The evolution of Pakistani society: family, work, education (پہلا موضوع)

This topic carries Edexcel's first theme, پہلا موضوع: پاکستانی معاشرے کا ارتقا, whose two sub-themes are خاندان, the family, and کام, work, and whose research subject is تعلیم, education. Theme 1 is one of the two society themes, and it is set in the context of Pakistan only: if a student takes their research subject from this theme they must base it on Pakistan, and an examiner marking Section C will credit only the Pakistan content. The material is close to home for many candidates, which is exactly why it goes wrong — a family essay written from personal experience reads as anecdote, and the AO4 grid rewards knowledge and understanding of society and culture, not autobiography. These notes therefore build the Urdu you need to write about family structure, women's position at home and at work, marriage, occupations, workers' rights and the parallel systems of education, and they teach the discipline the paper actually assesses: date what is dated, attribute what is interpreted, name the debate where a debate exists, and never invent a statistic.

At first-year standard the expectation is accurate, specific description with a reasoned personal response: what the joint family system is, what has changed in the cities, what the law says about marriage registration, what the different kinds of school in Pakistan are — written with secure gender and number agreement, correct postpositions, and enough vocabulary to be concrete rather than general.

higher level

The full A-Level expects the same material handled as evidence. Who says family structure is changing, and on what basis? Is a change in living arrangements the same as a change in attitudes? Which of your claims is a dated fact, which is a contested interpretation, and which is your own judgement? Answers must attribute every evaluation, must stay inside Pakistan, and must use complex language deliberately — the passive, the subjunctive, the pluperfect, subordination — because AO3 names those as the things it is looking for.

Key points

The specification prints its content as four themes, each divided into two sub-themes and a research subject, and each of those divided into aspects. This topic carries the first of them, پہلا موضوع: پاکستانی معاشرے کا ارتقا, the evolution of Pakistani society. Its two sub-themes are خاندان, the family, whose aspects are changes in family structure, the role and status of women in the family, and changing attitudes to marriage; and کام, work, whose aspects are changes in occupations, women in the workplace, and workers' rights. Its research subject is تعلیم, education, whose three aspects are equal opportunities for girls and boys, better opportunities for the poor, and the parallel systems of education. The frozen topic slot you are reading now covers all of that: Themes 1 and 3 are the two society themes and they map onto the two social-issues-and-trends topics, with Theme 3 handled in the second of them.
One structural rule governs everything you write about this theme, and it is worth internalising before any content: Theme 1 is set in the context of Pakistan only. The specification says so twice — once in the theme heading and once in the research guidance — and it adds the consequence, which is that if a student refers to more than one country or area for Themes 1, 3 or 4, examiners will mark the content based on Pakistan only. Time spent on Bangladesh, on India, or on the British Pakistani diaspora is therefore time that earns nothing in Section C. This is not a small point. Family and work are the two themes where a candidate is most tempted to reach for what they know from home, and the discipline of staying inside one national frame is one of the cheapest marks in the qualification.
The Urdu of family is a lexicon where near-synonyms are not synonyms, and choosing precisely is the fastest way to sound like a writer rather than a learner. خاندان is the wider family or lineage; گھرانہ is the household, the people who actually share a home and a budget; مشترکہ خاندانی نظام is the joint family system, the standard technical phrase; against it stands مختصر خاندان or the descriptive الگ رہائش, separate residence. برادری is the endogamous kin-group and it is a social and political unit as much as a family one, so it should never be translated flatly as caste. رشتہ دار are relatives, بزرگ are the elders, سسرال is the in-laws' household and میکہ a married woman's natal home. سربراہِ خاندان, head of the family, uses the enclitic izafat and is the phrase a census or a survey will use.
Register decides your AO3 mark before content does. Papers 1, 2 and 3 assess written Urdu of a formal, expository kind, and the AO3 grid rewards variation of structure, complex language and articulate expression. Urdu and Modern Standard Hindi share a grammar and a core Khari Boli vocabulary and are largely mutually intelligible in speech, but they are written in different scripts and take their high register from different reservoirs: Urdu draws on Persian and Arabic, Hindi on Sanskrit. That difference matters at exactly the level this examination assesses. Writing تعلیمی نظام rather than a colloquial paraphrase, معاشرتی تبدیلی rather than a vague phrase, and مشترکہ خاندانی نظام rather than a description of it, is what separates a band-topping answer from a fluent but ordinary one.
Worked example

Paper 1 Section A: three sentences of Urdu into English, decided word by word

Section A gives you an unseen Urdu passage drawn from any one sub-theme and asks for an English translation, marked by a points-based scheme in which one mark is given for each correct individual section of language. Translate the three sentences below and account for every decision. پاکستان میں خاندان کی ساخت گزشتہ نصف صدی کے دوران خاموشی سے بدلی ہے۔ شہروں میں نوجوان جوڑے اب اکثر والدین سے الگ گھر بساتے ہیں، حالانکہ دیہات میں مشترکہ خاندانی نظام اب بھی عام ہے۔ ماہرینِ عمرانیات کا کہنا ہے کہ اس تبدیلی کی بڑی وجہ روزگار ہے، نہ کہ رویوں کی تبدیلی۔

  1. 01Sentence one: find the verb and let agreement tell you the subject

    پاکستان میں خاندان کی ساخت گزشتہ نصف صدی کے دوران خاموشی سے بدلی ہے۔ Urdu is verb-final, so read to the end first: بدلی ہے is a present perfect, and it is feminine singular. That agreement is your evidence — the subject must be ساخت, structure, which is feminine, and not خاندان, which is masculine. خاندان کی ساخت is a possessive phrase with کی agreeing with ساخت. گزشتہ نصف صدی کے دوران is a time adverbial: دوران governs کے, and نصف صدی is half a century. خاموشی سے is an adverb formed with سے from the noun خاموشی. English: In Pakistan the structure of the family has changed quietly over the past half-century.

  2. 02Sentence two: the concessive is the mark, not the vocabulary

    شہروں میں نوجوان جوڑے اب اکثر والدین سے الگ گھر بساتے ہیں، حالانکہ دیہات میں مشترکہ خاندانی نظام اب بھی عام ہے۔ بساتے ہیں is a habitual present, masculine plural, agreeing with جوڑے, couples. والدین سے الگ is separate from the parents — الگ takes سے, and a translation that writes separate to the parents throws away a mark. حالانکہ is the concessive conjunction although, and the examiner is looking for it to be rendered as a concession and not as a second main clause. اب بھی is still. English: In the cities young couples now often set up a home separate from their parents, although in the villages the joint family system is still common.

  3. 03Sentence three: the attribution formula, which you will meet again and again

    ماہرینِ عمرانیات کا کہنا ہے کہ اس تبدیلی کی بڑی وجہ روزگار ہے، نہ کہ رویوں کی تبدیلی۔ ماہرینِ عمرانیات is an izafat construction: ماہرین, the plural of ماہر, bound by the Persian enclitic izafat to عمرانیات, sociology — hence sociologists. X کا کہنا ہے کہ is the standard Urdu frame for X says that, and it is the single most useful attribution formula on this specification: learn it now and use it in every essay. نہ کہ is and not, marking a contrast between two nominals. English: Sociologists say that the main reason for this change is employment, not a change in attitudes.

  4. 04Check the whole against the marking model before you move on

    The scheme awards one mark per correct individual section of language, so the marks sit on the joints of the sentence: the perfect tense, quietly, over the past half-century, separate from, although, still, sociologists say, and not. A version that reads smoothly but flattens حالانکہ into and, or turns کا کہنا ہے کہ into it is said, has lost specific marks even though nothing in it is untrue. Translate the joints first, then read your English aloud in your head and repair the rhythm without loosening any joint.

Result: In Pakistan the structure of the family has changed quietly over the past half-century. In the cities young couples now often set up a home separate from their parents, although in the villages the joint family system is still common. Sociologists say that the main reason for this change is employment, not a change in attitudes.

Exam focus

  • State the theme boundary to yourself before every answer: Theme 1 is Pakistan only, and content about anywhere else is unmarked in Section C (AO4).
  • Use the technical noun phrase rather than a paraphrase — مشترکہ خاندانی نظام, سربراہِ خاندان, معاشی کفالت. AO3 measures range, and precise nominal phrases are the cheapest range available.
  • Distinguish خاندان, گھرانہ and برادری in your own writing. Using all three correctly in one paragraph is visible evidence of lexical control (AO3, AO4).

Typical mistakes

  • Writing about the Pakistani family in Britain. It is not on this specification's Theme 1 and an examiner will not credit it.
  • Translating برادری as caste. It is a kin-group and marriage circle with political weight; say what it does rather than reaching for an English label that carries the wrong history.
  • Treating خاندان and گھرانہ as interchangeable. A census counts گھرانے; a wedding invites the خاندان.
  • Letting personal experience stand as evidence. Your family is not a source; a survey, a statute or a named commentator is.

Key points

The first aspect asks what has changed in family structure, and the honest answer begins with what drives it. Pakistan has urbanised substantially since independence, and the largest cities — Karachi, Lahore, Faisalabad, Rawalpindi, Peshawar — have absorbed people from rural districts for work. Housing in those cities is expensive and small, which selects for the smaller household; and internal migration, together with overseas labour migration to the Gulf, physically separates working members from the household they support. The Pakistan Bureau of Statistics is the body that measures this, through the census and through the Pakistan Social and Living Standards Measurement survey, and it is the right thing to name when you want to say that something is measured rather than felt. Say مشترکہ خاندانی نظام میں کمی آئی ہے, there has been a decline in the joint family system, and then say who reports it.
The trap in this aspect is to treat a change in living arrangements as a change in values, and a strong answer says so explicitly. A couple who live in a separate flat may still send money home every month, may still consult the elders about a marriage, and may still expect to take an ageing parent in. The Urdu for that distinction is worth having ready: رہائش الگ ہو گئی ہے مگر ذمہ داریاں الگ نہیں ہوئیں, the residence has separated but the responsibilities have not. This is the kind of sentence that earns AO4 credit, because it distinguishes two things that a weaker answer conflates. Notice its grammar too: ہو گئی ہے is an intensive compound with جانا in the perfect, and نہیں ہوئیں is a negated feminine plural perfect — Appendix 2 lists both.
The second aspect is the role and status of women in the family, and the material is legal, economic and attitudinal at once. In law, the Constitution of Pakistan guarantees equality before the law and states that steps shall be taken to ensure the full participation of women in all spheres of national life; the Muslim Family Laws Ordinance 1961 established the nikahnama and required the registration of marriage and of divorce; the Enforcement of Women's Property Rights Act 2020 created a complaint route for women deprived of inherited property. Family law in Pakistan is partly federal and partly provincial and it moves, so name the instrument, name the year, and confirm its current standing rather than asserting a settled position.
Between the law and the household sits practice, and practice is where you must attribute. Whether daughters in fact receive their share of inheritance, how far a woman's earnings are hers to direct, who decides on a marriage, and how care work is distributed are all documented and all disputed. Write وکلا اور سماجی کارکنوں کا کہنا ہے کہ قانون اور عمل میں فرق باقی ہے, lawyers and social workers say that a gap between the law and practice remains, and you have made a claim that belongs to someone. Write the same claim bare and you have made an assertion the examiner cannot credit as knowledge. The AO4 grid rewards a sustained line of argument with conclusions about culture and society, and an argument is built out of attributed claims, not out of adjectives.
Worked example

Paper 2 Section A: English into Urdu, with every choice justified

Section A of Paper 2 gives you an unseen English passage on any one sub-theme and asks for an Urdu translation, 20 marks in a recommended 30 minutes. Translate this, and justify each decision as you go. 'Over the past thirty years many households in the large cities have become smaller. Sociologists argue that the main cause is the price of housing rather than a rejection of tradition. Nevertheless, elderly parents are still usually looked after at home.'

  1. 01Sentence one: build the time phrase, then the subject, then the verb

    Urdu word order is subject, then adverbials of time, place and manner, then object, then verb — so the English sequence has to be rebuilt, not tracked. گزشتہ تیس برسوں میں بڑے شہروں کے بہت سے گھرانے چھوٹے ہو گئے ہیں۔ برسوں is the oblique plural of برس required before میں. گھرانے is the masculine plural of گھرانہ, so the adjective is چھوٹے, not چھوٹا. ہو گئے ہیں is an intensive compound — the vector جانا adds completion to ہونا — in the present perfect, which is what have become asks for. Writing simply چھوٹے ہیں would say are small, losing the change.

  2. 02Sentence two: attribute, then contrast two nominals

    ماہرینِ عمرانیات کا استدلال ہے کہ اس کی بڑی وجہ مکان کی قیمت ہے، نہ کہ روایت سے انکار۔ کا استدلال ہے کہ is argue that, one register above کا کہنا ہے کہ and worth having as a variant, because AO3 explicitly rewards saying things in different ways. وجہ is feminine, so بڑی وجہ. The contrast rather than is نہ کہ, which joins two noun phrases; a beginner writes a second clause with لیکن and loses the parallelism. روایت سے انکار, refusal of tradition, uses انکار with سے, a collocation Appendix 2 names under verbs preceded by a preposition.

  3. 03Sentence three: reach for the passive, because the grid asks for it

    اس کے باوجود بزرگ والدین کی دیکھ بھال عموماً گھر ہی میں کی جاتی ہے۔ اس کے باوجود is nevertheless. دیکھ بھال, care, is feminine, so the passive verb is کی جاتی ہے — the habitual passive built from the perfective participle plus جانا. The English are looked after has no named agent, and Urdu handles that with exactly this construction rather than with a limp active. ہی is the emphatic particle attaching to گھر: at home and nowhere else. The AO3 additional guidance names the passive voice as complex language; one deliberate, correct passive in a translation is a mark you can plan for.

  4. 04Proofread for the four errors that cost most

    Read your Urdu back hunting only for these: gender agreement between every noun and its adjective and verb; oblique plurals before postpositions (برسوں میں, شہروں کے, not برس میں, شہر کے); the ergative نے, which must be absent here because no verb in this passage is a transitive perfective; and the postposition each verb actually governs (انکار سے, نہ کہ انکار کا). Those four account for most of the marks lost in this task by candidates who understood the English perfectly.

Result: گزشتہ تیس برسوں میں بڑے شہروں کے بہت سے گھرانے چھوٹے ہو گئے ہیں۔ ماہرینِ عمرانیات کا استدلال ہے کہ اس کی بڑی وجہ مکان کی قیمت ہے، نہ کہ روایت سے انکار۔ اس کے باوجود بزرگ والدین کی دیکھ بھال عموماً گھر ہی میں کی جاتی ہے۔

Exam focus

  • Separate residence from responsibility. Distinguishing a structural change from a change in values is the single highest-value move in this sub-theme (AO4).
  • Name the measuring body when you claim a trend: the census, the Labour Force Survey, the PSLM survey. Never write a percentage you cannot source.
  • Use X کا کہنا ہے کہ or کے مطابق for every evaluative claim. Attribution is the grammar of AO4.

Typical mistakes

  • Writing that the joint family system has disappeared. Surveys record change and regional variation, not disappearance, and an absolute claim is easy to mark down.
  • Quoting a percentage from memory. An unsourced number is worse than no number: it invites the examiner to distrust the rest.
  • Using the masculine ending after عورتوں کا کردار — کردار is masculine, so بدلا ہے, but خواتین کی حیثیت is feminine, so بدلی ہے. Agreement errors here are pure AO3 loss.
  • Presenting one commentator's interpretation as the position of Pakistani society. Name the commentator and the field they speak from.

Changing attitudes to marriage#

Key points

Marriage in Pakistan is a legal act, a family negotiation and a public ceremony at once, and the Urdu keeps those three layers apart. نکاح is the contract itself; نکاح نامہ is the document that records it and its stipulated conditions; مہر is the sum settled on the bride under the contract; رخصتی is the bride's departure to her husband's household, which may follow the نکاح immediately or much later; ولیمہ is the reception given by the groom's family. Around them sit منگنی, engagement, جہیز, the goods a bride's family sends with her, and the two shorthand phrases that carry most modern debate: پسند کی شادی, a marriage of one's own choosing, against خاندان کی مرضی سے شادی, marriage by the family's decision. Using these precisely is worth more than any adjective.
The legal frame is dated and can be stated flatly. The Muslim Family Laws Ordinance 1961 introduced the نکاح نامہ, required registration of marriage and of divorce, and routed both polygamy and طلاق through an arbitration council. The Dowry and Bridal Gifts (Restriction) Act 1976 set limits on جہیز. The Child Marriage Restraint Act 1929 remains the base statute on minimum age, and it has been amended differently in different jurisdictions — Sindh legislated in 2013 to set eighteen for both parties, while the federal position and other provinces have followed a different course. Because education, health and much of family law are provincial after the Eighteenth Amendment of 2010, the correct sentence is often قانون صوبے کے لحاظ سے مختلف ہے, the law differs by province — a precise claim where a vaguer one would be wrong.
The attitudinal aspect is where you must name debates as debates. Marriage within the برادری, marriage between first cousins, the age at which women marry, the size of ولیمہ and جہیز, and the growing role of consent language in the نکاح نامہ are all live arguments in Pakistan with articulate people on more than one side. Religious scholars, women's rights organisations, family court lawyers, doctors writing about consanguinity, and columnists in the Urdu press all speak into that argument from different premises. Write کچھ علما کا موقف ہے کہ … جبکہ خواتین کے حقوق کی تنظیمیں کہتی ہیں کہ …, some religious scholars hold that … whereas women's rights organisations say that …, and you have represented a society rather than judged it.
Then, and only then, comes your own view. The AO4 grid asks for critical analysis with a sustained line of argument and conclusions, so a Section C or Paper 3 answer must arrive somewhere; but the arrival is yours, and it should be marked as yours. میری رائے میں, in my opinion, and اس بنا پر یہ کہا جا سکتا ہے کہ, on this basis it may be said that, do that job in Urdu. The second is worth learning as a formula because it is impersonal, it is passive, and it is the natural closing move of an argued paragraph — three things the AO3 grid names among the marks of complex, articulate language.
Worked example

Paper 1 Section B: working a short reading passage the way the mark scheme works it

Section B gives you four questions, some multiple-choice and some open-response, on authentic or adapted texts, all set in Urdu and answered in Urdu. Take this short passage and answer the two questions after it. Passage: نکاح نامے میں شرائط درج کرنے کا حق ہمیشہ موجود رہا ہے، لیکن بہت سے خاندان اسے استعمال نہیں کرتے۔ وکلا کے مطابق اس کی وجہ لاعلمی ہے، رواج نہیں۔ حالیہ برسوں میں کچھ تنظیموں نے نوجوانوں کو یہ فارم پڑھنا سکھایا ہے، اور اُن کا دعویٰ ہے کہ اس سے تنازعات کم ہوئے ہیں۔ Question (a): متن کے مطابق بہت سے خاندان نکاح نامے کی شرائط کیوں استعمال نہیں کرتے؟ Question (b): آخری جملے میں لفظ ’دعویٰ‘ کے استعمال سے مصنف کے رویّے کے بارے میں کیا ظاہر ہوتا ہے؟

  1. 01Read the question stem for its verb before you read the text again

    Question (a) says متن کے مطابق, according to the text: that phrase is an instruction to retrieve, not to think. Question (b) says کیا ظاہر ہوتا ہے, what is revealed: that is an inference question about the writer's stance. Sorting the four questions into retrieval and inference in the first minute tells you where the reading time has to go, and it stops you writing an opinion where a fact was wanted.

  2. 02For the retrieval question, locate the causal marker

    The passage supplies its own cause: وکلا کے مطابق اس کی وجہ لاعلمی ہے، رواج نہیں۔ The answer is therefore lack of awareness, not custom — and the marker کے مطابق tells you the text is attributing that explanation to lawyers rather than asserting it. A good answer carries the attribution over: وکلا کے مطابق اس کی وجہ لاعلمی ہے، نہ کہ رواج۔ Roughly fifteen words, complete, and it does not lift a whole sentence.

  3. 03For the inference question, name the word's effect, not its dictionary meaning

    دعویٰ means claim, and the point of the question is that the author chose it instead of a factive verb. The answer must say what that choice does: مصنف نے ’کہا‘ یا ’ثابت کیا‘ کے بجائے ’دعویٰ‘ لکھا ہے، جس سے ظاہر ہوتا ہے کہ وہ تنظیموں کے بیان کو نقل کر رہا ہے، اُس کی تصدیق نہیں کر رہا۔ That is the whole inference: the writer is reporting rather than endorsing. Note the construction نقل کر رہا ہے … تصدیق نہیں کر رہا, a present continuous set against its own negation, which is a clean way to draw a contrast.

  4. 04Answer in Urdu, in your own words, at the length the marks justify

    Everything in Section B is set in Urdu and must be answered in Urdu. Two traps follow. The first is lifting: copying a whole clause from the text shows nothing about your understanding and can score nothing on an inference question. The second is overwriting: an open-response question in a twenty-mark section over forty-five minutes does not want a paragraph. Answer the question asked, in a sentence or two, in accurate Urdu, and move on — the reading section's time is better spent on the harder inference items than on polishing a retrieval you already have.

Result: (a) وکلا کے مطابق اس کی وجہ لاعلمی ہے، نہ کہ رواج۔ (b) مصنف نے ’دعویٰ‘ کا لفظ استعمال کیا ہے، جس سے ظاہر ہوتا ہے کہ وہ تنظیموں کے بیان کو نقل کر رہا ہے اور اُس کی تصدیق سے گریز کر رہا ہے۔

Exam focus

  • Keep نکاح, رخصتی and ولیمہ distinct. A candidate who uses them correctly signals cultural knowledge in a single sentence (AO4).
  • Date the statutes: 1929, 1961, 1976, 2013, and the Eighteenth Amendment of 2010 that made much of this provincial. Dated facts are the safe half of an answer.
  • Frame contested attitudes as an argument between named kinds of speaker, then mark your own conclusion as your own (AO4).

Typical mistakes

  • Treating شادی and نکاح as the same word. The نکاح is the contract; the شادی is the whole event around it.
  • Saying the law of Pakistan sets one minimum age. The position differs by jurisdiction and has changed; say so.
  • Turning جہیز into a moral verdict rather than a described practice with a statute attached to it and a live public argument around it.
  • Writing an evaluative essay with no named opponents. If nobody in your answer disagrees with anybody, you have described rather than analysed.

These four claim types are the whole toolkit. The emphasised cell is the one candidates skip: an interpretation with no owner reads to an examiner as an opinion dressed as a fact, and it is the commonest reason a well-informed answer sits a band below where its content deserves. Labels are in English because the figure engine has no bidi handling; the Urdu formulae are in the prose.

Key points

The work sub-theme wants three things: what occupations people move between, what happens when women enter paid work outside the home, and what rights workers have. Start with the vocabulary that lets you be exact. پیشہ is an occupation, روزگار employment, بے روزگاری unemployment, اجرت a wage, کم از کم اجرت the minimum wage. The distinction that carries most analytical weight is رسمی شعبہ against غیر رسمی شعبہ, the formal against the informal sector: a job in the informal sector is one without a registered contract, without social insurance and usually without any effective route to a labour court. Once you can say غیر رسمی شعبے میں کام کرنے والوں کو تحفظ حاصل نہیں, those working in the informal sector have no protection, you can explain almost every other fact in this sub-theme.
The direction of change is well documented in outline. Agriculture has fallen as a share of employment while services and construction have grown; the textile and garment industry is the largest manufacturing employer and Pakistan's largest export sector; and overseas employment is a major destination, registered by the Bureau of Emigration and Overseas Employment, which publishes the annual numbers of workers proceeding abroad. Every one of those statements can be made without a fabricated figure — and if you want a figure, the Labour Force Survey and the Pakistan Economic Survey are where it comes from, and you should name the source and the year. کارکنوں کی ایک بڑی تعداد بیرونِ ملک روزگار کے لیے جاتی ہے, a large number of workers go abroad for employment, is a claim you can defend; a percentage from memory is not.
Women in the workplace is the aspect where the numbers matter most and are most often invented. Pakistan's recorded female labour force participation rate is low by regional comparison, and it is measured by the Labour Force Survey, but the measurement itself is argued about: unpaid family labour on farms and piece-work done at home are undercounted almost everywhere, which is precisely why survey methodology is part of the story. The legal frame is nameable: the Protection against Harassment of Women at the Workplace Act 2010 established workplace inquiry committees and an Ombudsperson; labour legislation devolved to the provinces under the Eighteenth Amendment in 2010, so each province now sets its own minimum wage and its own factories legislation.
Workers' rights, finally, are best taught through the gap between statute and enforcement, and Pakistan's public argument about that gap is real and citable. Trade unions exist and industrial action occurs; labour courts exist; and after the fire at a garment factory in Baldia Town, Karachi, in 2012 — in which a very large number of workers died, with different sources reporting different totals — building safety and factory inspection became a sustained public issue rather than a technical one. Name the event and the year; do not attach a number you cannot source. The analytical sentence to aim for is قانون موجود ہے مگر عمل درآمد کمزور ہے, and the sentence that turns it into analysis is the one that follows it: کیوں. Because inspection capacity, because the informal sector is outside the system, because a court case outlasts a worker's savings — pick one mechanism and explain it.
Worked example

Paper 3 Section B: summarising a heard source and a read source on the same sub-theme

Section B of Paper 3 gives you one listening source and one written text drawn from the same sub-theme; 5(a) and 5(b) ask you to summarise the different points of view in each, and they are marked by a points-based scheme. Work the pair below. Heard source, a radio interview with a factory owner: he says the province's wage order raised his costs, that he keeps his registered workforce small and takes on seasonal labour, and that inspection visits are frequent but brief. Read source, an opinion column: the writer argues that the seasonal workforce is the point, that the minimum wage cannot reach workers who are not on the register, and that inspection measures the wrong thing.

  1. 01Take notes in two columns, in Urdu, before the second replay

    You have individual control of the recording and may stop, revisit and replay as you wish — so the first pass is for the shape and the second for the detail, not the other way round. Head one column سنی ہوئی رائے and the other پڑھی ہوئی رائے. Under each, write claims, not topics: مالک کا کہنا ہے کہ اجرت کے حکم نامے سے لاگت بڑھی is a claim; اجرت is a topic and is worthless later.

  2. 025(a): summarise the heard source's viewpoint, not its content

    The question asks for the different points of view, so the summary is of a position. فیکٹری مالک کا مؤقف یہ ہے کہ صوبائی حکم نامے نے لاگت بڑھا دی ہے، اسی لیے وہ مستقل عملہ محدود رکھتا ہے اور موسمی مزدور رکھتا ہے؛ اُس کے نزدیک معائنہ باقاعدہ ہوتا ہے مگر سرسری۔ Two sentences, every one of them a position and not a fact about the world. بڑھا دی ہے is an intensive compound with دینا; اُس کے نزدیک is a compact way of saying in his view, and it saves you a whole clause.

  3. 035(b): summarise the read source so that the contrast is visible

    کالم نگار کا مؤقف اِس کے برعکس ہے: اُن کے مطابق موسمی عملہ رکھنا ہی اصل مسئلہ ہے، کیونکہ کم از کم اجرت اُن کارکنوں تک نہیں پہنچ سکتی جو رجسٹر پر ہی نہیں؛ اور معائنہ اُس چیز کو ناپتا ہے جو اہم نہیں۔ اِس کے برعکس, on the contrary, does structural work: it tells the examiner you have understood that these are two positions on one question. جو رجسٹر پر ہی نہیں is a relative clause with the emphatic ہی, and نہیں پہنچ سکتی is a negated potential compound with سکنا — both on the Appendix 2 list.

  4. 04Check that your two summaries could be told apart with the labels removed

    The commonest failure in 5(a) and 5(b) is two paragraphs that both say wages are difficult. Before you move to 5(c), read your two summaries and ask whether a reader who could not see which was which would know that these people disagree, and about what exactly. Here the disagreement has a precise object: whether the register is a side effect of cost or the mechanism of avoidance. Naming that object is what makes the evaluation in 5(c) possible.

Exam focus

  • Make the formal/informal distinction the spine of any answer about workers' rights. It explains enforcement, wages and women's participation at once (AO4).
  • Name institutions rather than gesturing: the Labour Force Survey, the Bureau of Emigration and Overseas Employment, the Ombudsperson under the 2010 harassment act.
  • Remember that labour law is provincial after 2010. A sentence that says 'Pakistan's minimum wage is X' is structurally wrong before it is factually wrong.

Typical mistakes

  • Inventing a participation rate or a wage figure. If you cannot name the survey and the year, describe the direction instead.
  • Writing about factory conditions with adjectives instead of mechanisms. Explain why enforcement fails, not that it is bad.
  • Assuming a national minimum wage. Provinces set their own; that is itself a good AO4 point.
  • Using کارکن and مزدور as if the register were identical. مزدور is manual labour; کارکن is the broader worker, and also the word for a party or organisation's activist — context decides.

Education: the Theme 1 research subject (تعلیم)#

Key points

Education is not a sub-theme of Theme 1; it is Theme 1's research subject, and that distinction has consequences. A research subject is the thing a student may choose to research independently and then write about for 40 marks in Paper 1 Section C — a fifth of the entire A-Level. Its three aspects are fixed and all three must be covered: equal opportunities for girls and boys, better opportunities for the poor, and the parallel systems of education. Because Theme 1 is a Pakistan-only theme, a student who chooses education researches Pakistan and nothing else. And because the independent research must not relate to or refer to either of the works declared for Paper 2, whatever you have studied for Paper 2 is off-limits as evidence here.
The third aspect, تعلیم کے متوازی نظام, is the one that organises the other two, and it is worth learning as a structure rather than a list. Pakistan educates children through several parallel systems that lead to different examinations and different futures: government schools, largely Urdu-medium and free; private schools, ranging from very cheap neighbourhood schools to expensive English-medium ones; دینی مدارس, religious seminaries; and, at secondary level, the split between the domestic Matric and Intermediate route through provincial boards and the Cambridge O-Level and A-Level route. Say نظامِ تعلیم واحد نہیں بلکہ متوازی نظاموں کا مجموعہ ہے, the education system is not one but a set of parallel systems, and every later point has somewhere to attach.
The legal and policy frame gives you the dated facts. Article 25-A, inserted into the Constitution by the Eighteenth Amendment in 2010, makes free and compulsory education for children aged five to sixteen a fundamental right, and the same amendment devolved education to the provinces, so curriculum, examinations and school policy are provincial matters. A Single National Curriculum was announced in 2020 and rolled out from 2021 with the stated aim of narrowing the gap between the streams; its scope and its future have shifted since, so treat it as a live policy and check its current standing. Conditional cash transfers and stipends aimed at keeping girls in school have been run by provincial governments and by the federal social protection programme. Name the instrument and the year; do not describe an outcome you cannot source.
The two remaining aspects are then arguments rather than descriptions. On equal opportunities, the honest position is that enrolment and completion figures differ by sex, by province and between rural and urban areas, and that the reasons offered — distance to school, the availability of female teachers, security, the opportunity cost of a daughter's labour, and attitudes — are debated by different people who weigh them differently. On opportunities for the poor, the argument is about whether free government schooling that families abandon for low-cost private schools counts as opportunity, and here you can name the phenomenon of low-fee private schooling, which is heavily written about in Pakistan. تعلیم تک رسائی اور تعلیم کے معیار میں فرق ہے, there is a difference between access to education and the quality of education, is the sentence that makes an essay on this subject analytical rather than descriptive.
Worked example

Paper 1 Section C: building the answer from research notes plus an unseen text

Section C gives you one unseen Urdu text on your research subject and a statement to respond to, 40 marks in a recommended 85 minutes, 320 to 370 words, no dictionary and no notes in the room. Suppose the statement is: ’سرکاری اسکولوں کی کمزوری ہی کم فیس والے نجی اسکولوں کے پھیلاؤ کی اصل وجہ ہے‘ — the weakness of government schools is the real reason for the spread of low-fee private schools — and the unseen text is an article in which a headteacher describes parents moving their children to a nearby private school. Plan and open the answer.

  1. 01Decide what the statement actually claims, and what would count against it

    The statement makes a causal claim with the word ہی doing the work: not a reason but the reason. Your response therefore does not need to deny that government schools have problems; it needs to test whether that is the whole cause. Two rival mechanisms are available from research: parents may be buying English-medium instruction and the examination route that goes with it, which is a positive choice rather than a flight; and low-fee private schools may be spreading fastest where there is no accessible government school at all, which is a supply story rather than a quality story. Plan the answer around three moves — concede, complicate, conclude.

  2. 02Mine the unseen text for what only it can give you

    The unseen text is written to be readable by anyone taking that research subject, so it will not contain your country detail — that is your job. What it does contain is a voice and a situation you can quote and argue with. Take from it one specific: the headteacher's account of why parents left. Then attach your research to it. متن میں ہیڈ ماسٹر کا کہنا ہے کہ والدین انگریزی ذریعۂ تعلیم کی وجہ سے بچوں کو منتقل کرتے ہیں؛ میری تحقیق سے یہ بات اِس لیے اہم معلوم ہوتی ہے کہ … The AO2 grid is out of 10 and rewards exactly this: using the text, not summarising it.

  3. 03Write an opening that states a position and names the framework

    یہ بیان جزوی طور پر درست ہے، مگر اِس میں ایک وجہ کو واحد وجہ بنا دیا گیا ہے۔ پاکستان میں تعلیم ایک نظام نہیں بلکہ متوازی نظاموں کا مجموعہ ہے، اور کم فیس والے نجی اسکولوں کا پھیلاؤ اسی ساخت کا حصہ ہے۔ Two sentences: an evaluative position and the framework it will be argued inside. Note بنا دیا گیا ہے — a passive of an intensive compound, precisely the complex language AO3 names — and note that the position is neither agreement nor refusal, which is what a levels-based grid rewards over a flat yes.

  4. 04Distribute the three aspects across the body and attribute as you go

    Paragraph two takes parallel systems and the supply question; paragraph three takes opportunities for the poor, where fees, distance and quality meet; paragraph four takes equal opportunity for girls and boys, where distance to school and the availability of female teachers are the standard explanations offered and are weighted differently by different researchers. Every interpretive claim opens with a frame: ماہرینِ تعلیم کے مطابق, کچھ محققین کا کہنا ہے کہ, حکومتی دستاویزات میں یہ مؤقف اختیار کیا گیا ہے کہ. Three attributed positions across three paragraphs is enough to lift the AO4 mark, and it costs about twenty words.

  5. 05Close on a conclusion that is marked as yours and follows from the body

    میری رائے میں سرکاری اسکولوں کی کمزوری ایک اہم وجہ ضرور ہے، لیکن اسے واحد وجہ کہنا اِس لیے درست نہیں کہ اِس سے وہ والدین نظر سے اوجھل ہو جاتے ہیں جو کسی متبادل کے نہ ہونے کی وجہ سے نجی اسکول کا رخ کرتے ہیں۔ The conclusion answers the statement's own word ہی, it rests on a mechanism the body established, and it is explicitly labelled as an opinion. Then count: 320 to 370 words is roughly four solid paragraphs, and in the exam you should know what that looks like in your own handwriting before you sit down.

Exam focus

  • Cover all three aspects. A Section C answer that treats only one aspect of the research subject cannot reach the top AO4 band however good it is.
  • Use the parallel-systems aspect as your framework and hang the other two on it — it is the aspect that explains the others (AO4).
  • Date Article 25-A to 2010 and remember that education is provincial. Getting the constitutional layer right is a fast signal of real research.

Typical mistakes

  • Writing about education in Britain or comparing Pakistan with India. Theme 1 is Pakistan only and the comparison earns nothing.
  • Reproducing a literacy rate from memory. Name the census or survey and the year, or write about direction and difference instead.
  • Treating مدرسہ as a synonym for school. مدرسہ in Urdu can mean school generally, but دینی مدرسہ is the religious seminary the specification's parallel-systems aspect points at — be explicit.
  • Using a Paper 2 work as research evidence. The specification forbids it, and a teacher is required to check that you do not intend to.
