Arab identity: nationalism, independence and العروبة (المحور الرابع)

This topic carries the first sub-theme of Edexcel's fourth theme, المحور الرابع: الثقافة السياسية في العالم العربي — the sub-theme الهوية العربية — across its three aspects: القومية وحركات الاستقلال في القرن العشرين, nationalism and the twentieth-century independence movements; الفلسفة السياسية ومعتقدات العروبة, the political philosophy and beliefs of Arabism; and مدى انتشار العروبة اليوم, how far Arabism extends today. A political-life slot carries historical material because the platform's frozen topic ids contain no history slot. This is the specification's politically sensitive theme, and the notes handle it the way the whole subject handles contested material: documented facts — dates of independence, the founding of an institution, the constitutional status of a language — are stated plainly; every interpretation is attributed to somebody and named as an interpretation; live scholarly disagreements are presented as disagreements; the Arabic-speaking world is treated as more than twenty countries with different histories and different populations rather than as a bloc; and no statistic and no quotation is invented anywhere. Alongside the history the topic teaches the Arabic this material needs: إن and its sisters, the vocabulary of state and nation, and the attribution formulas without which this material cannot be written safely or well.

الهوية العربية: what is being claimed, and by whom#

Key points

This topic carries المحور الرابع: الثقافة السياسية في العالم العربي at its first sub-theme, الهوية العربية, whose three aspects are nationalism and the twentieth-century independence movements, the political philosophy and beliefs of Arabism, and how far Arabism extends today. Theme 4 is the specification's political-culture theme and it is the one that most needs a working method before it needs content. The method has four rules and they are not decoration: state what is documented in the plain indicative; attribute every interpretation to somebody; present a live disagreement as a disagreement rather than settling it; and never generalise from one country to twenty. Applied consistently they produce answers that are simultaneously safer and, by the wording of the AO4 grid, better — because that grid rewards justifying points of view and evaluating issues, not asserting them.
Start with a definitional problem, because the sub-theme is about a claim rather than a fact. What is Arab identity said to consist of? The answers historically offered are language, a shared history, a shared literary and cultural inheritance, and in some formulations a shared political destiny. Each of those is a claim somebody made, and the most influential twentieth-century formulation — associated above all with ساطع الحصري, who died in 1968 — put language and history at the centre and deliberately did not make religion the criterion. Saying it that way is accurate and attributed. Saying Arabs are people who share a language and a history as though it were a natural fact is not, because it silently adopts one theorist's definition.
Three Arabic words carry distinctions that English blurs, and getting them apart is the single most useful piece of preparation for the whole theme. العروبة is Arabism, an identity and a cultural belonging. القومية العربية is Arab nationalism, the political programme that says that identity should have a political form. الوطنية is patriotism attached to a particular الوطن, a homeland or country, and it is what an Egyptian, Moroccan or Iraqi state nationalism appeals to. The tension between the second and the third is the intellectual content of the entire sub-theme, and it maps onto a second pair: الأمة العربية, the Arab nation as a whole, against الدولة الوطنية, the individual nation state.
One factual discipline protects everything else in this theme. An Arab state is not the same thing as an Arab population. جامعة الدول العربية, the Arab League, founded in Cairo in 1945, now has twenty-two member states, and Arabic is an official language in each — but several of those states have large populations who are not Arab and whose first language is not Arabic, and some have more than one official language. The Amazigh languages have constitutional status in Morocco since 2011 and in Algeria since the 2016 revision; Kurdish is an official language of Iraq under its 2005 constitution. Those are dated, checkable facts, and knowing them is what allows you to write about identity without implying that everyone inside an Arab state shares one.
Worked example

From a bare fact to a paragraph of argued Arabic

You have one fact: the Arab League has twenty-two member states, in each of which Arabic is an official language. Turn it into a paragraph that says something rather than repeating the fact.

  1. 01State the fact, and make the number do work

    تضم جامعة الدول العربية اثنتين وعشرين دولة، والعربية لغة رسمية في كل واحدة منها. ضم is to include or comprise. The numeral is worth care: with numbers from three to ten the counted noun is a genitive plural and the numeral takes the opposite gender to its noun; from eleven to ninety-nine the counted noun is an accusative singular, which is why it is دولة and not دولا. اثنتين وعشرين is feminine because دولة is feminine. Numeral agreement is on the prescribed grammar list and it is where careful candidates are visibly careful.

  2. 02Deny the inference the fact invites

    غير أن ذلك لا يعني أن سكان هذه الدول جميعا عرب أو أن العربية لغتهم الأولى. لا يعني أن introduces the denied inference, and أن puts its subject in the accusative. جميعا is a hal, a circumstantial accusative meaning all of them. Denying an inference in your second sentence is the most economical way to show an examiner that you are analysing rather than reporting, and it also sets up the evidence you are about to supply.

  3. 03Supply the dated, checkable evidence

    فاللغة الأمازيغية لغة رسمية في المغرب منذ دستور عام 2011، وفي الجزائر منذ التعديل الدستوري لعام 2016، والكردية لغة رسمية في العراق بحسب دستور عام 2005. Dates in Arabic take عام or سنة followed by the year, and after منذ the whole phrase is genitive. Notice that three dated constitutional facts occupy one sentence: this is what the AO4 grid means by supporting an argument with relevant information and references, and it is far stronger than any amount of general assertion.

  4. 04Draw the consequence for the concept, not for the countries

    ولهذا فإن الحديث عن هوية واحدة داخل الدولة الواحدة يحتاج إلى تحفظ، فضلا عن الحديث عن هوية واحدة في المنطقة كلها. لهذا فإن opens a consequence with the emphatic إن and an accusative subject. يحتاج إلى تحفظ, requires a reservation, is a precise and unpolemical way of saying that a claim needs qualifying. فضلا عن, let alone, escalates from the smaller case to the larger one, which is a genuinely elegant move and costs two words.

  5. 05Close by naming what the fact does establish

    غير أن كون العربية لغة رسمية في اثنتين وعشرين دولة يظل واقعا سياسيا وثقافيا ذا وزن، حتى لو لم يكن دليلا على تجانس السكان. كون plus a following noun is the verbal noun of كان, the fact that, and it is the standard way to nominalise a whole clause. ذا وزن uses ذو, possessor of, in the accusative ذا, agreeing with واقعا. حتى لو is even if and takes a following negative with لم. Ending by conceding what the other side gets right is not weakness; the grid calls it evaluation.

  • Attribute the definition of Arab identity rather than assuming it; it is a claim with named authors (AO4).

Typical mistakes

  • Writing العالم العربي as though it named one people. It names a group of states; their populations are plural in language, ethnicity and religion.
  • Treating Arab identity as a natural fact rather than as a claim with a documented intellectual history.
  • Confusing القومية with الوطنية. The first is the nation beyond the state; the second is loyalty to the individual state, and they can conflict.
  • Using Arab and Muslim as interchangeable. Most Muslims are not Arab, and there are long-established Arab Christian and other communities.

Key points

The first aspect asks about nationalism and the independence movements of the twentieth century, and the most important thing to establish is that there was no single movement and no single route. After the First World War much of the Arab east was placed under British and French mandates, while North Africa was already under French, Spanish or Italian rule and Egypt under British occupation; independence then arrived over forty years, by different means, in different decades. Iraq's mandate ended in 1932. Lebanon declared independence in 1943 and Syria's independence was completed with the French evacuation in 1946, the same year as Transjordan. Libya followed in 1951; Sudan, Morocco and Tunisia in 1956; Algeria in 1962; South Yemen in 1967; and Bahrain, Qatar and the United Arab Emirates in 1971.
Egypt is the case worth knowing properly because it shows why a single date can mislead. The United Kingdom's unilateral declaration of 1922 ended the protectorate and created a kingdom, but British forces remained in the country, and full evacuation followed only in 1956. So Egypt is independent in 1922 by one criterion and in 1956 by another, and a good answer says which criterion it is using. Ask of every date: independence from what, and measured how — the end of a legal status, the departure of foreign troops, or the assumption of control over a strategic asset? That question turns a list of years into an argument, and it is exactly what the AO4 grid means by critical analysis.
The means also differed sharply, and the difference is a live subject of historical argument. In some places the mandate or protectorate ended through negotiation and treaty; in others it ended after years of armed struggle, of which the Algerian war between 1954 and 1962 is the longest and most costly case. Some historians argue that the manner of independence shaped the political systems that followed — that states born from armed liberation movements developed differently from states born from negotiated transfers. Others warn against pressing that connection too hard, since many other factors intervened. Present it as the disagreement it is: يرى بعض المؤرخين أن … غير أن آخرين يحذرون من المبالغة في هذا الربط
The Arabic vocabulary of this aspect is precise and should be learned exactly, because the words carry legal distinctions. الاستعمار colonialism; الانتداب the mandate, a specific legal instrument of the interwar period; الحماية the protectorate; الاحتلال occupation; الاستقلال independence; الجلاء the evacuation or withdrawal of foreign forces, a word that names precisely the second criterion discussed above; المقاومة resistance; الكفاح المسلح armed struggle; المفاوضات negotiations; المعاهدة the treaty; السيادة sovereignty. Note الجلاء in particular: several Arab countries mark an evacuation day rather than, or as well as, a declaration day, and knowing the word means knowing why.
Worked example

Paper 1 Section A: translation into English, worked sentence by sentence

Translate into English. لم تسر حركات الاستقلال في البلاد العربية على نمط واحد. ففي بعض الدول انتهى الانتداب بمفاوضات ومعاهدات، وفي دول أخرى سبقته سنوات من المقاومة المسلحة. وقد نال العراق استقلاله في مطلع الثلاثينيات، بينما لم تنل الجزائر استقلالها إلا بعد ذلك بثلاثين عاما. ويرى بعض المؤرخين أن اختلاف هذه المسارات يفسر جانبا من اختلاف الأنظمة التي قامت بعدها، غير أن آخرين يحذرون من المبالغة في هذا الربط

  1. 01لم تسر حركات الاستقلال في البلاد العربية على نمط واحد

    لم plus the jussive is the past negative. سار is a hollow verb whose middle radical is a weak letter, so its jussive shortens to تسر — recognising that shortened form as a jussive rather than as an unfamiliar word is a real reading skill. تسر is feminine singular because حركات is a non-human plural. سار على is to proceed along or follow a pattern. نمط واحد, a single pattern, is indefinite. The independence movements in the Arab countries did not follow a single pattern.

  2. 02ففي بعض الدول انتهى الانتداب بمفاوضات ومعاهدات

    The ف opens the explanation. The prepositional phrase is fronted, which Arabic does freely and English does not, so you will usually restore normal order in translation. انتهى ب is to end with or by means of. مفاوضات and معاهدات are both indefinite sound feminine plurals in the genitive after ب, and both end in ات, which is the same in the nominative and accusative but takes a kasra in the genitive — invisible unvocalised. In some countries the mandate ended with negotiations and treaties.

  3. 03وفي دول أخرى سبقته سنوات من المقاومة المسلحة

    سبقته: the verb سبق with its object suffix ه referring back to الانتداب. Word order is verb, object, subject: سنوات is the subject and is feminine singular in agreement because it is a non-human plural. من المقاومة المسلحة is a partitive of, years of armed resistance. المسلحة is a passive participle used adjectivally, armed, agreeing with المقاومة. In others it was preceded by years of armed resistance.

  4. 04وقد نال العراق استقلاله في مطلع الثلاثينيات

    قد with a perfect verb marks completion. نال is another hollow verb, to obtain. استقلاله carries the possessive suffix, so it takes no article. مطلع الثلاثينيات is a construct chain, the beginning of the thirties; الثلاثينيات is the decade name, formed as a sound feminine plural from the numeral. Being able to write the decades — الخمسينيات, الستينيات, السبعينيات — is worth ten minutes of your life. Iraq obtained its independence at the beginning of the thirties.

  5. 05بينما لم تنل الجزائر استقلالها إلا بعد ذلك بثلاثين عاما

    بينما is while, contrastive. لم تنل is the jussive of نال, again shortened. The negative plus إلا is Arabic's normal way of saying only: did not obtain it except after, that is, obtained it only after. بعد ذلك بثلاثين عاما is the idiom for thirty years after that, with بـ introducing the interval and عاما an accusative singular after a numeral above ten. While Algeria did not obtain its independence until thirty years later.

  6. 06ويرى بعض المؤرخين أن اختلاف هذه المسارات يفسر جانبا من اختلاف الأنظمة التي قامت بعدها، غير أن آخرين يحذرون من المبالغة في هذا الربط

    رأى أن introduces a nominal clause with an accusative subject, اختلافَ. Two verbal nouns of the same root — اختلاف twice — do different jobs: the difference of these paths, and the difference of the systems. جانبا من is a part of, and it is a hedge: not the whole of. التي قامت is a relative clause with a definite non-human plural antecedent, so التي is feminine singular. غير أن sets the counterweight; حذر من is to warn against; المبالغة في هذا الربط is exaggeration in this connection. Some historians hold that the difference between these paths explains part of the difference between the systems that arose afterwards, but others warn against pressing that connection too far.

Result: The independence movements in the Arab countries did not follow a single pattern. In some countries the mandate ended with negotiations and treaties; in others it was preceded by years of armed resistance. Iraq obtained its independence at the beginning of the thirties, while Algeria did not obtain its own until thirty years later.   • Giving one date for Egyptian independence without saying which criterion it answers.
  • Using الاستعمار for every arrangement. A mandate, a protectorate and an occupation are legally distinct and the Arabic distinguishes them.
  • Writing حركات الاستقلال نجحوا. حركات is a non-human plural: نجحت.
  • Asserting that armed struggle produced authoritarian states, or that negotiation produced stable ones. Both are contested claims and must be attributed.

Key points

The second aspect asks about the political philosophy and beliefs of Arabism, and the honest way to teach it is as an intellectual history with dates and named authors rather than as a set of slogans. Its background is النهضة, the Arabic literary and intellectual revival of the nineteenth and early twentieth centuries, centred above all in Egypt and in Greater Syria, which produced a modern literary Arabic, a periodical press and a generation of writers arguing about how to be modern. Out of that came competing answers, of which Arab nationalism was one. Its most influential twentieth-century theorist, ساطع الحصري, made language and shared history the criteria of nationhood and deliberately kept religion out of the definition; that is an attributable position and should be attributed.
The organised political forms are datable and worth knowing precisely. حزب البعث العربي الاشتراكي, the Arab Socialist Ba'th Party, was formally founded in Damascus in 1947, and its co-founder ميشيل عفلق, who died in 1989, was among the most cited theorists of Arab unity. جامعة الدول العربية was founded in Cairo in 1945 as an association of sovereign states rather than as a union, which is itself an analytical fact rather than a mere date, because it shows that the founding architecture already chose cooperation over merger. And the presidency of جمال عبد الناصر in Egypt, from the mid-1950s until his death in 1970, gave the idea its widest political reach; the nationalisation of the Suez Canal Company in 1956 is the moment most often cited for that reach.
One experiment tested the idea directly and it is the single most useful fact in this aspect. الجمهورية العربية المتحدة, the United Arab Republic, was a real political union of Egypt and Syria, proclaimed in 1958 and ended by Syria's withdrawal in 1961. Three years. That is not a rhetorical failure but a documented one, and it lets you argue rather than assert: the union that actually happened lasted three years, which is evidence about the difficulty of the project that no amount of general claim can match. Around it you can then place what did not happen — no lasting political union among Arab states — and let the reader draw the inference you have set up.
The interpretive question is genuinely open and must be presented that way. Many historians treat the defeat of June 1967 as the turning point after which pan-Arab nationalism lost its dominance, giving ground to state nationalisms and, from the 1970s, to political-Islamic frameworks competing for the same loyalties. That is a widely held reading and it is a reading, not a fact; other historians place more weight on the earlier failure of the union, on the economic divergence between oil states and others, or on the entrenchment of individual state institutions. Name at least two of those and choose between them with a reason, and you are doing exactly what the AO4 grid describes as developing an argument and drawing conclusions.
Worked example

One grammar decision, walked through: إن and أن, and their sisters

Political and historical writing in Arabic runs on إن and its sisters, and the choice between إن and أن is the accuracy point English speakers most often get wrong. Work through when each is used, and what happens to the case endings.

  1. 01What the sisters do

    إن and its sisters — إنّ, أنّ, لكنّ, كأنّ, ليت, لعلّ, and لأنّ — all attach to a nominal sentence and all do the same two things: they put the subject in the accusative and leave the predicate in the nominative. إن القومية فكرة سياسية: القومية is accusative after إن even though it is the subject, and فكرة is nominative as the predicate. Unvocalised writing hides both, which is precisely why the rule has to be known rather than seen — and it becomes visible the moment a dual or a sound masculine plural appears.

  2. 02The rule that separates إن from أن

    إنّ opens a sentence and follows قال. أنّ sits inside a sentence and follows almost every other verb of thinking, reporting or knowing. So: قال إن الوحدة صعبة, he said that unity is difficult; but ذكر أن الوحدة صعبة, رأى أن الوحدة صعبة, يعتقد أن الوحدة صعبة. The single test that resolves nearly every case is whether the verb is قال. If it is, use إن; if it is not, use أن. Getting this right in three or four places across an essay is a visible accuracy signal.

  3. 03Where the accusative becomes visible

    إن المؤرخين مختلفون. المؤرخين is a sound masculine plural in the accusative after إن, so it ends in ين, not ون — and مختلفون is nominative as the predicate, so it ends in ون. One short sentence carries both endings and both are audible and visible. Compare يختلف المؤرخون, where المؤرخون is the nominative subject of a verb. If you can produce that pair correctly under pressure you have shown the grid something real about your control of the case system.

  4. 04لأن, which is the one you will use most

    لأن is a sister and behaves identically: لأن الاتحاد كان قصيرا, because the union was short, with الاتحاد accusative. Note that لأن introduces a clause, while بسبب introduces a noun — بسبب قصر الاتحاد, because of the shortness of the union. Choosing between them is choosing between a clause and a verbal noun, which is a range decision as well as an accuracy one, and alternating the two across a paragraph is exactly the variation the AO3 grid names.

  5. 05The two that carry attitude, and one trap

    لعل expresses possibility, لعل التفسير الأول أقرب إلى الصواب, perhaps the first explanation is nearer the truth, and it is a genuinely useful hedge on contested material. كأن expresses seeming, كأن المشروع لم يجد أرضا, as though the project found no ground. The trap is إنما, which is not a sister but a restrictive particle meaning only or rather — إنما الخلاف على المعيار, the disagreement is only about the criterion — and it does not take an accusative subject, because the ما has neutralised the إن. Knowing that exception is what stops a good rule from producing a bad ending.

Result: إن and its sisters take an accusative subject and a nominative predicate. Use إنّ at the head of a sentence and after قال; use أنّ inside a sentence after every other verb of reporting or thinking. The accusative becomes visible on duals and sound masculine plurals — إن المؤرخين مختلفون against يختلف المؤرخون. لأن takes a clause where بسبب takes a verbal noun, and alternating them earns range as well as accuracy. And إنما, despite appearances, is not a sister and takes no accusative.

Exam focus

  • Use the United Arab Republic, 1958 to 1961, as your central evidence. A three-year union is a documented fact that argues for you (AO4).
  • Note that the Arab League was founded as an association of sovereign states, not a union; the architecture is the analysis (AO4).
  • Present 1967 as a widely held interpretation of a turning point, name at least one alternative explanation, and choose with a reason (AO4).

Typical mistakes

  • Treating Arabism and Islamism as simple opposites. They are different frameworks that have competed, overlapped and coexisted differently in different countries and decades.
  • Saying that Arab nationalism died in 1967. That is one historian's shorthand; the careful claim is about a loss of dominance, and it is contested.
  • Confusing the Arab League with a political union. It was founded on cooperation between sovereign states, and its own charter reflects that.
  • Attributing views to ناصر or عفلق without a source. Name what they are documented as having done and let the interpretation be attributed to historians.

Key points

The third aspect is the one candidates most often skip and the one that most rewards care: how far does Arabism extend today? The word مدى, extent, is the question, and answering it means choosing a measure, because Arabism as a cultural identity and Arabism as a political programme have had very different fortunes. Distinguish them explicitly and the answer writes itself in two halves. Culturally, a shared written language, a shared media space and a shared literary and musical inheritance are observable and undisputed; a Moroccan and an Iraqi read the same newspapers and watch the same channels in a language neither speaks at home. Politically, no lasting union among Arab states exists, and the Arab League remains what it was founded as.
The competing frameworks are part of the answer and must be described neutrally. State-level الوطنية is strong: people identify with Egypt, Morocco, Jordan or Kuwait as states with their own histories, currencies, football teams and grievances, and that identification has institutions behind it. Religious frameworks have offered a different account of community since the 1970s. Sub-state identities — regional, tribal, linguistic — matter in different degrees in different countries. And identities are not exclusive: the same person can hold several at once and rank them differently depending on the question asked. Saying that in Arabic is a strong sentence: الهويات لا يلغي بعضها بعضا، وإنما يختلف ترتيبها بحسب السياق
This aspect is also where Theme 4's research subject, الأقليات العرقية في إحدى الدول العربية, connects, and where the notes' insistence on the difference between an Arab state and an Arab population earns its keep. Amazigh movements in North Africa, Kurdish communities in Iraq and Syria, Nubian communities in Egypt and Sudan and the plural populations of Sudan, Djibouti, Somalia and the Comoros all sit inside the Arab League's twenty-two members. Their constitutional and linguistic positions are documented and datable, and a candidate who can cite one dated constitutional fact has evidence where others have impressions. Handle the material descriptively and let the evaluation be attributed.
Finally, resist the two available conclusions, both of which are too easy. Arabism has not simply disappeared: the language, the media space and the institution are all still there, and appeals to Arab solidarity remain a recognisable part of public rhetoric. Nor has it simply endured: the political project that once carried it produced one union that lasted three years, and its intellectual dominance in the mid-century is not its position now. The defensible conclusion is about change of form, and it should be reached with a criterion attached: بأي معيار نقيس الانتشار — by what measure do we assess reach? Answer that first and your conclusion is an argument; leave it out and your conclusion is an opinion.
Worked example

Paper 2 Section A: translation into Arabic, with every decision justified

Translate into Arabic. It is easy to say that Arab nationalism failed, and harder to say what would count as failure. The Arab League still exists, and Arabic remains an official language in every one of its member states. But no political union survived, and since the nineteen-seventies other frameworks have competed for the same loyalties. Historians disagree about whether the idea weakened or simply changed its shape.

  1. 01It is easy to say that Arab nationalism failed, and harder to say what would count as failure

    من السهل القول إن القومية العربية فشلت، ومن الأصعب تحديد ما الذي يعد فشلا. من السهل and من الأصعب are the impersonal it is easy and it is harder, each followed by a verbal noun — القول, تحديد — where English uses an infinitive. القول إن takes إن and not أن, because قول is from قال. ما الذي يعد فشلا, what counts as failure, uses يعد with an accusative complement فشلا. Two impersonals and two verbal nouns in one sentence is exactly the compression the range grid rewards.

  2. 02The Arab League still exists

    فجامعة الدول العربية ما زالت قائمة. The ف links it as an explanation. ما زال is a sister of كان and takes an accusative predicate; قائمة is an active participle used as that predicate, standing or in existence. Note that جامعة الدول العربية is a two-link construct chain and that the ما زالت agrees with its head, جامعة, which is feminine singular — the agreement is with the first term of a chain, never with the last, and that is a rule worth stating to yourself every time you write one.

  3. 03and Arabic remains an official language in every one of its member states

    وما زالت العربية لغة رسمية في كل دولة من دولها الأعضاء. ما زالت again with an accusative predicate, لغة رسمية. كل دولة من is every state among, with the counted noun singular after كل. دولها carries the possessive suffix, so it takes no article, and الأعضاء follows as its adjective — a plural noun used adjectivally, which is normal for this phrase. If you preferred a relative clause you could write الدول الأعضاء فيها, but the suffix version is tighter.

  4. 04But no political union survived, and since the nineteen-seventies other frameworks have competed for the same loyalties

    غير أن أي وحدة سياسية لم تستمر، ومنذ السبعينيات تنافست أطر أخرى على الولاءات نفسها. غير أن with an accusative subject. أي plus an indefinite noun under a negative gives no … at all. لم تستمر is لم plus the jussive. السبعينيات is the decade. أطر is the broken plural of إطار, framework, and تنافست is feminine singular in agreement with it. تنافس على is to compete for. الولاءات نفسها uses نفس in apposition for the same.

  5. 05Historians disagree about whether the idea weakened or simply changed its shape

    ويختلف المؤرخون حول ما إذا كانت الفكرة قد ضعفت أم أنها غيرت شكلها فحسب. المؤرخون is a nominative sound masculine plural as the subject of a verb — compare the accusative المؤرخين after إن in the previous section, and note the difference. اختلف حول is to disagree about. ما إذا كان is the fixed frame for whether, and the alternative must be introduced by أم and not أو, because it is a genuine either-or. قد ضعفت gives the perfective a completed sense. فحسب, merely, carries the word simply and sits at the end of its clause.

Result: من السهل القول إن القومية العربية فشلت، ومن الأصعب تحديد ما الذي يعد فشلا. فجامعة الدول العربية ما زالت قائمة، وما زالت العربية لغة رسمية في كل دولة من دولها الأعضاء. غير أن أي وحدة سياسية لم تستمر، ومنذ السبعينيات تنافست أطر أخرى على الولاءات نفسها. ويختلف المؤرخون حول ما إذا كانت الفكرة قد ضعفت أم أنها غيرت شكلها فحسب

  • Split the question in two: Arabism as culture and Arabism as politics have had different histories, and saying so is the analysis (AO4).
  • Describe identity as layered rather than exclusive; the same person holds several and ranks them by context (AO4).
  • Announce your measure before you answer مدى. Without a criterion, extent cannot be argued (AO4).

Typical mistakes

  • Concluding that Arab nationalism is dead. The careful claim is about the political project, and even that is contested.
  • Concluding that nothing has changed. The mid-century political dominance of the idea is not its position today, and the union that existed lasted three years.
  • Treating identities as exclusive alternatives, so that being Moroccan and being Arab compete. They are layered, and the evidence supports layering.
  • Discussing minorities as a problem rather than as populations. Describe constitutional and linguistic positions with dates; attribute every evaluation.

Exam technique: turning a chronicle into an argument, and attributing what is disputed#

Key points

The characteristic failure on historical material is the chronicle: a candidate who knows the dates writes them out in order, adds an evaluative sentence at the end, and is surprised by the mark. The AO4 grids explain why. They reward presenting and justifying points of view, developing arguments, drawing conclusions based on understanding and evaluating issues — none of which is completeness. A chronicle demonstrates knowledge and no judgement, which places it in the middle bands however accurate it is. The cure is structural and can be applied in ninety seconds of planning: decide what the answer claims before deciding what it includes, and then include only what serves the claim. Six chosen dates beat twenty recited ones.
Three moves convert a chronicle into an argument and all three can be drilled on paper. The first is ranking: instead of listing causes, weigh them, using the vocabulary of السبب الرئيسي, العامل الأهم, أقل أثرا, and saying so explicitly. The second is the careful counterfactual — لو استمر الاتحاد لتغيرت الصورة، ولكن من الصعب الجزم بذلك — where لو takes a perfect verb and its answer takes لـ plus a perfect, and where من الصعب الجزم is the hedge that keeps the claim honest. The third is attribution, which is what makes contested material both safe and strong: يرى بعض المؤرخين … بينما يرى آخرون … ولا إجماع بينهم على ذلك
Attribution deserves its own discipline on this theme, because the subject matter is recent, politically live and remembered differently by different people in different countries. Three rules cover it. Distinguish what is documented — a date, a treaty, a constitutional article, the existence of an institution — from what is judged. Attach every judgement to somebody: historians, contemporaries, a named writer, or a described public. And where perception differs systematically between places, describe the difference rather than resolving it, because describing it is analysis and adjudicating it is not. The sentence to keep is لا تنسب التقييم إلى الواقعة نفسها — never attach the evaluation to the fact itself.
One more thing protects marks silently: the language of history is grammatically demanding and rewards preparation. Dates need عام or سنة with the year and the right case after منذ, في and بين. Narration needs the perfect for completed events and كان plus the imperfect for what used to happen. Reported disagreement needs ما إذا كان and clauses with أن. Purpose needs لـ with the subjunctive. Passive constructions are best rendered by the internal passive. And numerals need their agreement rules, which are the most intricate part of Appendix 2's list. None of that can be improvised under examination conditions; all of it can be drilled in an afternoon.
Worked example

The same material as a chronicle and as an argument

Two answers to the question «هل فشل مشروع الوحدة العربية؟». The first recites the events; the second argues from them. Compare them move by move and see exactly where the AO4 marks are.

  1. 01The chronicle, and what the grid sees

    في عام 1945 تأسست جامعة الدول العربية. وفي عام 1956 أممت مصر شركة قناة السويس. وفي عام 1958 قامت الجمهورية العربية المتحدة. وفي عام 1961 انفصلت سوريا عنها. وفي عام 1967 وقعت الحرب. وكان ذلك سيئا. Every statement is accurate and every date is right. There is no claim, no selection, no ranking and no attribution, and the last sentence is a reaction rather than a judgement. The AO4 grid will read this as limited interpretation with evidence used descriptively, which is its lower half whatever the accuracy.

  2. 02Move one: put the claim first, and make it arguable

    لم تفشل فكرة الوحدة العربية لأنها كانت خاطئة، بل لأنها طلبت من دول حديثة النشأة أن تتنازل عما كانت قد حصلت عليه للتو. The frame لم … لأن … بل لأن … replaces one explanation with a better one in a single sentence. حديثة النشأة is an adjective plus a specifying accusative, recent in formation. تتنازل عن is to relinquish, in the subjunctive after أن. كانت قد حصلت عليه is a pluperfect, which Appendix 2 lists, and it is exactly the tense the argument needs: they had only just obtained it.

  3. 03Move two: select the evidence, and let each date do work

    فقد تأسست جامعة الدول العربية عام 1945 على أساس التعاون بين دول ذات سيادة لا على أساس الاندماج، وهو اختيار يكشف الحدود منذ البداية. One date and one structural observation. ذات سيادة uses ذو in the feminine plural for possessed of sovereignty. لا between two على أساس phrases is not, on the basis of. وهو اختيار يكشف is a resumptive clause, and this is a choice that reveals — turning a fact into evidence by saying what it shows.

  4. 04Move three: use the one experiment as the decisive evidence

    أما التجربة الوحيدة التي بلغت حد الاتحاد الفعلي، أي الجمهورية العربية المتحدة بين عام 1958 وعام 1961، فقد انتهت بانفصال سوري بعد ثلاث سنوات. أما … فـ … fronts the topic. التي بلغت is a relative clause with a definite antecedent. أي introduces the specification. Note that the years are written as عام 1958 وعام 1961 rather than as a bare pair, which keeps each numeral attached to its own noun and avoids a cramped reading. Three years is the whole argument, and it is a fact.

  5. 05Move four: attribute the interpretation, hedge it, and close on what is not disputed

    ويعد كثير من المؤرخين هزيمة عام 1967 نقطة التحول التي تراجعت بعدها القومية العربية أمام أطر أخرى، غير أن هذا التفسير ليس محل إجماع. وأيا كان الحكم، فإن العروبة بوصفها هوية ثقافية بقيت أوسع انتشارا من العروبة بوصفها مشروعا سياسيا. عد … نقطة التحول is a double accusative. ليس محل إجماع, not a matter of consensus, is the most useful four-word hedge in this theme. أيا كان الحكم concedes the argument, and بوصفها, in its capacity as, lets you say the same noun twice under two different descriptions — which is the sentence that finally answers the question.

Typical mistakes

  • Writing a complete chronicle and adding a verdict at the end. The grid rewards selection and argument, not coverage.
  • Using a counterfactual without a hedge. لو حدث كذا لتغير كل شيء is an assertion about an unknowable; adding ولكن من الصعب الجزم بذلك makes it defensible.
  • Attributing a judgement to the Arabs or to the West as though either were a single voice. Say كثير من المؤرخين, بعض الكتاب في المنطقة, or a named person.
  • Neglecting the perfect against كان plus the imperfect, so that a single decisive event and a long-running habit are told in the same tense.
