বাঙালি রাজনীতি: parties, elections and protest in two polities

This topic is sub-theme 3.2.2.1 of AQA 7637, Bengali politics, inside theme 3.2.2, Aspects of political life in Bengali-speaking countries past and present. Its three bullet aspects are political parties, the electoral system, and demonstrations and strikes. The platform's topic id is political-life-1. The whole topic rests on one fact that the specification's own plural - countries - concedes: there is no such thing as the Bengali political system. Bangladesh is a sovereign parliamentary republic with its own constitution, its own unicameral legislature and its own election commission. West Bengal is a state within the Indian Union with a state legislative assembly, a chief minister, a governor appointed by the President of India, and elections run under Indian constitutional machinery. Each of the three bullets therefore has two different answers, and an essay that gives one has answered half the question. Everything in this topic is written to a single discipline: state the institutional fact with its date, characterise each party twice - once as its own programme presents it and once as others describe it - endorse nothing, and where a matter is before a court or otherwise live, give the legal facts and the dates and stop. The exam technique carried here is exactly that discipline.

Know what a parliament is called in each place, who heads the government, who runs the elections and how long a term lasts. Read a Bangladeshi and an Indian Bengali news source on the same week's politics and notice the different names, offices and assumptions.

higher level

The full A-Level expects you to write about politics without becoming a partisan of anything. The two habits that make that possible are attribution - every characterisation belongs to somebody - and the willingness to stop: where a matter is before a court, or where the position has changed since your textbook was written, the correct answer names the legal facts and their dates and says that the current position must be checked. That is not evasion; it is precision, and examiners recognise it.

Each of the sub-theme's three bullet aspects has a different answer in each column, and an answer that does not say which column it is in cannot be checked. The row set in heavier ink is the one candidates most often get wrong, because West Bengal runs two different election commissions for two different kinds of election.

Key points

Bangladesh is a sovereign state whose constitution was adopted on 4 November 1972 and came into effect on 16 December 1972. Its legislature, the জাতীয় সংসদ, is unicameral: three hundred members are directly elected from single-member constituencies, and a further fifty seats are reserved for women and filled by the elected members in proportion to party strength. The system is parliamentary: the প্রধানমন্ত্রী, the prime minister, heads the government and is answerable to parliament, while the রাষ্ট্রপতি, the president, is head of state and is elected by parliament rather than by the electorate. Elections are administered by a constitutionally established নির্বাচন কমিশন. A parliamentary term is five years. Those are the load-bearing facts, they do not change with the government of the day, and they are what an examiner expects a candidate to be able to state.
West Bengal is a state within the Indian Union and its politics runs inside Indian constitutional machinery, which means several of the offices have no Bangladeshi equivalent at all. The পশ্চিমবঙ্গ বিধানসভা, the Legislative Assembly, is unicameral - the state's Legislative Council was abolished in 1969 - and has two hundred and ninety-four elected members chosen from single-member constituencies for five-year terms. The মুখ্যমন্ত্রী, the chief minister, heads the state government; the রাজ্যপাল, the governor, is appointed by the President of India and is the state's constitutional head. West Bengal also elects members to the national parliament in Delhi. Crucially, elections are run by two different bodies: the Election Commission of India conducts the Assembly and national elections, while a separate State Election Commission conducts panchayat and municipal elections. Confusing the two is the commonest institutional error British candidates make.
Below the state level, West Bengal has a three-tier system of elected rural local government, পঞ্চায়েতি রাজ, running from the গ্রাম পঞ্চায়েত at village level through the পঞ্চায়েত সমিতি at block level to the জেলা পরিষদ at district level, with its own elections and its own considerable political importance; this is a constitutional feature of Indian government and Bangladesh's local government is organised differently, through union parishads, upazila parishads and municipalities. The point of learning this is not the vocabulary but the argument it makes possible: a candidate who can say that political mobilisation in West Bengal reaches down through an elected three-tier structure, while in Bangladesh the corresponding channel runs differently, has said something about how politics actually works in each place rather than reciting names.
The vocabulary of this whole topic must be precise because the same English word maps onto different Bengali offices in the two systems. রাষ্ট্রপতি is the president of Bangladesh; রাজ্যপাল is the governor of an Indian state; the two are not the same office and neither is the President of India, রাষ্ট্রপতি in Indian Bengali usage too, which is exactly why naming the country first is not a stylistic preference but a requirement for being understood. Repairing an answer that did not name its country

A candidate writes: বাংলা ভাষাভাষী অঞ্চলে সরকারপ্রধান হলেন মুখ্যমন্ত্রী এবং নির্বাচন প্রতি পাঁচ বছর অন্তর হয়। Diagnose and repair it.

  1. 01Identify the false unification

    বাংলা ভাষাভাষী অঞ্চল, the Bengali-speaking region, treats two states as one. The sentence is then simultaneously right about West Bengal and wrong about Bangladesh, where the head of government is the প্রধানমন্ত্রী and there is no মুখ্যমন্ত্রী at all. An examiner reading this cannot award the mark, because there is no claim in it that is true of what it names.

  2. 02Split the claim

    Two sentences, each naming its polity. বাংলাদেশে সরকারপ্রধান হলেন প্রধানমন্ত্রী, আর ভারতের পশ্চিমবঙ্গ রাজ্যে সরকারপ্রধান হলেন মুখ্যমন্ত্রী। Note ভারতের পশ্চিমবঙ্গ রাজ্যে, the state of West Bengal in India, which prevents any reader from taking West Bengal for a country.

  3. 03Check the shared claim

    The five-year term is in fact true of both, but it needs to be attached to a named institution to be worth anything: দুই ক্ষেত্রেই আইনসভার মেয়াদ পাঁচ বছর - in both cases the legislature's term is five years. That sentence is now a comparison rather than a vague generalisation, and comparisons earn AO4 credit.

  4. 04Add the difference that matters

    তবে নির্বাচন পরিচালনার ব্যবস্থা আলাদা: বাংলাদেশে একটি নির্বাচন কমিশন সব নির্বাচন পরিচালনা করে, আর পশ্চিমবঙ্গে বিধানসভা নির্বাচন পরিচালনা করে ভারতের নির্বাচন কমিশন এবং স্থানীয় নির্বাচন পরিচালনা করে রাজ্য নির্বাচন কমিশন।

  5. 05Check the honorific

    হলেন rather than হয় for a person holding an office is the polite third person, and it is the right register for writing about office-holders in general terms. It costs nothing and it is visible.

Exam focus

  • Name the country in the first clause of any political answer. Everything else depends on it.
  • 300 elected plus 50 reserved seats in Bangladesh; 294 in the West Bengal Assembly. These are cheap, precise, checkable facts.
  • Two election commissions operate in West Bengal, one national and one state, for different elections.
  • রাষ্ট্রপতি and রাজ্যপাল are different offices in different systems. Do not translate both as head of state and leave it there.

Typical mistakes

  • Writing about Bengali politics as though there were one system.
  • Giving West Bengal a president or Bangladesh a governor.
  • Attributing panchayat institutions to Bangladesh or union parishads to West Bengal.
  • Assuming the Election Commission of India runs West Bengal's panchayat elections.
  • Describing the Bangladeshi president as a directly elected executive; the office is elected by parliament and the prime minister heads the government.

Key points

The specification requires you to name political parties, so here they are with the discipline that makes naming them safe: each is given first as its own programme presents it, and then as others describe it, with no endorsement of either account. বাংলাদেশ আওয়ামী লীগ, founded in 1949, presents itself as the party of the language movement and of the independence struggle, and as the custodian of secularism and of the constitution's founding principles; others - opposition parties and a range of commentators - have characterised its later years in office as increasingly dominant of state institutions and intolerant of opposition. বাংলাদেশ জাতীয়তাবাদী দল, the BNP, founded in 1978, presents itself as the party of Bangladeshi nationalism, of a market economy and of restoring competitive multi-party politics; others have characterised it as having originated inside a military administration and as having alliances it should account for. Both characterisations are widely made; neither is stated here as fact.
Two further formations must be named. জাতীয় পার্টি, founded in 1986, presents itself as a centrist alternative and has held office and opposition in different periods; others describe it as having originated with a military ruler and as having functioned at times as an accommodating opposition. বাংলাদেশ জামায়াতে ইসলামী presents itself as an Islamic political party working within the constitutional order; others - including parties, war-crimes campaigners and many commentators - characterise it by reference to the position taken by its predecessor organisation in 1971. Its electoral status has been the subject of litigation: the High Court Division held in 2013 that its registration with the Election Commission was unlawful, the Appellate Division ruled on the matter in 2023, and the position has been subject to further proceedings since. That is where the honest answer stops, with the direction to check the current position.
The period since 2024 must be treated as live and dated rather than as settled background. Following protests that began over public-service recruitment quotas and grew into a mass movement, the prime minister resigned and left the country on 5 August 2024, and an interim administration headed by Muhammad Yunus as Chief Adviser was sworn in on 8 August 2024. In 2025 the interim administration restricted the activities of the Awami League under anti-terrorism legislation pending legal proceedings, and its electoral registration was affected. Arrangements for the next general election, for constitutional reform and for the legal proceedings arising from 2024 have been under active discussion since. A candidate writing about Bangladeshi party politics today must state the dated facts, note that this is a fast-moving situation, and check the current position from current sources before making any claim about who is in office or who may contest an election.
The structures that make this writable in Bengali are worth learning as a block, because they are what stop an essay from becoming a partisan pamphlet. দলটির নিজস্ব বক্তব্য অনুযায়ী …, according to the party's own account. সমালোচকদের মতে …, according to critics. একদিকে সরকারের দাবি …, অন্যদিকে বিরোধীদের দাবি …, on one side the government's claim, on the other the opposition's. বিষয়টি আদালতে বিচারাধীন, the matter is before the court - a genuinely useful sentence that signals you know when to stop. And the dating frame ২০২৪ সালের ৫ই আগস্ট, which puts a fact in time and makes it checkable. Note the date suffix -ই on ৫ই, exactly as the grammar topic sets out.
Worked example

Writing about a live legal matter and stopping in the right place

A stimulus text refers to a party whose electoral registration has been the subject of litigation. The question asks you to explain the party's current position. Write the answer.

  1. 01Separate what is settled from what is not

    Settled: that a case was brought, when it was decided at each level, and what each judgment held. Not settled: what will happen next, whether the decision was right, and what any of it says about the party's supporters. Write only the first category.

  2. 02State the sequence with dates

    দলটির নিবন্ধন নিয়ে দীর্ঘদিন ধরে আইনি প্রক্রিয়া চলেছে: ২০১৩ সালে হাইকোর্ট বিভাগ একটি রায় দেন, এবং ২০২৩ সালে আপিল বিভাগ বিষয়টি নিয়ে সিদ্ধান্ত জানান। Note the honorific verbs দেন and জানান, used of courts and of judges, which is the correct register.

  3. 03Mark the boundary explicitly

    এর পরেও বিষয়টি নিয়ে আইনি প্রক্রিয়া অব্যাহত থেকেছে, তাই বর্তমান অবস্থান হালনাগাদ সূত্র থেকে যাচাই করা প্রয়োজন। Legal proceedings have continued since, so the current position must be verified from up-to-date sources. This sentence is not a hedge; it is the accurate statement.

  4. 04Refuse the invitation to characterise

    The stimulus may well characterise the party. Your answer reports the characterisation - উৎসে দলটিকে … হিসেবে বর্ণনা করা হয়েছে - without adopting it. A comprehension answer must reflect the text; an essay must attribute it.

  5. 05Do not name individuals

    Nothing in the specification requires a candidate to name a defendant, and naming one adds no marks while adding real risk of writing something inaccurate about a living person. Write about the party and the proceedings.

  6. 06Check what you have claimed

    Read the answer and underline every verb whose subject is you rather than a court, a party or a source. There should be none.

Exam focus

  • Name each party twice: as it presents itself, and as others describe it. Never once.
  • Give founding years - 1949, 1978, 1986 - because they are precise, checkable and cheap.
  • For anything before a court, state the legal facts and dates and write বিষয়টি আদালতে বিচারাধীন.
  • The events of August 2024 and after are live. State the dated facts and tell the reader to check the current position.

Typical mistakes

  • Presenting one party's self-description as an objective account of it.
  • Writing about Bangladeshi politics from a source that predates August 2024 as though nothing had changed.
  • Anticipating the outcome of legal proceedings.
  • Naming individual defendants or discussing individual cases.
  • Confusing the parties of Bangladesh with those of West Bengal; they are entirely separate party systems.

Key points

West Bengal's party system is entirely separate from Bangladesh's and has its own long arc, which is what makes it interesting. From 1977 to 2011 the state was governed by the বামফ্রন্ট, the Left Front, an alliance led by ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী), the Communist Party of India (Marxist) - at the time the longest continuously elected communist-led government anywhere in the world. Since 2011 the state has been governed by সর্বভারতীয় তৃণমূল কংগ্রেস, the All India Trinamool Congress, founded in 1998. The ভারতীয় জনতা পার্টি has become the principal opposition in the Assembly over the last decade, and ভারতীয় জাতীয় কংগ্রেস, historically dominant before 1977, retains a reduced presence. Naming that sequence with its dates - 1977, 1998, 2011 - is the compact way to show you know the state's politics rather than its personalities.
Each of these parties is characterised twice, as the discipline of this topic requires. The Left Front presents its long tenure in terms of land reform, of panchayat democracy and of an organised presence in rural life; its critics characterise the same period in terms of party control of local institutions and of industrial stagnation. The Trinamool Congress presents itself as having ended one-party dominance and as a party of welfare delivery and of Bengali regional identity; its critics characterise it in terms of allegations of corruption and of political violence, some of which have been the subject of legal proceedings. The BJP presents itself as a national party offering an alternative to both and as opposing what it calls appeasement politics; its critics characterise it as a party whose national programme sits uneasily with the state's traditions and its religious composition. State each pairing; adjudicate none.
Two structural features shape West Bengal politics and are worth an essay paragraph because they are institutional rather than personal. The first is that state politics runs inside national politics: a party governing in the state may be in opposition in Delhi, which affects funding, appointments and the relationship with the governor - a recurring source of public dispute in several Indian states, argued about by state governments and by the Union government in different terms. The second is the depth of the panchayat system: because rural local government is elected at three tiers, party organisation reaches into villages in a way that has no exact equivalent in Bangladesh, and control of panchayats has repeatedly been both an electoral prize and a source of contention. These are the mechanisms by which the state's politics works, and mechanisms are what an AO4 grid rewards.
Some of the sharpest episodes in the state's recent political history involved land, and they are worth knowing as a dated sequence rather than as a controversy. In 2006 and 2007, disputes over the acquisition of agricultural land for industry at Singur and at Nandigram produced sustained agitation; the government of the day's account was that industrialisation required land, the opposition's account was that cultivators were being dispossessed, and the episodes are widely regarded by commentators as decisive in ending the Left Front's tenure in 2011. Note the shape of that last clause: widely regarded by commentators, not caused. Political causation is exactly the kind of claim that belongs to those who make it, and the phrase বিশ্লেষকদের মতে - according to analysts - is the Bengali that carries it.
Worked example

Translating a political passage without importing its politics

Translate into English: বিরোধী দলের অভিযোগ, পঞ্চায়েত নির্বাচনে বহু জায়গায় প্রার্থীরা মনোনয়নপত্র জমা দিতে পারেননি। শাসক দল এই অভিযোগ অস্বীকার করেছে এবং বলেছে যে নির্বাচন শান্তিপূর্ণ হয়েছে। কমিশন বিষয়টি খতিয়ে দেখছে বলে জানিয়েছে।

  1. 01Notice that every clause is attributed

    অভিযোগ, a complaint or allegation; অস্বীকার করেছে, has denied; বলেছে যে, has said that; জানিয়েছে, has stated. There is not one unattributed factual claim in the passage. The translation must preserve that, because removing an attribution changes an allegation into a fact.

  2. 02Sentence one

    বিরোধী দলের অভিযোগ, পঞ্চায়েত নির্বাচনে বহু জায়গায় প্রার্থীরা মনোনয়নপত্র জমা দিতে পারেননি। The opposition alleges that in many places candidates were unable to file their nomination papers in the panchayat elections. Note পারেননি - the honorific negative perfect - used of the candidates; English cannot show it and should not try.

  3. 03Sentence two

    শাসক দল এই অভিযোগ অস্বীকার করেছে এবং বলেছে যে নির্বাচন শান্তিপূর্ণ হয়েছে। The ruling party has denied the allegation and said that the elections were peaceful. শাসক দল is the ruling party, a standard and neutral term.

  4. 04Sentence three

    কমিশন বিষয়টি খতিয়ে দেখছে বলে জানিয়েছে। The commission has said it is looking into the matter. বলে here is the quotative particle attaching a reported clause to জানিয়েছে, a construction with no direct English equivalent; English handles it with has said that.

  5. 05Check for imported certainty

    Read your English and ask of each clause: does it assert something the Bengali attributed? If your version says candidates were prevented from filing rather than the opposition alleges that they were unable to, you have translated a party's claim as a fact - which is a comprehension error as well as a political one.

Result: The opposition alleges that in many places candidates were unable to file their nomination papers in the panchayat elections. The ruling party has denied the allegation and said that the elections were peaceful. The commission has said it is looking into the matter. Every attribution preserved, no certainty added - which is exactly what the Paper 1 translation is marked for.

Exam focus

  • The panchayat system is the mechanism by which state parties reach into rural life; naming it is analysis, not vocabulary.

Key points

Both systems elect their legislatures from single-member constituencies on a simple plurality - first past the post - and both therefore produce the effects that system produces: a party can win a large majority of seats on a much smaller share of votes, small parties concentrated in one region do better than small parties spread thinly, and alliance-building before the poll matters more than coalition-building after it. In Bangladesh, three hundred members are elected this way to the জাতীয় সংসদ and fifty further seats are reserved for women and allocated to parties in proportion to the seats they have already won - so those fifty are not directly elected at all. In West Bengal, two hundred and ninety-four members are elected to the বিধানসভা on the same basis, and the state also elects members to the national parliament. Explaining what first past the post does, rather than merely naming it, is where the analytical credit lies.
The administrative machinery differs and the difference is examinable. Bangladesh's নির্বাচন কমিশন is a constitutionally established body responsible for the electoral roll, for delimitation, for registering parties and for conducting elections. India's Election Commission performs the corresponding role for national and state elections and enforces a Model Code of Conduct that comes into force once an election is announced and constrains what governments and candidates may do; a separate State Election Commission conducts panchayat and municipal elections in West Bengal. Both countries use electronic voting in at least part of their systems and both have had public argument about it. Both maintain electoral rolls whose accuracy is periodically contested. Naming the body and its function is precise; asserting that any election was or was not free is a characterisation and belongs to whoever makes it.
One institutional question has dominated Bangladeshi electoral politics for three decades and is essential background: the তত্ত্বাবধায়ক সরকার, the non-party caretaker government. Introduced by constitutional amendment in 1996, it required an incumbent government to hand power to a neutral caretaker administration to conduct the election. It was removed by the fifteenth amendment in 2011. The government that removed it argued that a court judgment and democratic principle required elected governments to conduct elections; the opposition argued that no election under an incumbent could be credible, and boycotted or contested subsequent elections on that basis. Whatever one thinks of either argument, the dispute about the caretaker system is the single most useful thing to know about Bangladeshi elections, because almost every subsequent controversy runs back to it.
The vocabulary needed here is compact and recurs in every stimulus text on the subject: নির্বাচন, election; ভোট, vote; ভোটার তালিকা, the electoral roll; প্রার্থী, candidate; মনোনয়নপত্র, nomination paper; প্রতীক, party symbol; আসন, seat; নির্বাচনী এলাকা, constituency; ভোটকেন্দ্র, polling station; ব্যালট; ইভিএম, the electronic voting machine; ভোটের হার, turnout; ফলাফল, result; শপথ নেওয়া, to take the oath of office; জোট, alliance; ইশতেহার, manifesto. Two frames carry the argument: প্রথাগতভাবে … but more usefully সংবিধান অনুযায়ী …, according to the constitution, which anchors an institutional claim; and বিতর্ক রয়েছে যে …, there is dispute as to whether, which opens a contested question without answering it.
Worked example

Answering an inference question on an election report

A listening passage contains: এবার ভোটের হার নিয়ে দুই পক্ষের হিসাব আলাদা। কমিশনের দেওয়া সংখ্যা এক রকম, আর বিরোধী দলের পর্যবেক্ষকদের হিসাব অন্য রকম। প্রশ্ন হলো, কে ঠিক তা এখন কীভাবে জানা যাবে? The question asks: বক্তা কী নিয়ে সন্দিহান?

  1. 01Read what the question asks for

    সন্দিহান means doubtful or uncertain. The question asks what the speaker is uncertain about - not what the speaker thinks happened, and not who is right.

  2. 02Find the doubt, which is in the last sentence

    প্রশ্ন হলো, কে ঠিক তা এখন কীভাবে জানা যাবে - the question is how it can now be known who is right. The doubt is not about the turnout figure itself but about whether the truth is now ascertainable at all.

  3. 03Distinguish the two candidate answers

    A weak answer says বক্তা ভোটের হার নিয়ে সন্দিহান - the speaker doubts the turnout. A strong answer says বক্তা সন্দিহান যে এখন আর যাচাই করা সম্ভব কি না - the speaker doubts whether verification is still possible. The passage's structure, ending on a rhetorical question about method, points at the second.

  4. 04Notice the impersonal construction

    জানা যাবে is the verbal noun plus যাওয়া construction in the future - it can be known. The speaker is not asking who is right; the grammar tells you the speaker is asking about the possibility of knowing.

  5. 05Write the answer at the right length

    বক্তা সন্দিহান যে দুই পক্ষের আলাদা হিসাবের মধ্যে কোনটি সঠিক, তা এখন যাচাই করা সম্ভব কি না। One sentence, exactly the doubt named, no addition.

  6. 06Check that you did not adjudicate

    The passage does not say either side is wrong and neither should your answer. Inference questions on political material are frequently designed to catch candidates who read a hint of blame that the speaker did not give.

Result: বক্তা সন্দিহান যে দুই পক্ষের আলাদা হিসাবের মধ্যে কোনটি সঠিক, তা এখন যাচাই করা সম্ভব কি না। The grammatical clue - an impersonal future in the verbal-noun-plus-যাওয়া construction - is what distinguishes the right answer from the plausible one, which is a good argument for learning the grammar list properly.

Exam focus

  • Explain what first past the post does, not just that it exists - that is the difference between naming and analysing.
  • Bangladesh's 50 reserved seats are allocated in proportion to seats won, not directly elected. That detail is a genuine discriminator.
  • The caretaker-government dispute - introduced 1996, removed 2011 - explains most of what has followed.
  • সংবিধান অনুযায়ী before an institutional claim; বিতর্ক রয়েছে যে before a contested one.

Typical mistakes

  • Describing either system as proportional.
  • Saying that the reserved women's seats are elected by voters.
  • Asserting that a particular election was or was not credible instead of attributing the claim.

Bengali distinguishes several kinds of collective action that English lumps together as protest or strike, and using the right word is a factual claim, not a stylistic choice. হরতাল is a general shutdown called by a political party or alliance, usually for a stated number of hours or days, during which shops, offices and transport are expected to stop; it has been a defining instrument of Bangladeshi opposition politics for decades. বনধ is the corresponding term in West Bengal, written in some Kolkata papers with a visible hasanta to keep it apart from বন্ধ, meaning closed. ধর্মঘট is a strike in the industrial sense, by the workers of a trade or a sector - a transport strike, a tea-garden strike. অবরোধ is a blockade, of roads, rail or ports. মিছিল is a procession, বিক্ষোভ a demonstration, সমাবেশ a rally, and মানববন্ধন a human chain, the standing line of people holding placards that has become the characteristic form of civil-society protest in Bangladesh. ঘেরাও, the surrounding of an official or a workplace until demands are met, is a Bengali word that entered English through West Bengal labour politics.
The arguments about these instruments are as important as the instruments themselves, and both sides are seriously made. Those who call a hartal or a bandh argue that in a system where the opposition has limited institutional purchase, a general shutdown is the only pressure available and is a legitimate form of political expression. Business associations, many commentators and often courts argue that a general shutdown coerces people who did not choose it, closes the incomes of daily-wage workers who cannot afford a day off, and imposes costs that fall hardest on the poorest. In India, courts have addressed the question directly: judgments from the late 1990s drew a distinction between a call for a strike, which is protected expression, and a bandh that coerces citizens into compliance, which was held unconstitutional - a distinction that continues to be argued about in practice.
The legal frame for demonstration is worth knowing because it appears constantly in reading texts. Both countries have provisions allowing a magistrate to prohibit assembly in a specified area, and in Bangladesh the familiar reference is to ধারা ১৪৪, section 144 of the Code of Criminal Procedure; the equivalent power exists in India under its own criminal procedure legislation. That number carries historical weight far beyond its legal content, because the demonstration in Dhaka on 21 February 1952 that ended in police firing was a deliberate breach of an order under it. When a Bengali text says ১৪৪ ধারা জারি করা হয়েছে, an order under section 144 has been issued, it is telling you that assembly has been prohibited - and, to many Bengali readers, invoking a date as well as a law.
Protest has been central to political change in both places, and the dated examples are the ones to use. In Bangladesh: the Language Movement of 1952, the mass upsurge of 1969, the movement that ended military rule in 1990, the Shahbag protests of 2013, the road-safety protests of 2018, and the movement of July and August 2024 that began over public-service recruitment quotas and led to the change of government. In West Bengal: the land agitations at Singur and Nandigram in 2006 and 2007. Where any of these involves matters still before a court, or allegations against named individuals, the rule of this topic applies without exception - give the dated public facts, attribute the characterisations, and stop. The specification asks you to know that demonstrations and strikes are part of political life in these countries; it does not ask you to try any of the cases.
Worked example

Writing a balanced paragraph on a contested political instrument

An essay question asks whether the hartal is a legitimate form of political action in Bangladesh. Write the paragraph that would score on the AO4 grid.

  1. 01Define before you argue

    হরতাল বলতে বোঝায় কোনো দল বা জোটের ডাকা একটি সাধারণ কর্মবিরতি, যেখানে নির্দিষ্ট সময়ের জন্য দোকান, অফিস ও যানবাহন বন্ধ থাকে। A definition costs one sentence and prevents the whole paragraph from being about something other than what the question asked.

  2. 02Give the case for, attributed

    যাঁরা হরতাল ডাকেন, তাঁদের যুক্তি হলো, বিরোধী দলের হাতে প্রাতিষ্ঠানিক চাপ প্রয়োগের সুযোগ সীমিত হলে এটিই একমাত্র উপায় থাকে। Note যাঁরা and তাঁদের with the চন্দ্রবিন্দু: the callers are being referred to respectfully, which keeps the paragraph from tipping.

  3. 03Give the case against, also attributed

    অন্যদিকে ব্যবসায়ী সংগঠন ও অনেক ভাষ্যকার বলেন যে সাধারণ কর্মবিরতি এমন মানুষকেও থামিয়ে দেয় যাঁরা এতে অংশ নিতে চাননি, এবং দিনমজুরের আয় সবচেয়ে বেশি ক্ষতিগ্রস্ত হয়। The concrete detail about daily wages is what makes this an argument rather than a slogan.

  4. 04Bring in the legal dimension

    ভারতে আদালত এই প্রশ্নে সরাসরি রায় দিয়েছেন এবং ধর্মঘটের ডাক ও জোর করে বন্ধ করানোর মধ্যে পার্থক্য টেনেছেন। Introducing a comparison with the neighbouring jurisdiction is a strong move: it shows the question has been decided somewhere, on a distinction worth knowing.

  5. 05Give your own judgement, marked and limited

    আমার মতে, প্রশ্নটি হরতাল বৈধ কি না তা নয়, বরং জোর করে বন্ধ করানো আর স্বেচ্ছায় অংশ নেওয়ার মধ্যে সীমারেখা কোথায় - এবং এই সীমারেখা কে ঠিক করবে, তা নিয়েই আসল বিতর্ক। In my view the question is not whether the hartal is legitimate but where the line falls between coercion and voluntary participation, and who draws that line.

  6. 06Check

    Every claim attributed, one definition, one comparison, one marked judgement, no crowd sizes and no economic figures. The paragraph could be read by a supporter or an opponent of any Bangladeshi party without either feeling addressed - which is the test.

Result: A six-move paragraph - define, case for, case against, legal comparison, marked judgement, limit - in which the candidate's own position is a refinement of the question rather than a side in it. That is what the top AO4 band means by an excellent critical and analytical response.

Exam focus

  • The word you choose is a claim: হরতাল, ধর্মঘট, অবরোধ, মিছিল, মানববন্ধন and ঘেরাও are not synonyms.
  • Give both arguments about general shutdowns, with their holders. Neither side is obviously right.
  • ধারা ১৪৪ links this bullet to the Language Movement and to the research topic. Learn the connection.
  • Use dated examples. A protest without a year is not evidence.

Typical mistakes

  • Translating hartal as strike, which loses the distinction the language is making.
  • Presenting general shutdowns as straightforwardly legitimate or straightforwardly illegitimate.
  • Writing about protests that involve live legal proceedings as though the outcome were known.
