Politics and youth

Die Politik und die Jugend is the second sub-theme of Aspects of political life in the German-speaking world and may be studied in relation to any German-speaking country. It carries three strands: Politisches Engagement Jugendlicher, Schwerpunkte der Jugendpolitik and Werte und Ideale. These notes cover the material a strong answer needs - the forms engagement actually takes, from party youth wings and youth parliaments to volunteering, petitions and protest, the voting-age question with Austria's reform of 2007 and the German lowering of the European-election franchise to sixteen, the policy fields that shape young lives from training places to housing and mental health, and the values that German youth research repeatedly reports - together with the vocabulary and structures needed to argue about a generation without generalising about it.

Key points

Refuse the framing that young people are politically apathetic, and replace it with a distinction, because that is the analytical move the strand rewards. Jugendliche sind nicht unpolitisch - sie engagieren sich anders. Sort engagement into four forms. Institutionell: wählen, in eine Partei oder deren Jugendorganisation eintreten, für ein Jugendparlament kandidieren, in der Schülervertretung mitarbeiten. Zivilgesellschaftlich: das Ehrenamt im Verein, in der Jugendfeuerwehr, in der kirchlichen Jugendarbeit, im Sport, sowie die Freiwilligendienste. Protestorientiert: die Demonstration, die Kundgebung, die Unterschriftensammlung, die Petition, der Schulstreik. Und digital: Kampagnen im Netz, Aufklärung über soziale Medien, bewusster Konsum und Boykott.
The named institutions are what turn this from opinion into knowledge. Every party in the Bundestag has a youth organisation - die Junge Union, die Jusos, die Grüne Jugend, die Jungen Liberalen, die Linksjugend - and membership in them is a genuine route into politics, since many members of parliament began there. Der Deutsche Bundesjugendring brings together the youth associations. Die Freiwilligendienste are large and formalised: das Freiwillige Soziale Jahr and das Freiwillige Ökologische Jahr have existed for decades, and der Bundesfreiwilligendienst was created in 2011, when compulsory military service and the civilian alternative were suspended. Petitions to the Bundestag can be submitted online and, if they gather enough signatures, discussed in public session.
The voting-age question is the strand's clearest policy argument and the facts are precise. Austria lowered the voting age to sixteen for all elections in 2007 and was the first state in the European Union to do so, which makes it the reference case for the whole debate. In Germany the general voting age for Bundestag elections is eighteen, but the franchise for European Parliament elections was lowered to sixteen with effect from the 2024 European election, and several Bundesländer already allow sixteen-year-olds to vote in state or local elections. In Switzerland the federal voting age is eighteen; the canton of Glarus lowered it to sixteen in 2007. Three countries, three different levels at which the question is decided - federal law, EU-election law, cantonal assembly.
Then the argument, which has serious versions on both sides. Dafür: Wer mit sechzehn arbeiten, Steuern zahlen und strafrechtlich zur Verantwortung gezogen werden kann, sollte auch mitentscheiden dürfen; frühes Wählen macht Wählen zur Gewohnheit; und junge Menschen leben am längsten mit den Folgen heutiger Entscheidungen. And the demographic point that makes the whole debate urgent: In alternden Gesellschaften sinkt der Anteil junger Wählerinnen und Wähler, weshalb die Frage der Generationengerechtigkeit an Gewicht gewinnt.
Worked example

A speaking answer on youth engagement

The examiner says: „Junge Leute interessieren sich doch gar nicht mehr für Politik." Build a spoken response of about fifty seconds that disagrees without simply contradicting.

  1. 01Reframe rather than deny

    Das kommt darauf an, was man unter Politik versteht. Wenn man nur die Parteimitgliedschaft zählt, stimmt es teilweise - wenn man alle Formen zählt, nicht. Conceding a measurable part of the claim before reframing it is far more persuasive than a flat das stimmt nicht, and it also earns AO4 for selecting relevant information.

  2. 02Give the counter-evidence in named forms

    Viele Jugendliche engagieren sich im Ehrenamt, in Freiwilligendiensten wie dem FSJ, in Schülervertretungen oder in Umweltinitiativen. Naming institutions rather than attitudes converts an assertion into evidence, and the abbreviation FSJ signals genuine familiarity.

  3. 03Add the historical comparison

    Die Klimabewegung hat seit 2019 in vielen deutschen Städten Zehntausende auf die Straße gebracht - das war keine Partei, aber es war Politik. This concedes the point about parties while denying the conclusion, which is the shape of a genuinely argued answer.

  4. 04Bring in the institutional reform

    Und es ändert sich etwas: In Österreich gilt das Wahlalter 16 seit 2007, und bei der Europawahl dürfen in Deutschland inzwischen ebenfalls Sechzehnjährige wählen. Two precise facts, two countries, in one sentence.

  5. 05Qualify and hand back

    Man darf allerdings nicht idealisieren: Die Beteiligung hängt stark vom Elternhaus und von der Schulform ab. Halten Sie das Wahlalter 16 für sinnvoll? The qualification prevents the answer from sounding like advocacy, and the closing question is conjugated and opinion-seeking.

Result: Das kommt darauf an, was man unter Politik versteht. Wenn man nur Parteimitgliedschaften zählt, stimmt das teilweise; zählt man alle Formen, dann nicht. Viele Jugendliche engagieren sich im Ehrenamt, in Freiwilligendiensten wie dem FSJ, in der Schülervertretung oder in Umweltinitiativen. Key points

Youth policy in German-speaking countries is not one department but a set of fields, and naming them gives an answer structure. Bildung und Ausbildung: school funding, the digital equipment of schools, and above all die duale Ausbildung, the German-speaking system in which an apprentice is employed by a firm and attends a Berufsschule at the same time - widely credited with keeping youth unemployment comparatively low in Germany, Austria and Switzerland. Übergang in den Beruf: the supply of Ausbildungsplätze, which varies sharply by region and sector. Wohnen: young people are among those hit hardest by rising rents in cities, and Wohnheimplätze for students are scarce. Gesundheit: psychische Gesundheit has moved to the centre of the debate, with long waiting times for therapy places repeatedly criticised.
Then the instruments, since a policy field without an instrument is a topic rather than a policy. Das Kinder- und Jugendhilferecht, part of the German social code, provides the legal basis for youth work, youth welfare and support services. Der Kinder- und Jugendplan des Bundes funds national youth organisations and projects. Das Jugendschutzgesetz regulates what is permitted at what age - alcohol, tobacco, films, being out at night - and is worth knowing because it is concrete and frequently appears in stimulus material. Die Freiwilligendienste are themselves an instrument of youth policy. And at European level, Erasmus and the European Solidarity Corps fund mobility and volunteering across borders.
Participation deserves its own paragraph, because it is the field where the strand's two halves meet. Many municipalities run ein Jugendparlament or einen Jugendgemeinderat with a budget and a right to be heard; schools have Schülervertretungen; and the recognised weakness in all of them is the same: Anhörung ist nicht Mitentscheidung - wer nur angehört wird, kann folgenlos ignoriert werden. That distinction between being consulted and deciding is the sharpest thing you can say about youth participation, and it is transferable to almost any card on the sub-theme.
Finally, the criticism to weigh. Jugendpolitik wird häufig als Querschnittsaufgabe bezeichnet - a cross-cutting task - which sounds ambitious and can mean that no ministry is responsible for it. Decisions with the largest effect on young people, from pensions and climate to housing and public debt, are usually taken elsewhere, which is why the German debate increasingly uses the term Generationengerechtigkeit and why some argue for a Jugend-Check, a systematic assessment of what a proposed law would do to young people. Present it as an argument about institutions, not about goodwill: Es fehlt selten an Absichtserklärungen, häufig aber an Zuständigkeit und Budget.

Translation into English: a passage on youth participation

Translate into English: „In fast jeder Stadt gibt es inzwischen ein Jugendparlament, dem man höflich zuhört. Ob daraus etwas folgt, hängt davon ab, ob es über ein eigenes Budget verfügt. Alles andere ist Beteiligung, die keine ist - und Jugendliche merken das schneller, als Erwachsene glauben."

  1. 01Read the relative clause with a dative pronoun

    Ein Jugendparlament, dem man höflich zuhört: dem is dative because zuhören takes a dative object - a youth parliament that people listen to politely. Man is impersonal and English will usually prefer a passive here: that is politely listened to.

  2. 02Unpack the ob-clause as subject

    Ob daraus etwas folgt, hängt davon ab, ob ... - the first ob-clause is the SUBJECT of hängt ab: whether anything comes of it depends on whether ... . Abhängen von is separable and needs the prepositional adverb davon before the second ob-clause. Daraus is from that.

  3. 03Translate verfügen über

    Ob es über ein eigenes Budget verfügt: verfügen über plus accusative means to have at one's disposal. Ein eigenes Budget - neuter accusative after ein takes the strong -es on the adjective. English: whether it has a budget of its own.

  4. 04Handle the paradoxical relative clause

    Beteiligung, die keine ist is elliptical: participation that is not participation, or participation in name only. Keine stands for keine Beteiligung; German drops the repeated noun where English usually cannot, so the ellipsis has to be filled in translation.

  5. 05Get the comparative with als right

    Schneller, als Erwachsene glauben: faster than adults think. Als introduces the comparison and the clause keeps normal verb-final order after it in this construction because glauben is the clause's finite verb at the end. Merken means to notice, not to mark.

Result: Almost every town now has a youth parliament, which is politely listened to. Whether anything comes of it depends on whether it has a budget of its own. Anything else is participation that is not participation - and young people notice that faster than adults think.

  • Describing German youth unemployment as high; by European comparison it has been comparatively low, and the training system is the usual explanation.
  • Treating a Jugendparlament as a decision-making body; most have a right to be heard rather than a right to decide.

What they believe: Werte und Ideale#

Key points

German-language youth research is unusually well developed, which lets you attribute rather than invent. The Shell Jugendstudie has surveyed young people in Germany at intervals for decades and is the reference most often cited in German media; the Sinus-Jugendstudie describes youth milieus. Their repeatedly reported findings can be stated safely as findings: Familie und Freundschaft rangieren in diesen Untersuchungen regelmäßig ganz oben; Sicherheit und ein verlässliches Umfeld sind wichtiger, als das Bild vom rebellischen Jugendlichen nahelegt; und die Sorge um Klima, Krieg und wirtschaftliche Aussichten hat in den letzten Erhebungen zugenommen. Always say laut der Shell Jugendstudie or nach Angaben solcher Untersuchungen rather than presenting a finding as your own measurement.
The values themselves are best presented as tensions rather than as a list, because tensions can be argued about. Sicherheit gegen Selbstverwirklichung: young people want a secure job and a life of their own choosing, and the two do not always point the same way. Leistung gegen Work-Life-Balance: the German debate about whether a younger generation is less willing to work is intense and largely unproven; the defensible version is that expectations of employers have changed rather than that willingness has fallen. Toleranz gegen Abgrenzung: surveys report high approval of diversity in the abstract alongside real conflicts in practice. Und Nachhaltigkeit gegen Konsum: environmental concern coexists with high consumption, which young people themselves name as a contradiction.
Political values need care and precision. Youth research in German-speaking countries reports broad support for democracy as a system alongside considerable scepticism about parties and institutions - two different things, and confusing them is the commonest error in this strand. Die Unterstützung für die Demokratie als Ordnung ist hoch, das Vertrauen in einzelne Institutionen deutlich geringer. Recent studies have also reported that political attitudes among young people are more diverse and more polarised than the media image of a uniformly progressive generation suggests, including growing support for parties at both ends of the spectrum. Report that as researchers report it, without editorialising.
Finally, handle generational labels critically, because the specification rewards exactly that kind of scepticism. Begriffe wie Generation Z sind Vereinfachungen: Sie fassen Millionen Menschen mit sehr unterschiedlicher Herkunft, Bildung und Lebenslage zusammen. The strongest sentence you can write in this strand is the one that says so: Innerhalb einer Generation sind die Unterschiede meist größer als die Unterschiede zwischen den Generationen - was Jugendliche vor allem trennt, ist nicht das Alter, sondern das Elternhaus. That is both a genuine research finding, repeatedly reported, and an argument that no examiner has heard from many candidates.
Worked example

Translation into German: attributing findings correctly

Translate into German: According to youth studies, family and friends are more important to young people than politics. Nevertheless most of them support democracy, even if they trust the parties less than their parents did. If schools taught more about politics, that trust might grow.

  1. 01Choose the attribution frame

    Laut Jugendstudien sind Familie und Freunde ... . Laut takes the dative in careful German, though the genitive also occurs; with a bare plural noun the form is identical, which avoids the problem. Alternatives worth knowing: Jugendstudien zufolge - with the noun BEFORE zufolge and in the dative.

  2. 02Get the dative of the person for wichtig

    Sind jungen Menschen wichtiger als Politik. Wichtig takes a dative person - jungen Menschen, plural dative with -n on both adjective and noun. This is the adjective-with-dative pattern the grammar list names with the example es ist mir klar.

  3. 03Place trotzdem and invert

    Trotzdem unterstützen die meisten von ihnen die Demokratie. Trotzdem occupies first position, so the finite verb comes second. Die meisten von ihnen is the standard German for most of them; die meisten Jugendlichen is also fine, but the pronoun avoids repetition.

  4. 04Build the concessive with a comparative

    Auch wenn sie den Parteien weniger vertrauen als ihre Eltern. Vertrauen takes the dative - den Parteien. Auch wenn sends vertrauen to the end. Als ihre Eltern is elliptical in German exactly as in English; adding es taten is possible but unnecessary.

  5. 05Form the tentative conditional

    Wenn die Schulen mehr über Politik unterrichten würden, könnte dieses Vertrauen wachsen. Konjunktiv II in the wenn-clause with würden at the end, and the modal könnte in the main clause to carry the English might - which is a modal of possibility, not a plain conditional, so würde wachsen would understate it.

Result: Laut Jugendstudien sind Familie und Freunde jungen Menschen wichtiger als Politik. Trotzdem unterstützen die meisten von ihnen die Demokratie, auch wenn sie den Parteien weniger vertrauen als ihre Eltern. Key points

The lexical field, in blocks. Die Beteiligung: die Wahl, die Wahlbeteiligung, das Wahlrecht, die Stimme, die Partei, das Mitglied, die Kandidatur, das Ehrenamt, der Freiwilligendienst, die Petition, die Demonstration, die Kundgebung. Die Institutionen: der Bundestag, der Landtag, der Gemeinderat, die Regierung, die Opposition, die Fraktion, der Abgeordnete, die Verwaltung. Die Werte: die Gerechtigkeit, die Freiheit, die Solidarität, die Nachhaltigkeit, die Toleranz, die Verantwortung, die Selbstverwirklichung, die Sicherheit. The grammar this sub-theme drills is modality, because political argument is made of should, must, could and might. Sollte for recommendation: Das Wahlalter sollte gesenkt werden. Müsste for a stronger, hypothetical obligation: Die Politik müsste junge Menschen früher einbeziehen. Könnte for possibility: Ein eigenes Budget könnte die Beteiligung wirksamer machen. Dürfte for probability, which surprises English speakers: Das dürfte kaum ausreichen means that is unlikely to be enough. And the modal in a passive infinitive, which political German uses constantly: Jugendliche müssen gehört werden; Beteiligung darf nicht auf Anhörung beschränkt werden.
Then the connectives of argument, arranged by function so you can reach for them deliberately. Thesis: Es spricht vieles dafür, dass ...; Man kann mit gutem Grund behaupten, dass ... . Counter: Dagegen lässt sich einwenden, dass ...; Kritiker halten dem entgegen, dass ... . Concession: Zugegeben, ...; Es trifft zu, dass ..., allerdings ... . Consequence: Daraus folgt, dass ...; Das hätte zur Folge, dass ... . Conclusion: Unter dem Strich; Alles in allem; Letztlich kommt es darauf an, ob ... . Each is a complete frame; learning ten of them gives you the skeleton of any argumentative answer in the exam.
Finally, two register warnings specific to political material. First, avoid party-political advocacy: an exam answer analyses positions, it does not campaign for them, and the AO4 descriptors reward evaluation of issues, not endorsement of parties. Report positions with attribution - Die Regierung argumentiert, dass ...; Die Opposition wirft ihr vor, dass ... . Second, avoid the vague political noun. Man muss etwas tun, die Politik versagt, das System ist kaputt say nothing and can be written without knowing anything. Replace each with an actor and an action: Der Bundestag müsste das Jugendschutzgesetz anpassen; die Kommunen bräuchten mehr Mittel für die Jugendarbeit.
Worked example

Repairing a paragraph of political vagueness

A candidate writes: Die Politik interessiert sich nicht für junge Leute. Man muss unbedingt etwas machen. Die Jugend ist die Zukunft und das System ist kaputt. Rewrite it to A-level standard and justify each change.

  1. 01Diagnose the failures

    Four claims, no actors, no evidence, no mechanism. Die Politik and das System are placeholders; man muss etwas machen names no measure; and die Jugend ist die Zukunft is a slogan that is true of every generation and therefore says nothing. This paragraph could be written by someone who has studied nothing.

  2. 02Name an actor and a measurable failure

    Entscheidungen, die junge Menschen besonders betreffen - etwa zur Rente, zum Klimaschutz oder zum Wohnungsbau -, werden überwiegend von Gremien getroffen, in denen kaum jemand unter dreißig sitzt. A passive, a relative clause, and a specific structural observation instead of a complaint.

  3. 03Replace the demand with an instrument

    Ein Instrument dagegen wäre ein verbindlicher Jugend-Check, also eine Prüfung, welche Folgen ein Gesetz für junge Menschen hätte. Wäre and hätte are Konjunktiv II carrying a proposal rather than a demand, and the definition after also shows you can explain a term you use.

  4. 04Add the participation point with the key distinction

    Außerdem müssten Jugendparlamente über eigene Mittel verfügen, denn wer nur angehört wird, kann folgenlos übergangen werden. Müssten for hypothetical obligation, verfügen über plus accusative, and the consultation-versus-decision distinction doing real work.

  5. 05Close with a qualified judgement

    Das System ist deshalb nicht kaputt, aber es ist demografisch schief - und dieser Befund lässt sich ändern, ohne die Institutionen infrage zu stellen. Refusing the candidate's own overstatement while keeping the valid core is exactly what critical response means.

Ein Instrument dagegen wäre ein verbindlicher Jugend-Check, also eine Prüfung, welche Folgen ein Gesetz für junge Menschen hätte. Außerdem müssten Jugendparlamente über eigene Mittel verfügen, denn wer nur angehört wird, kann folgenlos übergangen werden. Das System ist deshalb nicht kaputt, aber es ist demografisch schief - und dieser Befund lässt sich ändern, ohne die Institutionen infrage zu stellen.

Key points

Cards and passages on this sub-theme frequently carry a statistic, and the statistic is usually there to be interrogated rather than repeated. Three questions handle almost any number you are given. Wer hat gefragt? - a survey by a foundation, an institute or a newspaper carries different weight. Wen hat man gefragt? - young people in general, or students, or members of an organisation. Und wonach genau wurde gefragt? - interest in politics, trust in parties and willingness to vote are three different things that produce three different figures. Saying one of those things aloud in the speaking test is worth more than any amount of agreement with the number.
The German for handling figures precisely is small and learnable. Rund, etwa, knapp, gut, mehr als, weniger als: knapp die Hälfte is just under half, gut ein Drittel is a good third, meaning slightly more. Die Zahl ist um fünf Prozent gestiegen is a rise BY five per cent; auf fünf Prozent is a rise TO five per cent. Der Anteil is the share, die Zahl is the absolute number, and confusing them reverses many claims. Jede oder jeder Vierte is one in four - a very idiomatic German construction worth using. And im Vergleich zu plus dative for comparisons: im Vergleich zum Vorjahr.
For the listening paper, passages on politics often involve two speakers of different ages, which is a setting the specification's multi-speaker requirement makes likely. The predictable structure is that the older speaker measures engagement by party membership and turnout while the younger measures it by other activity, and the inference question asks what they actually disagree about. Listen for the moment where one of them redefines the term - für mich ist das auch Politik, or das nenne ich noch keine Beteiligung - because that redefinition is the disagreement.
Finally, the discipline that applies to every answer on this sub-theme. Do not invent a figure; name the study or use a hedge. Do not confuse a proposal with a law; sagen Sie, was beschlossen wurde und was gefordert wird. Do not generalise about a generation without qualifying it. And when you are asked what you would do, answer with an instrument rather than an intention: Ich würde den Jugendparlamenten ein eigenes Budget geben, weil Anhörung ohne Mittel folgenlos bleibt is an answer; Ich würde mehr für die Jugend tun is not.
Worked example

A two-speaker listening passage on engagement

Passage: A: „Als ich jung war, sind wir in die Partei eingetreten. Heute geht keiner mehr hin." B: „Wir gehen woanders hin. Ich organisiere seit zwei Jahren eine Klimagruppe an der Schule - das ist doch auch Politik, oder etwa nicht?" Question: „Worin besteht der Unterschied zwischen den beiden Sprechern?"

  1. 01Identify what is NOT in dispute

    Neither speaker disputes that party membership among the young has fallen. A states it, B does not deny it - B says wir gehen woanders hin, we go somewhere else. Establishing the shared ground first prevents the common error of describing B as contradicting A's facts.

  2. 02Read the separable verb and the idiom

    In die Partei eingetreten is eintreten in plus accusative, to join. Heute geht keiner mehr hin: hingehen is separable and hin stands at the end; keiner ... mehr means nobody any more. B then reuses hingehen deliberately - wir gehen woanders hin - which is the passage's hinge.

  3. 03Locate the redefinition

    Das ist doch auch Politik is B redefining the term. The particle doch appeals to something she takes as obvious; auch claims inclusion rather than replacement. The disagreement is therefore about the DEFINITION of political engagement, not about the facts of party membership.

  4. 04Read the tag question

    Oder etwa nicht? is a tag seeking agreement, sharper than oder? alone; etwa in a question implies that the negative answer would be surprising. It confirms that B is asserting rather than asking, which the answer should reflect.

  5. 05Write the difference, not the two positions

    Beide stimmen darin überein, dass junge Menschen kaum noch Parteien beitreten. Sie unterscheiden sich jedoch darin, was sie unter politischem Engagement verstehen: Sprecher A misst es an der Parteimitgliedschaft, Sprecherin B rechnet auch selbstorganisierte Gruppen dazu. Übereinstimmen in and sich unterscheiden in both take dative, and the answer names the axis of disagreement rather than summarising both turns.

Result: Beide stimmen darin überein, dass junge Menschen heute kaum noch in Parteien eintreten. Sie unterscheiden sich jedoch darin, was sie als politisches Engagement gelten lassen: Sprecher A misst Engagement an der Mitgliedschaft in einer Partei, während Sprecherin B auch selbstorganisierte Gruppen - etwa ihre Klimagruppe an der Schule - ausdrücklich dazuzählt.

  • Interrogate a statistic - who asked, whom, and about what - instead of repeating it (AO2/AO4).
  • Answer what would you do questions with a named instrument, not an intention (AO4).

Typical mistakes

  • Confusing der Anteil (share) with die Zahl (absolute number) when reporting a figure.
  • Presenting a political demand as though it were already law.
