Immigration

Einwanderung is the first sub-theme of Multiculturalism in German-speaking society and carries three strands: Die Gründe für Migration, Vor- und Nachteile der Einwanderung, and Migrationspolitik. These notes cover the material a strong answer needs - push and pull factors and the legal categories German keeps carefully apart, the recruitment agreements of the 1950s and 1960s and the long refusal to call the country an Einwanderungsland, the asylum right in Article 16a of the Basic Law and its restriction in 1993, the arrivals of 2015 and 2022, and the skilled-migration law that reframed the debate - together with the vocabulary and the hedging that discussing contested numbers responsibly demands.

Keep the German legal categories apart, because German journalism and German exam papers keep them apart and blurring them is the fastest way to look uninformed. Ein Migrant is anyone who moves; ein Einwanderer intends to settle; ein Geflüchteter or ein Flüchtling has left because of danger; ein Asylsuchender has applied for protection and is awaiting a decision; ein anerkannter Flüchtling has been granted it; and ein Arbeitsmigrant has come to work. Two more that appear constantly in German texts: Spätaussiedler, people of German descent who resettled from the former Soviet Union and eastern Europe, particularly from the late 1980s onwards, and Fachkräfte, skilled workers, the category around which today's policy debate turns.
Add the historical layer, because Germany's migration history is much longer than the last decade and knowing it is a straightforward AO4 advantage. From the mid-1950s the Federal Republic signed Anwerbeabkommen - recruitment agreements - with Italy in 1955, then Spain and Greece in 1960, Turkey in 1961, Morocco in 1963, Portugal in 1964, Tunisia in 1965 and Yugoslavia in 1968. Recruitment was halted in 1973 after the oil crisis, the Anwerbestopp - but many of those already present stayed and brought their families, which is precisely how a labour programme became a settlement history. The often-quoted formulation, that workers were called and human beings came, captures why the two are not the same thing.
Two further movements belong in any complete answer. In 2015 several hundred thousand people sought protection in Germany, according to official figures, many of them from Syria, Afghanistan and Iraq; the Chancellor's phrase wir schaffen das became the shorthand for the political argument that followed, and the period reshaped German politics. In 2022, after the Russian invasion of Ukraine, the European Union activated its directive on temporary protection, so that people fleeing Ukraine received protection without individual asylum procedures - a legally different route from 2015, and a distinction that a good candidate makes explicitly.
Worked example

The Paper 1 summary on a passage about migration routes

A listening passage explains that most migration within Europe happens between EU states under free movement, that the largest single legal route into Germany from outside the EU is family reunification, and that public debate concentrates almost entirely on asylum. Write the summary in German.

  1. 01Fix three content points before writing

    One: most European migration is intra-EU free movement. Two: family reunification is the largest legal route from outside. Three: public debate focuses on asylum instead. The passage's contrast between fact and perception is itself the third point, and summaries that miss it lose a mark.

  2. 02Reformulate the technical terms

    Freizügigkeit becomes das Recht, sich innerhalb der EU frei niederzulassen. Familiennachzug can stay - it is a term, not a phrase lifted for style - but the sentence around it must be yours. Die öffentliche Debatte becomes in der öffentlichen Diskussion. Reformulate the frame, keep the technical noun.

  3. 03Signal the contrast explicitly

    Use während or dagegen to mark that the third point contradicts the expectation created by the first two: Die Diskussion dreht sich dagegen fast ausschließlich um Asyl. A summary that reproduces the argument's shape reads as understanding rather than transcription.

  4. 04Add one structure for AO3 range

    A relative clause and a superlative are enough: der größte legale Zuwanderungsweg, der ... . Do not reach for a Konjunktiv here; a summary is reported fact, and unnecessary mood-shifting introduces error without gaining credit.

  5. 05Land between 90 and 100 words

    Count. If long, cut a modifier such as fast ausschließlich to nur or delete an example. Never sacrifice the third point - it is the one the question was set for, and marking stops at the first natural break after 90 words.

Result: Der größte Teil der Migration innerhalb Europas findet zwischen den Mitgliedstaaten der EU statt, weil deren Bürgerinnen und Bürger sich frei niederlassen dürfen.   • Using Flüchtling and Migrant interchangeably; the first is a legal status linked to danger, the second a description of movement.

Weighing it: Vor- und Nachteile der Einwanderung#

Key points

Sort the arguments by domain rather than into a good list and a bad list, because domains let you concede and rebut within each. Demografie: German-speaking societies are ageing and birth rates have long been below replacement level, so immigration is one of the few things that slows the shrinking of the working-age population - der demografische Wandel ist das stärkste Argument für Zuwanderung, und es ist ein Rechenargument, kein moralisches. Wirtschaft: der Fachkräftemangel is acute in health care, care of the elderly, construction, the trades and IT, and firms name it constantly. Kultur: new food, music, language and ideas, and the harder claim that a society exposed to difference becomes more capable of handling it.
The costs must be stated as seriously as the benefits, or the answer is advocacy rather than evaluation. Kurzfristige Kosten: Unterbringung, Sprachkurse, Schulen, Verwaltung - all real and all borne locally, which is why the debate is often sharpest in municipalities. Wohnungsmarkt: in cities where housing is already scarce, additional demand raises rents, and pretending otherwise loses credibility. Integration braucht Zeit: qualifications are not always recognised, language takes years, and employment rates for new arrivals rise only gradually. Und die soziale Frage: Verteilungskonflikte entstehen dort, wo Menschen mit wenig Geld um dieselben knappen Güter konkurrieren - eine Beobachtung, keine Rechtfertigung für Ressentiments.
The intellectually serious move, and the one that reaches the top band, is to notice that the two sides often measure different things. Wirtschaftliche Bilanzen rechnen langfristig und gesamtstaatlich; die Kosten fallen kurzfristig und kommunal an. That single observation explains why the same set of facts supports opposite conclusions, and it can be said in one German sentence: Der Nutzen der Zuwanderung ist langfristig und verteilt, ihre Kosten sind kurzfristig und lokal - deshalb reden beide Seiten oft aneinander vorbei.
Finally, discipline about numbers. This is the sub-theme where invented statistics do the most damage, because the real figures are contested and an examiner will recognise a fabricated one. Attribute everything: laut Angaben des Statistischen Bundesamtes, nach Berechnungen des Instituts für Arbeitsmarkt- und Berufsforschung, Schätzungen zufolge, offiziellen Zahlen zufolge. And distinguish what is recorded from what is real: Asylanträge sind gezählt, irreguläre Aufenthalte nicht. A hedged, sourced claim outranks a confident invented one every time, and the German for hedging is not weak - it is the register of the quality press.
Worked example

Translation into English: an argumentative passage on skilled migration

Translate into English: „Dass Deutschland auf Zuwanderung angewiesen ist, bestreitet inzwischen kaum noch jemand. Umstritten ist vielmehr, wie sie gesteuert werden soll. Wer Fachkräfte anwerben will, muss ihnen etwas bieten - und daran hapert es bisweilen, wie Betriebe einräumen, die monatelang auf Genehmigungen warten."

  1. 01Handle the fronted dass-clause as object

    Dass Deutschland auf Zuwanderung angewiesen ist, bestreitet ... kaum noch jemand - the dass-clause is the OBJECT of bestreiten, fronted for emphasis, so English needs hardly anyone now disputes that Germany depends on immigration. Angewiesen sein auf plus accusative is to be dependent on and is one of the highest-value adjective-plus-preposition items in the sub-theme.

  2. 02Read umstritten ist vielmehr

    Umstritten means contested or disputed; vielmehr means rather or instead. Umstritten ist vielmehr, wie ... = what is contested is rather how ... . The sentence performs a classic German argumentative move: concede the premise, relocate the dispute.

  3. 03Unpack the modal passive in the indirect question

    Wie sie gesteuert werden soll = how it should be managed. Steuern here is to steer or regulate, not to tax; sie refers back to Zuwanderung, feminine. Soll stands at the end because wie introduces an indirect question, and the passive infinitive gesteuert werden precedes it.

  4. 04Translate the wer-clause and the idiom

    Wer Fachkräfte anwerben will, muss ihnen etwas bieten = anyone wanting to recruit skilled workers has to offer them something. Anwerben - to recruit - is the same verb as in Anwerbeabkommen, which is worth noticing. Ihnen is a dative object of bieten.

  5. 05Handle daran hapert es and the relative clause

    Daran hapert es bisweilen is idiomatic: that is sometimes where it falls short. Hapern an is impersonal - es hapert an etwas. Bisweilen is a formal word for sometimes. Wie Betriebe einräumen, die monatelang auf Genehmigungen warten = as firms concede that wait months for permits; einräumen is to concede, and warten auf takes the accusative.

Result: Hardly anyone now disputes that Germany depends on immigration. What is contested is rather how it should be managed. Anyone who wants to recruit skilled workers has to offer them something - and that is sometimes where things fall short, as firms concede that spend months waiting for permits.

Exam focus

  • Separate long-term national benefits from short-term local costs; that distinction is the strand's strongest analytical move (AO4).
  • Attribute every quantitative claim with laut, nach Angaben or Schätzungen zufolge (AO4).

Typical mistakes

  • Answering the question with a verdict in the first sentence; the AO4 descriptors reward evaluation, which needs both sides developed first.
  • Claiming immigration solves the pension problem outright; the defensible claim is that it slows the shift in the ratio of workers to pensioners.

The rules: Migrationspolitik#

Key points

Build the answer in levels, because that is how the law is actually structured and it makes an argument look like law rather than opinion. Verfassungsebene: Article 16a of the Grundgesetz grants asylum to the politically persecuted - politisch Verfolgte genießen Asylrecht - a provision written in 1949 in direct response to the experience of Germans who had themselves fled persecution. It was substantially restricted in 1993 by the so-called Asylkompromiss, which introduced the safe-third-country principle. Europäische Ebene: the Dublin rules determine which member state examines an application, and the EU agreed a reform of its common asylum system in 2024. Nationale Ebene: laws on residence, on skilled-worker immigration and on citizenship.
The framing question for German policy for half a century was whether the country was an Einwanderungsland at all. The official position for decades was that it was not, even while millions of people recruited under the Anwerbeabkommen settled permanently - a contradiction that shaped everything from language provision to citizenship law. The reframing came gradually: a reformed nationality law took effect in 2000, introducing an element of birthright citizenship alongside descent; an immigration law followed in the 2000s; and the Fachkräfteeinwanderungsgesetz, in force since March 2020 and reformed in 2023, made skilled immigration from outside the EU a declared aim rather than an exception. Deutschland hat lange bestritten, ein Einwanderungsland zu sein - heute wirbt es um Einwanderung.
Bring in the other German-speaking countries, because the specification requires knowledge beyond Germany and their systems differ instructively. Austria signed its own recruitment agreements - with Turkey in 1964 and Yugoslavia in 1966 - and today operates the points-based Rot-Weiß-Rot-Karte, introduced in 2011, for skilled workers from outside the EU. Switzerland is not an EU member but has an agreement on free movement of persons with the Union, which replaced its earlier seasonal-worker regime; it has one of the highest shares of foreign residents in Europe, roughly a quarter of the population, and in February 2014 a popular initiative against mass immigration was narrowly approved in a referendum, which set off years of difficult negotiation with the EU. Three countries, three constitutional routes: parliament, points system, direct democracy.
Then the argument, which in every German-speaking country reduces to the same tension. Auf der einen Seite steht die Steuerung: Wer darf kommen, mit welcher Qualifikation, für wie lange? Auf der anderen Seite steht der Schutz: Das Asylrecht ist ein Individualrecht und kennt keine Quote - wer verfolgt ist, hat Anspruch, unabhängig davon, ob er gebraucht wird. Confusing the two is the commonest error in public debate and in candidate essays alike. The formulation that shows you have understood it: Arbeitsmigration lässt sich steuern, Schutz nicht - beides in einem Gesetz zu regeln, ist deshalb so schwierig.
Worked example

Translation into German: policy language with every decision justified

Translate into German: Since 2020 a law has made it easier for skilled workers from outside the European Union to come to Germany. Critics say that the procedures still take too long and that qualifications are recognised too slowly. If the offices worked faster, more nurses would apply.

  1. 01Seit plus present, and the comparative predicate

    Seit 2020 erleichtert ein Gesetz die Einwanderung von Fachkräften - seit again with the present tense for a state still holding. Erleichtern is to make easier and needs no comparative word; German prefers the single verb where English uses make it easier.

  2. 02Choose the preposition for from outside the EU

    Von Fachkräften aus Ländern außerhalb der Europäischen Union. Außerhalb governs the genitive, hence der Europäischen Union with the weak adjective ending -en after der. Aus for origin, von for the genitive-like relationship with Einwanderung.

  3. 03Report criticism with Konjunktiv I

    Kritiker sagen, die Verfahren dauerten noch immer zu lange und Abschlüsse würden zu langsam anerkannt. Where Konjunktiv I would be identical to the indicative - dauern - German switches to Konjunktiv II dauerten, which is the standard rule and shows real control. Der Abschluss is a qualification; anerkennen is inseparable, so anerkannt without ge-.

  4. 04Build the counterfactual

    Wenn die Behörden schneller arbeiteten, würden sich mehr Pflegekräfte bewerben. Konjunktiv II in both halves: arbeiteten from arbeiten, and würden ... bewerben for the main clause. Sich bewerben is reflexive - the pronoun sits directly after the finite verb würden.

  5. 05Get the vocabulary of the field right

    Die Behörde is the public office or authority; die Pflegekraft (plural Pflegekräfte) is the standard German for a nurse or care worker in policy language, and it is gender-neutral, which is why official texts prefer it to Krankenschwester. Using the field's own word is exactly the lexical precision AO3 rewards.

Result: Seit 2020 erleichtert ein Gesetz die Einwanderung von Fachkräften aus Ländern außerhalb der Europäischen Union. Kritiker sagen, die Verfahren dauerten noch immer zu lange und Abschlüsse würden zu langsam anerkannt. Wenn die Behörden schneller arbeiteten, würden sich mehr Pflegekräfte bewerben.

  • Saying Germany has always seen itself as an immigration country; the official position for decades was the opposite, and the contradiction is the point.
  • Treating Switzerland as an EU member state; it is not, and its free-movement arrangement is a bilateral agreement.

Wortschatz und Wendungen: precision and register on a contested subject#

Key points

The lexical field, in blocks. Die Menschen: der Migrant, die Migrantin, der Einwanderer, der Geflüchtete, der Asylsuchende, der Spätaussiedler, die Fachkraft, der Saisonarbeiter. Die Bewegung: die Einwanderung, die Auswanderung, die Zuwanderung, die Abwanderung, die Flucht, der Familiennachzug, die Freizügigkeit. Das Verfahren: der Asylantrag, die Anerkennung, die Aufenthaltserlaubnis, die Niederlassungserlaubnis, die Duldung, die Abschiebung, die Rückführung, die Einbürgerung. Und die Debatte: die Obergrenze, die Steuerung, die Belastung, die Aufnahmebereitschaft, der Fachkräftemangel, die Verteilung. Note that die Duldung - a temporary suspension of deportation that is not a residence permit - has no English equivalent and is worth explaining rather than translating.
Register matters more here than anywhere else in the specification, and the German language itself carries the argument. Prefer Geflüchtete or Menschen auf der Flucht to older forms; use Menschen mit Migrationsgeschichte rather than bureaucratic labels when you are writing about people rather than statistics; and avoid the metaphors of water - Flut, Welle, Strom - which are common in tabloid German and are widely criticised precisely because they turn people into a natural disaster. A candidate who writes seit 2015 kamen mehr Schutzsuchende nach Deutschland has said something neutral and accurate; one who writes eine Flüchtlingswelle hat Deutschland überrollt has adopted a position without arguing for it.
The grammar the sub-theme demands is the language of quantity and comparison, since almost every claim is comparative. Learn the frames: mehr als, weniger als, doppelt so viele wie, ein Drittel der, die Mehrheit der, ein erheblicher Teil der, im Vergleich zu plus dative, gegenüber dem Vorjahr, im selben Zeitraum. And the verbs of change: zunehmen, abnehmen, steigen, sinken, sich verdoppeln, zurückgehen, stagnieren. Note that most take a preposition: die Zahl ist um zehn Prozent gestiegen (by), die Zahl ist auf 200.000 gestiegen (to). Um and auf are not interchangeable and the difference is a mark.
Finally, a ladder of certainty you should use consciously, because this is a field where you will frequently know less than the question implies. Strong, when you have the fact: das Gesetz gilt seit 2020; das Grundgesetz garantiert; das Abkommen wurde 1961 geschlossen. Medium: laut offiziellen Angaben; nach Angaben des Statistischen Bundesamtes; Schätzungen zufolge. Weak or attributed: Kritiker werfen der Regierung vor, dass ...; in der Debatte wird häufig behauptet, dass ...; manche Beobachter gehen davon aus, dass ... . Choosing the right rung is not caution but accuracy, and examiners read it as judgement.
Worked example

Repairing a paragraph that asserts what it cannot know

A candidate writes: Jedes Jahr kommen Millionen Flüchtlinge nach Deutschland. Die meisten wollen nur Geld. Das kostet den Staat 50 Milliarden Euro. Deutschland kann das nicht mehr schaffen. Rewrite it to A-level standard and justify each change.

  1. 01Diagnose the failures

    Four sentences, four problems: an unsourced and inaccurate quantity, an assertion about motive that no source could establish, an invented figure, and a conclusion drawn from all three. This paragraph would lose AO4 marks not for its politics but for its evidential standard, which is the honest and useful thing to tell a candidate.

  2. 02Replace the quantity with an attributed one

    Laut offiziellen Angaben ist die Zahl der Asylanträge in Deutschland je nach Jahr sehr unterschiedlich; 2015 wurden mehrere Hunderttausend Anträge gestellt. An attribution, a variable rather than a constant, and one dated peak. This is both accurate and more informative than the original.

  3. 03Convert the claim about motive into the actual legal distinction

    Zu unterscheiden ist zwischen Menschen, die Schutz vor Verfolgung suchen, und Menschen, die aus wirtschaftlichen Gründen einwandern wollen - rechtlich sind das zwei völlig verschiedene Wege. The candidate's intuition was that there is a distinction; the repair is to make the distinction the legal one rather than an accusation about intent.

  4. 04Delete the invented figure and name the real difficulty

    Belastbare Gesamtkosten sind schwer zu beziffern, weil Ausgaben für Unterbringung, Sprachkurse und Verwaltung auf Bund, Länder und Kommunen verteilt sind. Explaining WHY a number is hard to give is far more impressive than producing one, and it happens to be true.

  5. 05Replace the verdict with a conditional judgement

    Ob ein Land Zuwanderung bewältigt, hängt weniger von der Zahl der Ankommenden ab als davon, wie schnell sie arbeiten dürfen und wie gut die Kommunen ausgestattet sind. A conditional judgement identifies the variables instead of announcing a result, which is precisely what the top AO4 band calls evaluation.

Key points

Passages on migration are chosen because they carry opinion, so expect texts in which the position is embedded rather than declared. Three signals do most of the work. The impersonal generalisation: man muss doch mal sagen dürfen, dass ... - the modal chain plus doch mal is a standard German frame for introducing something the speaker expects to be contested. The rhetorical question: Wie lange soll das noch so weitergehen? - a claim in question form. And the false balance: ich bin ja nicht dagegen, aber ... - the disclaimer that precedes the position. A question asking welche Haltung vertritt der Sprecher is nearly always built on one of these.
In your written answers, describe positions without adopting them. Use stance verbs: der Sprecher behauptet, unterstellt, verallgemeinert, räumt ein, relativiert, fordert, warnt vor, wirft der Regierung vor. Use reporting distance when the language in the text is hostile: der Text gibt eine ablehnende Haltung wieder, or der Sprecher verwendet abwertende Begriffe. And answer only the question asked - a moral judgement of your own scores nothing, however justified, because the question was about the speaker.
For the speaking test, prepare a factual spine so that you are never reduced to opinion on this sub-theme, where opinion is cheap and facts are decisive. Have ready: the Anwerbeabkommen with dates and the 1973 Anwerbestopp; Article 16a and the 1993 restriction; the Fachkräfteeinwanderungsgesetz since 2020; the 2022 EU temporary protection route for people from Ukraine; and Austria's Rot-Weiß-Rot-Karte from 2011 or the Swiss referendum of February 2014. Six items, perhaps ninety seconds of speech, and enough to keep any card on this sub-theme in the realm of evidence.
Finally, prepare for the examiner disagreeing with you deliberately, which is a legitimate technique for testing whether you can sustain an argument - and sustaining it is credited under AO1 and AO3. Have three moves. Concede and redirect: Da haben Sie recht, allerdings muss man zwischen Arbeitsmigration und Asyl unterscheiden. Ask for a distinction: Das kommt darauf an, von welchem Zeitraum wir sprechen. And supply counter-evidence politely: Ich sehe das etwas anders, denn laut offiziellen Angaben ist der größte legale Zuwanderungsweg der Familiennachzug. Note that all three are in the Sie-form, which is the register of the speaking test.
Worked example

Listening: identifying a position that hides behind a question

Passage: „Ich bin ja wirklich niemand, der etwas gegen Ausländer hat. Bei uns im Betrieb arbeiten drei Kollegen aus Polen, alles anständige Leute. Aber irgendwann muss man doch fragen dürfen, wie viele ein Land verkraften kann, oder?" Question: „Welche Haltung vertritt der Sprecher? Antworte auf Deutsch."

  1. 01Identify the disclaimer

    Ich bin ja wirklich niemand, der ... is a relative clause used as a self-description and a classic disclaimer. The particle ja appeals to shared agreement; wirklich intensifies a denial that has not been challenged. Nothing here is the position.

  2. 02Read the individual exception

    Drei Kollegen aus Polen, alles anständige Leute grants an exception at the level of named individuals. Alles here is colloquial for they are all, and anständig means decent. Praising specific individuals while raising a general concern is precisely the structure the question is testing.

  3. 03Locate the pivot and the modal chain

    Aber irgendwann muss man doch fragen dürfen is the hinge. The chain muss ... dürfen with the particle doch is a fixed German frame meaning surely one ought to be allowed to ask, and it is used almost exclusively to introduce something the speaker knows is contested.

  4. 04Unpack the embedded question and the tag

    Wie viele ein Land verkraften kann is an indirect question with kann at the end; verkraften means to cope with or absorb. The tag oder? seeks agreement rather than information. The question form conceals a claim: that there is a limit and that it is near.

  5. 05Write the answer as a description with stance verbs

    Der Sprecher betont zunächst, dass er keine Vorbehalte gegen Ausländer habe, und verweist auf positive Erfahrungen mit einzelnen Kollegen. Anschließend äußert er jedoch in Frageform die Auffassung, die Aufnahmefähigkeit eines Landes sei begrenzt. Seine Kritik richtet sich also nicht gegen einzelne Personen, sondern gegen die Zahl der Zuwandernden. Description, not verdict.

Result: Der Sprecher stellt zunächst klar, dass er keine Vorbehalte gegen Ausländer habe, und belegt das mit positiven Erfahrungen mit einzelnen Kollegen. In Frageform bringt er jedoch die Auffassung zum Ausdruck, dass die Aufnahmefähigkeit eines Landes begrenzt sei. Seine Skepsis richtet sich damit nicht gegen einzelne Personen, sondern gegen den Umfang der Zuwanderung insgesamt.

  • Report a speaker's attitude with stance verbs rather than judging it in your own voice (AO2/AO3).
  • Sustain a position under challenge with concede-and-redirect rather than repeating yourself (AO1/AO3).
