Integration

Integration is the second sub-theme of Multiculturalism in German-speaking society and carries three strands: Maßnahmen zur Integration, Hindernisse für die Integration, and Die Erfahrungen verschiedener Migrantengruppen. These notes cover the material a strong answer needs - the two competing models of assimilation and multiculturalism and the common ground between them, the concrete German instruments from the Integrationskurs to the recognition of foreign qualifications and the reformed citizenship law, the obstacles that are structural rather than personal, and the sharply different starting positions of the recruited workers of the 1960s, the Spätaussiedler, EU citizens, those who arrived in 2015 and those who arrived from Ukraine in 2022.

basic level

Integration belongs to the A-level-only Multiculturalism theme and does not appear in AS German (7661). At the basic level, secure description of the measures that support integration and of the obstacles that hinder it is the expectation.

higher level

The full A-Level expects the two models to be distinguished and then shown to overlap, named instruments and dates to be used as evidence, obstacles to be identified as structural rather than as personal failings, and the different legal starting positions of different groups to be compared explicitly.

Fig. 1The models are usually presented as opposites. The overlap is where German-language policy actually operates: whatever the label, integration requires a common language, equal rights and contact in daily life.

Key points

Define integration before describing measures, because the definition decides which measures count. Two models are usually contrasted. Die Assimilation expects newcomers to adopt the majority culture and give up their own; der Multikulturalismus expects the society to accommodate difference and lets communities maintain their own institutions. Both are caricatured in public debate, and the interesting move is to notice their overlap: whichever model you prefer, integration in practice requires a shared language, equal rights and everyday contact. In German: Integration ist ein wechselseitiger Prozess - sie verlangt Anpassung, aber auch Offenheit der Aufnahmegesellschaft. That word wechselseitig, reciprocal, is the single most useful term in the strand.
Then the concrete German instruments, which is where the marks are. Der Integrationskurs, established as a legal entitlement and obligation under the immigration law that took effect in 2005 and administered by the Bundesamt für Migration und Flüchtlinge, combines an extensive Sprachkurs aiming at level B1 with an Orientierungskurs on law, history and society, ending in a test. Die Anerkennung ausländischer Berufsabschlüsse was given a legal framework in 2012, so that a qualification obtained abroad can be formally assessed for equivalence - a decisive measure, since unrecognised qualifications are one of the largest causes of people working far below their training. Und die Einbürgerung: German citizenship law was reformed in 2000 to add an element of birthright citizenship, and reformed again in 2024, shortening the required period of residence and generally allowing multiple nationality.
Add the other German-speaking countries, both because the specification requires it and because their approaches differ in instructive ways. Austria passed an Integrationsgesetz in 2017 and works with an Integrationsvereinbarung requiring language attainment and a values-and-orientation course. Switzerland regulates integration substantially at cantonal level under the federal Ausländer- und Integrationsgesetz in force since 2019, and likewise uses Integrationsvereinbarungen; its high proportion of foreign residents - roughly a quarter of the population - makes the question a permanent feature of Swiss politics rather than an occasional controversy.
Finally, evaluate rather than list, because the specification demands a critical response. Sprachkurse sind wirksam, aber langsam - Sprache lernt man in Jahren, nicht in Monaten. Die Anerkennung von Abschlüssen wirkt sofort, wenn sie funktioniert, scheitert aber oft an Bürokratie und fehlenden Unterlagen. Worked example

Translation into German: policy sentences with every decision justified

Translate into German: Anyone who wants to settle in Germany permanently must usually attend an integration course. Since the reform, foreign qualifications can be recognised more quickly, although the procedure still takes months. Experts argue that access to the labour market would help more than any course.

  1. 01Build the wer-clause and the modal

    Wer sich dauerhaft in Deutschland niederlassen will, muss in der Regel einen Integrationskurs besuchen. Sich niederlassen is reflexive and the pronoun sits second in the clause; will stands at the end of the wer-clause after the infinitive; and the main clause then begins with its finite verb muss. In der Regel is the German for usually in an administrative register.

  2. 02Choose the verb for attend

    Einen Kurs besuchen is the standard collocation - not attendieren, which does not exist, nor teilnehmen an, which takes the dative and means to take part in. Besuchen takes the accusative: einen Integrationskurs.

  3. 03Form the modal passive

    Foreign qualifications can be recognised more quickly = ausländische Abschlüsse können schneller anerkannt werden. Modal plus passive infinitive, with können second and anerkannt werden at the end. Anerkennen is inseparable, so the participle has no ge-: anerkannt, not angeerkannt.

  4. 04Get the concessive and its word order

    Although the procedure still takes months = obwohl das Verfahren noch immer Monate dauert. Obwohl sends dauert to the end; noch immer is still, more emphatic than the plain noch; and das Verfahren is the administrative procedure, distinct from der Prozess, which suggests a court case.

  5. 05Handle the comparative claim with Konjunktiv II

    Experts argue that access to the labour market would help more than any course = Fachleute argumentieren, der Zugang zum Arbeitsmarkt würde mehr helfen als jeder Kurs. Zugang zu takes the dative; würde helfen carries the hypothetical; als for comparison; and jeder Kurs is nominative because the comparison is with the subject of the implied clause.

Result: Wer sich dauerhaft in Deutschland niederlassen will, muss in der Regel einen Integrationskurs besuchen. Seit der Reform können ausländische Abschlüsse schneller anerkannt werden, obwohl das Verfahren noch immer Monate dauert. What gets in the way: Hindernisse für die Integration#

Key points

Sort obstacles into three levels, because the level determines the remedy and an answer that does not distinguish them cannot argue about policy. Individuelle Hindernisse: die Sprachbarriere, das Trauma nach Flucht und Verfolgung, fehlende formale Bildung, die Belastung durch Sorge um zurückgebliebene Angehörige. Strukturelle Hindernisse: nicht anerkannte Abschlüsse, Arbeitsverbote und lange Wartezeiten im Verfahren, die Unsicherheit eines befristeten Aufenthaltstitels, ein Bildungssystem, das früh sortiert und in dem der Schulerfolg stark vom Elternhaus abhängt. Und gesellschaftliche Hindernisse: Diskriminierung bei Bewerbungen und bei der Wohnungssuche, Vorurteile, ausgrenzende Alltagserfahrungen.
The distinction between individual and structural is the sub-theme's central analytical move, and it can be made in one sentence: Wer Deutsch nicht spricht, kann es lernen; wer wegen seines Namens keine Einladung zum Vorstellungsgespräch bekommt, kann daran nichts ändern. Studies using otherwise identical applications with different names have repeatedly found differences in callback rates in German-speaking countries and elsewhere, which is why the phenomenon has a name in German - Diskriminierung im Bewerbungsverfahren - and why anonymisierte Bewerbungen have been trialled. Attribute the finding rather than quoting a figure: Untersuchungen haben wiederholt gezeigt, dass identische Bewerbungen mit unterschiedlichen Namen unterschiedlich oft eine Einladung erhalten.
Housing deserves its own paragraph because it produces the segregation that then gets blamed on the people living in it. Wenn Vermieter bestimmte Namen aussortieren und wenn nur bestimmte Viertel bezahlbar sind, entsteht räumliche Trennung - und aus dieser Trennung folgt, dass Kinder in Schulen gehen, in denen kaum jemand Deutsch als Erstsprache spricht. Note the causal chain and note that it runs from discrimination and price to segregation, not the other way round. The word Parallelgesellschaft belongs here but should be handled critically: es ist ein politisch aufgeladener Begriff, der Ursache und Wirkung leicht vertauscht - a candidate who says that has demonstrated exactly the critical response the AO4 descriptors reward.
Finally, be even-handed about obstacles created on the migrants' side, because an answer that denies them is as unbalanced as one that consists only of them. Real and documented issues include the pressure some communities exert on women and girls, conflicts about religious practice in schools and workplaces, and the fact that networks within one's own language community, though supportive, can reduce the incentive to learn German. State these as difficulties to be addressed rather than as accusations, name them precisely, and note that they are contested in their extent. Das ehrliche Fazit: Integration scheitert selten an einem einzigen Faktor - meist wirken rechtliche Unsicherheit, Diskriminierung und individuelle Belastungen zusammen.

Translation into English: a passage on structural obstacles

Translate into English: „Man wirft den Zugewanderten oft vor, sie bemühten sich nicht genug. Wer allerdings jahrelang auf die Anerkennung seines Diploms wartet und in dieser Zeit nicht arbeiten darf, dem nützt guter Wille wenig. Nicht der Einzelne versagt hier, sondern ein Verfahren, das zu lange dauert."

  1. 01Handle vorwerfen with its dative

    Man wirft den Zugewanderten oft vor: jemandem etwas vorwerfen means to accuse someone of something, with the person in the DATIVE - den Zugewanderten, plural dative with -n. Vorwerfen is separable, so vor stands at the end. English: immigrants are often accused of ... .

  2. 02Recognise Konjunktiv I in the accusation

    Sie bemühten sich nicht genug uses the subjunctive to mark reported speech - here Konjunktiv II bemühten stands in because the Konjunktiv I form would look identical to the indicative. English signals it with of not trying hard enough, embedding the claim in the accusation rather than asserting it.

  3. 03Unpack the wer ... dem construction

    Wer ... wartet und ... nicht arbeiten darf, dem nützt guter Wille wenig is a correlative pair: whoever ... , to that person ... . Dem is dative because nützen takes a dative object - it is of little use TO him. This wer ... dem pattern is common in German argumentative prose and is worth learning as a unit.

  4. 04Keep the tense of the ongoing wait

    Wer jahrelang auf die Anerkennung seines Diploms wartet uses the present for an action still going on - anyone who spends years waiting. Warten auf takes the accusative; seines Diploms is a genitive of possession after die Anerkennung.

  5. 05Preserve the nicht ... sondern reversal

    Nicht der Einzelne versagt hier, sondern ein Verfahren, das zu lange dauert: it is not the individual who fails here, but a procedure that takes too long. Versagen is to fail in the sense of falling short; sondern after a negative replaces rather than contrasts. The English cleft it is not X but Y preserves the emphasis German gets from fronting nicht.

Result: Immigrants are often accused of not trying hard enough. But for anyone who spends years waiting for their qualification to be recognised and is not allowed to work during that time, good will is of little use. It is not the individual who fails here, but a procedure that takes too long.

Key points

The strand's premise is that there is no single migrant experience, and the clearest way to prove it is to compare legal starting positions, because the law shapes everything that follows. Die angeworbenen Arbeitskräfte der 1950er und 1960er Jahre kamen mit einem Arbeitsvertrag, aber ohne Perspektive auf Dauer - man erwartete ihre Rückkehr, weshalb jahrzehntelang kaum in Sprachkurse investiert wurde. Their children and grandchildren were born in Germany, are German speakers, and yet are still routinely asked where they really come from - which is why the term Menschen mit Migrationsgeschichte covers people who have never migrated at all.
Die Spätaussiedler are the group most often missing from candidates' answers and the most instructive to include. People of German descent from the former Soviet Union and eastern Europe resettled in large numbers particularly from the late 1980s; they arrived with a claim to German citizenship and therefore with full legal rights from the start - and nonetheless faced significant difficulties, because many spoke little German and their qualifications and professional experience were often not recognised. That combination makes a genuinely analytical point: Rechtlicher Status allein garantiert keine gelungene Integration - und umgekehrt scheitert sie oft an fehlendem Status, nicht an fehlendem Willen.
Then the contemporary groups, which differ sharply. EU-Bürgerinnen und -Bürger nutzen die Freizügigkeit: sie brauchen keine Arbeitserlaubnis und können kommen und gehen, was ihre Situation grundlegend von der aller anderen unterscheidet. Two further dimensions cut across all groups and are worth a sentence each. Geschlecht: women's participation in language courses and in the labour market depends heavily on childcare, and a family's decisions about who learns and who earns shape integration over decades. A comparison answer in the speaking test

The examiner asks: „Warum kann man nicht einfach von der Integration sprechen?" Build a spoken answer of about fifty seconds that compares groups rather than generalising.

  1. 01Refuse the premise explicitly and briefly

    Weil es die eine Migration nicht gibt und deshalb auch nicht die eine Integration - die Ausgangslagen unterscheiden sich rechtlich so stark, dass ein gemeinsamer Begriff wenig erklärt. Opening by naming the problem with the question is a confident move and it immediately signals AO4 thinking.

  2. 02Give the historical case

  4. 04Bring it up to date with the sharpest contrast

  5. 05Draw the conclusion the comparison earns

Wortschatz und Wendungen: the vocabulary of belonging#

Key points

The lexical field, in blocks. Die Prozesse: die Integration, die Assimilation, die Eingliederung, die Teilhabe, die Zugehörigkeit, die Ausgrenzung, die Segregation, der Zusammenhalt. Die Instrumente: der Integrationskurs, der Sprachkurs, der Orientierungskurs, die Anerkennung, die Einbürgerung, die Aufenthaltserlaubnis, die Beratungsstelle, der Dolmetscher. The grammar this sub-theme needs is the language of reciprocity and process. Reflexive and reciprocal verbs: sich integrieren, sich anpassen, sich verständigen, sich kennenlernen, einander begegnen, aufeinander zugehen. Verbs with prepositions worth drilling: teilnehmen an plus dative, sich beteiligen an plus dative, gehören zu plus dative, angewiesen sein auf plus accusative, sich gewöhnen an plus accusative, jemanden erinnern an plus accusative. And the process verbs that let you describe change without exaggerating it: sich allmählich verbessern, langsam zunehmen, sich kaum verändern, stagnieren.
Because the sub-theme is contested, cultivate a set of balancing structures so that every claim can be qualified in the same breath. Zwar ..., aber ...; einerseits ..., andererseits ...; es trifft zu, dass ..., allerdings ...; das gilt für viele, aber nicht für alle; in der Regel ..., in Einzelfällen jedoch ... . Two more that mark a genuinely critical mind: das lässt sich so pauschal nicht sagen (that cannot be said so sweepingly) and es kommt darauf an, wen man vergleicht (it depends who you compare). Both are natural German, both are usable in speech, and both signal that you are aware of the limits of your own claim.
Finally, a register note specific to this sub-theme. German has largely moved away from Ausländer as a general term for people with migration histories, because many of them are German citizens; prefer Menschen mit Migrationsgeschichte, Zugewanderte, or simply the concrete group you mean. Avoid the possessive of ownership - unsere Ausländer - which appears in colloquial speech and reads badly in an exam. And when you report offensive language from a stimulus text, mark it as reported: der Text gibt eine abwertende Formulierung wieder, which shows you understood it without adopting it.
Worked example

Repairing a paragraph that generalises about a whole group

A candidate writes: Die Ausländer integrieren sich nicht. Sie sprechen kein Deutsch und bleiben unter sich. Man muss strenger sein, dann klappt es. Rewrite it to A-level standard and justify each change.

  1. 01Diagnose the failures

    A generalisation about an undefined group, an empirical claim stated without evidence, a causal theory smuggled in as common sense, and a policy conclusion drawn from all three. The German is largely correct, which is why this paragraph is instructive: the failure is entirely at the level of evidence and precision.

  2. 02Name a group and a measurable claim

    Die Sprachkenntnisse von Zugewanderten hängen stark davon ab, wie lange sie im Land sind und ob sie Zugang zu einem Kurs hatten. Now the sentence identifies a variable relationship instead of asserting a fixed property, and abhängen von plus dative is exactly the verb for it.

  3. 03Replace the segregation claim with the causal chain

    Dass Menschen häufig in denselben Vierteln wohnen, hat vor allem mit Mietpreisen und mit Diskriminierung auf dem Wohnungsmarkt zu tun - nicht in erster Linie mit dem Wunsch, unter sich zu bleiben. Zu tun haben mit plus dative, and a nicht in erster Linie qualifier that concedes a share of truth to the original claim without accepting it whole.

  4. 04Turn the policy demand into a comparison of instruments

    Ob Strenge hilft, ist umstritten: Fachleute weisen darauf hin, dass ein früher Zugang zum Arbeitsmarkt in der Regel mehr bewirkt als Sanktionen. The demand becomes a question, the question gets an attributed answer, and the answer names an alternative instrument.

  5. 05Close with a reciprocal formulation

    Integration ist ohnehin ein wechselseitiger Prozess: Sie setzt Anstrengung der Zugewanderten voraus, aber ebenso Offenheit und faire Verfahren aufseiten der Aufnahmegesellschaft. Result: Die Sprachkenntnisse von Zugewanderten hängen stark davon ab, wie lange sie im Land sind und ob sie Zugang zu einem Kurs hatten. Dass Menschen häufig in denselben Vierteln wohnen, hat vor allem mit Mietpreisen und mit Diskriminierung auf dem Wohnungsmarkt zu tun - nicht in erster Linie mit dem Wunsch, unter sich zu bleiben. Ob mehr Strenge hilft, ist umstritten: Fachleute weisen darauf hin, dass ein früher Zugang zum Arbeitsmarkt in der Regel mehr bewirkt als Sanktionen. Key points

Integration passages are very often personal testimony - an interview, a memoir extract, a first-person account - because that is where the specification's requirement for opinions, views, emotional reactions and personal experiences is most naturally met. Testimony reads differently from journalism and needs different habits. It uses the perfect rather than the simple past, since it is spoken or spoken-derived; it moves between time levels without signalling; it leaves subjects implicit; and its most important content is often carried by a single adverb - endlich, immerhin, überhaupt erst, schon wieder - each of which encodes an evaluation of the whole experience.
Train yourself on the time levels, because comprehension questions frequently ask when something happened rather than what. Signals to underline: damals, am Anfang, in den ersten Jahren, inzwischen, mittlerweile, heute, seitdem. A sentence such as am Anfang habe ich mich nicht getraut zu sprechen, inzwischen halte ich Elternabende contains two time levels, two attitudes and an implied trajectory - and a question about Veränderung is answered entirely from those two adverbs. Note also that inzwischen and mittlerweile both mean by now and both imply that things were different before.
The second habit is reading emotion without importing it. German testimony frequently understates: es war nicht immer leicht may cover years of hardship, and man gewöhnt sich daran is a statement of endurance, not of contentment. Conversely, ich habe mich zum ersten Mal wirklich zu Hause gefühlt is a strong statement precisely because such statements are rare in the register. Answer with what the text supports: der Sprecher schildert die Anfangszeit als schwierig, beschreibt jedoch eine allmähliche Veränderung - and resist the temptation to write that he was very unhappy, which the text has not said.
Finally, exam discipline for this material. Answer in German, giving only what the question asks; use stance and experience verbs - schildern, berichten, betonen, einräumen, bedauern, sich erinnern an, empfinden als; and where a question asks for two details, give exactly two, clearly separated. A very common way to lose marks on testimony passages is to write a paragraph that contains the required detail somewhere inside a general summary: the specification is explicit that irrelevant material can cost the mark for the point it accompanies.
Worked example

Reading testimony: two questions, two exact answers

Text: „Am Anfang habe ich mich nicht getraut, im Laden etwas zu fragen - ich hatte Angst, mich zu blamieren. Meine Kinder haben in der Schule schneller gelernt als ich; das war schwer auszuhalten, ehrlich gesagt. Inzwischen leite ich selbst eine Elterngruppe. Nur den Behördenbriefen stehe ich immer noch hilflos gegenüber." Questions: (a) „Was fiel der Sprecherin am Anfang schwer?" (b) „Was hat sich verändert und was nicht?"

  1. 01Locate the answer to (a) precisely

    Sich nicht trauen means not to dare; sich blamieren is to make a fool of oneself. Two things are named for the early period: speaking in a shop, and the fear of embarrassment. The question asks what was difficult, so the answer is those two, not a general statement about language.

  2. 02Notice the second difficulty and its register

    Meine Kinder haben schneller gelernt als ich; das war schwer auszuhalten is an admission delivered flatly, sharpened by ehrlich gesagt (to be honest), which in German marks something the speaker finds uncomfortable to say. Schwer auszuhalten - hard to bear - belongs in the answer to (a) as well.

  3. 03Use inzwischen to answer the first half of (b)

    Inzwischen leite ich selbst eine Elterngruppe marks the change: from not daring to speak in a shop, to leading a parents' group. The contrast is the answer, and quoting both ends of it is what earns the mark rather than saying she has improved.

  4. 04Use nur ... immer noch for the second half

    Nur den Behördenbriefen stehe ich immer noch hilflos gegenüber. Nur restricts; immer noch means still. Gegenüberstehen takes a dative - den Behördenbriefen - and is separable, so gegenüber closes the clause. This is the thing that has NOT changed, and it is the second half of the question.

  5. 05Write two answers, each giving only what is asked

    (a) Sie traute sich nicht, im Geschäft etwas zu fragen, weil sie Angst hatte, sich zu blamieren; außerdem fiel es ihr schwer, dass ihre Kinder schneller Deutsch lernten als sie. (b) Verändert hat sich ihr Selbstvertrauen: Heute leitet sie selbst eine Elterngruppe. Unverändert bleibt ihre Hilflosigkeit gegenüber amtlichen Schreiben. Two answers, four facts, nothing invented.

Result: (a) Sie traute sich nicht, im Geschäft etwas zu fragen, weil sie fürchtete, sich zu blamieren; zudem belastete es sie, dass ihre Kinder schneller Deutsch lernten als sie. (b) Verändert hat sich ihre Sicherheit im Umgang mit der Sprache - inzwischen leitet sie selbst eine Elterngruppe. Nicht verändert hat sich ihr Verhältnis zu Behördenbriefen: Diesen steht sie nach eigener Aussage weiterhin hilflos gegenüber.

Exam focus

  • Underline time adverbs - damals, am Anfang, inzwischen - and use them to answer questions about change (AO2).
  • Report understatement as understatement rather than amplifying it into a claim the text does not make (AO2).

Typical mistakes

  • Reading es war nicht immer leicht as a mild complaint; in this register it is a strong statement.
  • Giving three details when the question asks for two, and burying the required ones in a summary.
