte angewiesen ist. Kritiker beklagen allerdings, Entscheidungen würden zu weit von den Bürgern entfernt getroffen. Wenn das Europäische Parlament mehr Rechte hätte, wäre die Kritik vermutlich leiser.

Key points

Get the sequence right, because enlargement is a set of dated events and vagueness here is very visible. The Union grew from six founding states to nine, ten and twelve during the 1970s and 1980s, and to fifteen in 1995 when Austria, Finland and Sweden joined. The large eastward enlargement came on 1 May 2004, when ten states acceded, among them Poland, the Czech Republic, Hungary, Slovakia, Slovenia and the three Baltic republics. Bulgaria and Romania followed in 2007 and Croatia in 2013. The United Kingdom left on 31 January 2020, with a transition period to the end of that year - the first time the Union had contracted - and the EU has had 27 member states since.
Germany's position in the 2004 enlargement was distinctive and is the single most useful fact in this strand, because it complicates the story candidates expect. Germany borders Poland and the Czech Republic and therefore expected the strongest labour-market effects; it consequently applied the transitional restrictions on free movement of workers from the new member states for the maximum permitted period, so that full freedom of movement for workers from the 2004 accession states applied in Germany only from 1 May 2011. Knowing that means you can answer the standard question - was enlargement good for Germany? - with an argument rather than an opinion: Deutschland hat die Öffnung des Arbeitsmarktes so lange wie möglich hinausgezögert, obwohl es wirtschaftlich zu den größten Gewinnern der Erweiterung gehörte.
The effects, sorted. Wirtschaftlich: new markets and new suppliers for German firms, extensive investment by German companies in central Europe, and integrated production chains that make the German and central European economies difficult to separate. Arbeitsmarkt: workers from the new member states filled positions in construction, agriculture, care and logistics, while emigration from those countries created shortages at home - eine Erweiterung hat immer zwei Seiten, und die Abwanderung qualifizierter Menschen ist für die Herkunftsländer ein Verlust. Politisch: a Union of 27 decides more slowly, and disagreements about the rule of law and about migration have become sharper as the Union has become more diverse.
Then the honest evaluation, which requires resisting two temptations. The first is to present enlargement purely as an economic transaction; it was also, and explicitly, a political project of reunifying a continent divided since 1945, and for Germany, a country whose own division had just ended, that argument carried particular weight. The second is to present it as an unqualified success; the disagreements about common values, budget rules and migration are real and unresolved. The formulation that holds both: Die Osterweiterung war für Deutschland wirtschaftlich ein Gewinn und politisch eine Selbstverständlichkeit - sie hat die Union aber auch schwerfälliger und heterogener gemacht, und beides gehört zur Bilanz.

The Paper 1 summary on a passage about enlargement

A listening passage says that German firms invested heavily in central Europe after 2004, that the accession states lost many skilled workers to western Europe, and that Germany itself delayed opening its labour market until 2011. Write the summary in German.

  1. 01Fix three content points and their relationship

    One: German investment in central Europe after 2004. Two: emigration of skilled workers from the accession states. Three: Germany's delayed labour-market opening. The three form an argument about asymmetry - a summary that only lists them misses what the passage is for.

  2. 02Reformulate without losing the technical terms

    Investitionen and Fachkräfte are terms and may stay; the frames around them must be yours. Stark investiert becomes in erheblichem Umfang investiert; verloren becomes wanderten ab, using the separable abwandern, which is the precise German for out-migration.

  3. 03Mark the asymmetry explicitly

    Use zugleich or während to hold the two directions together: Während deutsche Unternehmen ... , wanderten aus diesen Ländern ... . The passage's point is that benefits and costs fell in different places, and the connective is what conveys it.

  4. 04Land the third point as the sting

    Bemerkenswert ist dabei, dass Deutschland seinen eigenen Arbeitsmarkt erst 2011 vollständig öffnete. Bemerkenswert ist, dass ... signals that this is the passage's punchline rather than a fourth fact, and erst carries not until.

  5. 05Count and finish in the window

    Three sentences at roughly 30 words each lands close to 95. Stop at a natural break; a fourth sentence risks pushing past the point where marking stops, and everything after it is invisible.

Result: Nach der Erweiterung von 2004 haben deutsche Unternehmen in erheblichem Umfang in Mittel- und Osteuropa investiert und dort Produktionsstandorte aufgebaut. Zugleich wanderten aus den Beitrittsländern zahlreiche gut ausgebildete Fachkräfte nach Westeuropa ab, sodass dort selbst Personal fehlte. Wortschatz und Wendungen: institutions, treaties and argument#

Key points

The lexical field, in blocks. Die Institutionen: die Kommission, das Parlament, der Rat, der Europäische Gerichtshof, die Europäische Zentralbank, der Abgeordnete, der Kommissar, die Präsidentin. Die Verfahren: der Vertrag, die Richtlinie, die Verordnung, die Abstimmung, das Vetorecht, die Einstimmigkeit, die Mehrheit, die Ratifizierung. Die Politikfelder: der Binnenmarkt, die Währungsunion, die Freizügigkeit, die Agrarpolitik, die Außen- und Sicherheitspolitik, der Haushalt, der Nettozahler. The grammar this sub-theme needs is the language of institutions acting, which in German means the passive and the impersonal. Der Vertrag wurde 1992 unterzeichnet und trat 1993 in Kraft - note in Kraft treten, the fixed phrase for entering into force, with treten irregular in the past as trat. Die Richtlinie muss in nationales Recht umgesetzt werden - a modal plus passive infinitive. And über den Haushalt wird jedes Jahr neu verhandelt: verhandeln takes über plus the accusative, and this impersonal passive, which has no subject at all, is very common in political German and worth mastering.
Dates and periods appear constantly, so fix the patterns. Seit 1993 besteht die Europäische Union - seit plus dative and the present. 1957 wurden die Römischen Verträge unterzeichnet - a bare year needs no preposition in German, and im Jahr 1957 is the alternative; im 1957 is always wrong. Von 2004 bis 2011 galten Übergangsregelungen. Ab 2011 gilt die volle Freizügigkeit. Bis 2020 war das Vereinigte Königreich Mitglied. And the ordinals for treaty numbering and enlargement rounds: die erste Erweiterung, die fünfte Erweiterungsrunde.
Finally, the connectives that let you argue about a balance rather than assert one. For weighing: einerseits ... andererseits; zwar ... aber; demgegenüber; im Gegensatz dazu. For conceding: zugegebenermaßen; es trifft zu, dass ...; man muss einräumen, dass ... . For qualifying: in erster Linie; nicht zuletzt; vor allem; letztlich; unter Umständen. And for concluding without overclaiming: alles in allem; unterm Strich; die Bilanz fällt gemischt aus. Notice that unterm Strich, literally below the line, is the German for on balance and comes straight from the language of accounting - which suits this sub-theme exactly.
Worked example

Repairing a paragraph that confuses the institutions

A candidate writes: Die EU macht Gesetze in Brüssel und Deutschland muss sie befolgen. Der Europarat entscheidet alles und niemand hat ihn gewählt. Deutschland zahlt am meisten und bekommt nichts zurück. Rewrite it to A-level standard and justify each change.

  1. 01Diagnose the failures

    Three sentences, three errors of substance: the legislative procedure is misdescribed, the Council of Europe is confused with EU bodies, and the budget claim is simply false as stated. The German is serviceable; the knowledge is not, and this is where the AO4 marks are lost.

  2. 02Describe the actual procedure

    EU-Gesetze werden von der Kommission vorgeschlagen und anschließend vom Europäischen Parlament und vom Rat der Mitgliedstaaten gemeinsam beschlossen. Two passives with von for personal or institutional agents, and the correct three-body sequence: proposal, then joint decision.

  3. 03Correct the institutional confusion

    Der Europarat ist dagegen keine EU-Institution, sondern eine eigenständige Organisation mit deutlich mehr Mitgliedstaaten. Dagegen marks the contrast, and sondern after the negative replaces the wrong claim with the right one - which is exactly what sondern is for.

  4. 04Add the democratic nuance rather than the slogan

    Das Europäische Parlament wird seit 1979 direkt gewählt; Deutschland stellt mit 96 Abgeordneten die größte Delegation. That answers the candidate's real concern about legitimacy with a fact instead of dismissing it.

  5. 05Replace the budget claim with an accurate one

Key points

Political sub-themes attract cards and passages with a clear provocation, because the examiner needs something for you to argue with. Expect statements such as die EU mischt sich in alles ein or ohne die EU ginge es Deutschland besser. The mistake candidates make is to agree or disagree immediately. The high-scoring move is to distinguish first: Das kommt darauf an, worüber wir sprechen - beim Binnenmarkt ist die Bilanz eindeutig, bei der Asylpolitik deutlich schwieriger. Distinguishing before judging is the single most reliable route to the top AO4 descriptors, which reward selecting relevant information and justifying conclusions.
Have numbers and dates you can actually use, and use them sparingly. Three or four in a five-minute discussion is plenty: 1957 for the Treaties of Rome, 2002 for euro cash, 2004 for the eastward enlargement, 2011 for Germany's labour-market opening, 96 for the German seats in the Parliament. A date deployed at the right moment is evidence; five dates in one sentence is a recitation, and it interrupts the fluency that AO1 measures.
Prepare your two questions for the examiner in a form that fits political material and cannot be mistaken for a request for clarification. Both contain a conjugated verb, both seek an opinion, and neither repeats a printed question. Remember the penalty: one question caps the AO2 mark at 4 of 5, none at 3.
Finally, register and neutrality. You are not required to hold a particular view, and examiners do not reward one; you are required to argue. Two habits protect you. First, attribute contested claims rather than asserting them: Kritiker werfen der EU vor, dass ...; Befürworter halten dagegen, dass ... . Second, prefer the conditional for your own speculation: Ohne den Binnenmarkt wäre die deutsche Exportwirtschaft in einer völlig anderen Lage - which is a claim you can defend, unlike a prediction you cannot. And keep to the Sie-form throughout, including when you disagree.
Worked example

Answering a provocative stimulus card

The card shows a photograph of a European Parliament chamber and carries the sentence „Brüssel entscheidet, Berlin zahlt." The examiner asks: „Stimmen Sie dieser Aussage zu?" Build an answer of about fifty seconds.

  1. 01Do not answer yes or no

    Die Aussage enthält zwei Behauptungen, und ich würde sie unterschiedlich beantworten. Separating a slogan into its component claims is both accurate and immediately impressive, and it buys you the structure for the rest of the answer.

  2. 02Deal with the first claim precisely

    Zweitens: Es stimmt, dass Deutschland in absoluten Zahlen der größte Nettozahler ist. Conceding the accurate half of a hostile statement makes your rejection of the other half credible - and refusing to concede anything is what makes candidates sound rehearsed.

  4. 04Then qualify the concession with evidence

    Allerdings ist das nur die eine Seite: Ein erheblicher Teil der deutschen Exporte geht in den Binnenmarkt, und ohne ihn wäre die deutsche Wirtschaft in einer völlig anderen Lage. Wäre is a Konjunktiv II carrying a counterfactual you can defend.

  5. 05Close with a distinction and hand back

    Zugespitzt gesagt: Die Kritik trifft eher die Verfahren als die Bilanz. Und wie sehen Sie das - müsste die EU transparenter entscheiden? The final distinction is the answer's thesis, and the closing question is conjugated, opinion-seeking and card-based.
