This topic carries the second sub-theme of Edexcel's fourth theme, Η πολιτική σκηνή, whose three aspects are τα κύρια πολιτικά κόμματα, the main political parties; τα πολιτικά τους προγράμματα και οι σημαντικές προσωπικότητες από το 2009 και μετά, their programmes and the significant figures since 2009; and το δημοψήφισμα της 5ης Ιουλίου 2015, the referendum of 5 July 2015. It also carries the theme's research subject, Πρόσφυγες στην Ελλάδα, whose aspects are πρόσφυγες στην Ελλάδα από το 2015 και μετά, η ένταξη των προσφύγων στην ελληνική κοινωνία and το έργο των Μη Κυβερνητικών Οργανώσεων. The theme is set in the context of Greece only. Because the specification explicitly requires the parties, their programmes and the significant figures to be studied, this topic names them — and does so even-handedly, characterising each party first as its own programme presents it and then as others describe it, with no endorsement and no editorialising. Where a party has been the subject of criminal proceedings, the legal facts and their dates are stated and nothing more. The refugee research subject is written about people rather than about an abstraction, without invented numbers, and with contested assessments of policy and of NGO work attributed. One standing caveat applies to the whole topic: this is a moving present, so confirm the current composition of the Βουλή and the current leaderships for the year in which you sit the examination.

How a Greek government is formed

Key points

Before the parties, the machinery, because a candidate who does not know how a Greek government is formed cannot explain anything that happened after 2009. Greece is a parliamentary republic, η Ελληνική Δημοκρατία. Η Βουλή των Ελλήνων, the parliament, has 300 seats, so an absolute majority is 151 and a party with one is said to have αυτοδυναμία. Ο Πρόεδρος της Δημοκρατίας is the head of state, elected by parliament, with largely ceremonial functions; ο πρωθυπουργός is the head of government; το Υπουργικό Συμβούλιο is the cabinet. A new government must win a vote of confidence, η ψήφος εμπιστοσύνης, from parliament. If no party can form one, the President gives an exploratory mandate, η διερευνητική εντολή, successively to the leaders of the largest parties, and if none succeeds, new elections follow.
The electoral system is worth knowing because it has been changed repeatedly and because those changes are part of the story of this sub-theme. For many years the system gave a bonus of extra seats to the leading party, which manufactured majorities out of pluralities. Legislation in 2016 abolished the bonus and introduced simple proportional representation; legislation in 2021 reintroduced a graduated bonus. Because the Greek constitution provides that an electoral law passed without a large majority applies only from the election after next, the effect was that the elections of 2023 were held twice within weeks, under two different systems. That is an unusual and memorable fact, and it explains a great deal about Greek coalition arithmetic.
The vocabulary of elections should be automatic. Οι εκλογές, elections; οι βουλευτικές εκλογές, parliamentary elections; οι ευρωεκλογές, European elections; οι αυτοδιοικητικές εκλογές, local elections; η εκλογική περιφέρεια, the constituency; ο βουλευτής, the member of parliament; η κάλπη, the ballot box; η ψήφος, the vote; η αποχή, abstention; το ποσοστό, the share; το εκλογικό μέτρο, the threshold, which in Greece stands at three per cent for entry to parliament; ο συνασπισμός and η κυβέρνηση συνεργασίας, coalition; η αντιπολίτευση, the opposition; η αξιωματική αντιπολίτευση, the official opposition; ο αρχηγός, the leader.
One structural observation is worth more in an essay than a list of results. For most of the period between 1974 and 2009 Greek politics was organised around the alternation of two large parties; between 2010 and 2015 that arrangement broke down, with the older parties losing much of their support, parties that had previously been marginal entering parliament, and coalition government becoming ordinary rather than exceptional. Since then the system has partly reconsolidated. Greek has a word for the collapse of a party system that a candidate can use precisely: η κατάρρευση του δικομματισμού, the collapse of two-party dominance. Naming the phenomenon rather than describing it is worth an AO4 mark on its own.
Worked example

Paper 1 Section B: reading a passage on the change in the party system

Read as in Paper 1 Section B and answer in Greek. Το ελληνικό πολιτικό σύστημα άλλαξε περισσότερο μετά το 2009 από ό,τι στα τριάντα χρόνια που προηγήθηκαν. Δύο κόμματα που εναλλάσσονταν στην εξουσία έχασαν μέσα σε λίγα χρόνια το μεγαλύτερο μέρος της δύναμής τους, ενώ κόμματα που ως τότε βρίσκονταν στο περιθώριο μπήκαν στη Βουλή. Το εκλογικό σύστημα, εξάλλου, τροποποιήθηκε επανειλημμένα, γεγονός που δυσκολεύει κάθε σύγκριση.

  1. 01Read the comparison in the first sentence, including its second term

    άλλαξε περισσότερο μετά το 2009 από ό,τι στα τριάντα χρόνια που προηγήθηκαν. Από ό,τι introduces the second term of a comparison before a clause, and ό,τι keeps its comma. Προηγήθηκαν is the simple past of the deponent προηγούμαι, preceded. So the claim is comparative and quantified in a rough way: more change in a few years than in the previous thirty. A question asking Ποια σύγκριση κάνει ο συγγραφέας; wants both terms, and an answer giving only the first has answered half.

  2. 02Parse the two relative clauses, which carry the substance

    Δύο κόμματα που εναλλάσσονταν στην εξουσία … κόμματα που ως τότε βρίσκονταν στο περιθώριο. Εναλλάσσονταν is the imperfect mediopassive of εναλλάσσομαι, used to alternate; βρίσκονταν the imperfect of βρίσκομαι, used to be or found themselves. Both imperfects describe a settled prior state, which is what makes the change dramatic. Στο περιθώριο, on the margin, is the standard Greek for politically marginal. Μπήκαν is the simple past of μπαίνω, entered.

  3. 03Learn γεγονός που, which is the sentence's most stealable structure

    Το εκλογικό σύστημα, εξάλλου, τροποποιήθηκε επανειλημμένα, γεγονός που δυσκολεύει κάθε σύγκριση. Γεγονός που means a fact which, and it lets a writer attach a comment to a whole preceding clause without a clumsy αυτό. It is one of the highest-value connectives available for the AO3 range mark and costs two words. Τροποποιήθηκε is a simple past passive; επανειλημμένα, repeatedly; εξάλλου, moreover or besides. Δυσκολεύει, makes difficult, takes a direct object.

  4. 04Write the answer in Greek without lifting

    For Γιατί, κατά τον συγγραφέα, είναι δύσκολο να συγκριθούν οι εκλογικές αναμετρήσεις αυτής της περιόδου;, answer: Επειδή, όπως σημειώνει ο συγγραφέας, το εκλογικό σύστημα υπέστη επανειλημμένες τροποποιήσεις, με αποτέλεσμα τα αποτελέσματα διαφορετικών εκλογών να μην είναι άμεσα συγκρίσιμα. Note υπέστη τροποποιήσεις replacing τροποποιήθηκε — a noun-plus-verb periphrasis substituting for a single passive is one of the cleanest ways to show comprehension — and με αποτέλεσμα να plus subjunctive supplying the consequence.

Result: Model answer in Greek: Επειδή, όπως σημειώνει ο συγγραφέας, το εκλογικό σύστημα υπέστη επανειλημμένες τροποποιήσεις, με αποτέλεσμα τα αποτελέσματα διαφορετικών εκλογών να μην είναι άμεσα συγκρίσιμα.

Exam focus

  • 300 seats, 151 for αυτοδυναμία, a vote of confidence, and the exploratory mandate if none is possible (AO4).
  • The bonus was abolished in 2016 and a graduated one reintroduced in 2021, which is why 2023 had two elections.
  • Ο δικομματισμός and η κατάρρευσή του name the structural change. Naming beats describing.
  • The threshold for entry to parliament is three per cent. It decides which small parties matter.

Typical mistakes

  • Confusing ο Πρόεδρος της Δημοκρατίας, the head of state, with ο πρωθυπουργός, the head of government.
  • Assuming the Greek electoral system has been constant. It has changed more than once in the period the sub-theme covers.
  • Treating coalition government as an aberration. Since 2011 it has been the ordinary case more often than not.
  • Writing about the parliament without naming it. It is η Βουλή των Ελλήνων and Greek sources say η Βουλή.

Party names stand here in the accentless capitals Greek uses for all-capital setting. This table records self-description and outside description; it is not an assessment and it ranks nothing. Party systems move, so confirm the composition of the Βουλή for the year you sit the examination. Χρυσή Αυγή is deliberately absent from this table and is handled in the prose above by its legal facts and their dates alone.

Key points

The specification requires the main political parties and their programmes, so they must be named, and the only defensible way to name them is twice over: as each party's own programme presents it, and as others describe it. That double characterisation is not a stylistic nicety. It is what allows a candidate to write about contested politics without either endorsing a party or misrepresenting one, and it is also, as it happens, what the AO4 grid rewards, because it demonstrates that the candidate knows the difference between a party's self-description and an assessment of it. Adopt it as a rule and apply it to every party you mention, including ones you find sympathetic.
Η Νέα Δημοκρατία, founded in 1974, presents itself as a liberal-conservative party of the centre-right, pro-European, committed to growth through investment, lower taxation and a smaller state; it sits with the European People's Party group in the European Parliament and others describe it as the principal party of the Greek right. Ο ΣΥΡΙΖΑ, which grew from a coalition of left groups into a single party, presents itself as of the radical and progressive left, opposed to austerity and committed to redistribution; it governed from January 2015 to July 2019, and others describe it as having moved from opposing the adjustment programmes to signing the third of them in August 2015, a shift its supporters and its critics explain very differently. Το ΠΑΣΟΚ, founded in 1974 and now standing as ΠΑΣΟΚ – Κίνημα Αλλαγής, presents itself as social-democratic; it governed for much of the period after 1981, lost the great majority of its support after 2009, and has rebuilt from a low base.
Το Κομμουνιστικό Κόμμα Ελλάδας, το ΚΚΕ, founded in 1918, presents itself as a communist party working for a socialist transformation and opposes Greek membership of the European Union and of NATO; it has been continuously represented in parliament for decades and others describe it as consistent and unwilling to enter coalitions, which it treats as a matter of principle. Η Ελληνική Λύση, formed in 2016, presents itself as a party of the national right, emphasising sovereignty, borders and security; others describe it as nationalist and populist. Το ΜέΡΑ25, founded in 2018 by the former finance minister Γιάνης Βαρουφάκης, presents itself as part of a European democratic-left movement opposed to the programmes and to the way the euro area is governed; others describe it as a leader-centred anti-austerity party. Οι Ανεξάρτητοι Έλληνες, a party of the right that was SYRIZA's coalition partner from 2015 to 2019, and Το Ποτάμι, a centrist party in parliament between 2015 and 2019, both left parliament and are part of the period's history.
One party requires a different treatment and it is important to get it right. Η Χρυσή Αυγή entered parliament at the elections of 2012 and remained there until 2019. In October 2020 the Athens Court of Appeal delivered judgment in a long trial, finding the party's leadership guilty and holding that the organisation had operated as a criminal organisation; prison sentences were imposed in the same month, and appeal proceedings followed. Those are the legal facts and their dates, and in an examination answer they are also the whole of what should be written. Do not characterise, do not editorialise, and do not extend the finding beyond what the court decided. The same discipline applies to any later proceedings involving any party: state the court, the date and the decision, and stop.
Worked example

Paper 1 Section A: translating a passage on coalition arithmetic, with declined numerals

Translate for the 20-mark points-based scheme. Η ελληνική Βουλή έχει τριακόσιες έδρες και μια κυβέρνηση χρειάζεται εκατόν πενήντα μία για να έχει αυτοδυναμία. Επειδή αυτό σπάνια επιτυγχάνεται, οι κυβερνήσεις συνασπισμού έγιναν κανόνας και όχι εξαίρεση. Όποιο κόμμα κι αν κερδίσει, θα πρέπει να πείσει και άλλους ότι αξίζει να συνεργαστούν μαζί του.

  1. 01Read the numerals, which are declined and agree

    τριακόσιες έδρες … εκατόν πενήντα μία. Η έδρα is feminine, so three hundred is τριακόσιες, feminine plural, not τριακόσια. In εκατόν πενήντα μία the final element agrees too: μία is the feminine of ένας, so the phrase means a hundred and fifty-one seats with έδρες understood. Cardinal numerals and their declined forms are named explicitly in the specification's grammar list, and this sentence is exactly why: getting the gender of a number wrong in Greek is a grammatical error, not a stylistic one.

  2. 02Handle αυτοδυναμία, which has no single English word

    για να έχει αυτοδυναμία. Η αυτοδυναμία is the state of governing alone on one's own votes — an outright or absolute majority in the sense of not needing anyone else. English needs a phrase: to govern on its own, or to have an outright majority. A points-based marker will accept either; what will not do is leaving it untranslated or rendering it as self-sufficiency, which is the literal sense and the wrong register.

  3. 03Note the impersonal mediopassive and the resulting claim

    Επειδή αυτό σπάνια επιτυγχάνεται, οι κυβερνήσεις συνασπισμού έγιναν κανόνας και όχι εξαίρεση. Επιτυγχάνεται is the mediopassive present of επιτυγχάνω, is achieved, used impersonally with αυτό as subject. Έγιναν is the simple past of γίνομαι with a nominative predicate, κανόνας, became the rule. The κανόνας και όχι εξαίρεση pairing is idiomatic in both languages and should be preserved.

  4. 04Parse the concessive with όποιο … κι αν

    Όποιο κόμμα κι αν κερδίσει, θα πρέπει να πείσει και άλλους ότι αξίζει να συνεργαστούν μαζί του. Όποιος κι αν plus the subjunctive is whichever or no matter which, a concessive construction that the AO3 grid would count as complex language. Κερδίσει and πείσει are perfective subjunctives; αξίζει να is it is worth; συνεργαστούν is the perfective subjunctive of the deponent συνεργάζομαι; μαζί του takes the weak genitive. The English is: whichever party wins, it will have to persuade others that it is worth working with it.

Result: The Greek parliament has three hundred seats, and a government needs a hundred and fifty-one of them to govern on its own. Because that is rarely achieved, coalition governments have become the rule rather than the exception. Whichever party wins, it will have to persuade others that it is worth co-operating with.

Exam focus

  • Characterise every party twice: as its own programme presents it, and as others describe it (AO4).
  • Get the founding and governing dates right: ND and PASOK 1974, KKE 1918, SYRIZA in office 2015–2019, ΜέΡΑ25 founded 2018.
  • For parties subject to criminal proceedings, state the court, the date and the decision, and nothing else.
  • Name the parties in Greek and use the abbreviations Greek sources use: ΝΔ, ΚΚΕ, ΠΑΣΟΚ, ΚΙΝΑΛ.

Typical mistakes

  • Describing a party in the words of its opponents and presenting that as description.
  • Mapping Greek parties onto British ones. The correspondence is loose and the mapping usually misleads.
  • Adding characterisation to the Golden Dawn judgment. The legal facts and their dates are sufficient and are all that is defensible.
  • Writing about the party system as it stood in one particular year without saying which year.

Choose three parties currently represented in the Βουλή and write 60 words in Greek on each, in two sentences: the first stating how the party's own programme presents it, the second how others describe it. Neither sentence may contain a word that gives away which of the three you prefer. Then check the current composition of parliament for the year you will sit the examination.

Key points

The specification asks for significant figures from 2009 onwards, which means an examinable list of names with their offices and their dates — not a set of character sketches. The prime ministers of the period, in order: Γιώργος Παπανδρέου, of PASOK, from October 2009 to November 2011; Λουκάς Παπαδήμος, formerly a central banker, heading a cross-party government to May 2012; Παναγιώτης Πικραμμένος, a senior judge, leading the caretaker administration between the two elections of 2012; Αντώνης Σαμαράς, of New Democracy, from June 2012 to January 2015; Αλέξης Τσίπρας, of SYRIZA, from January 2015, briefly out of office in the late summer of that year, and again from September 2015 to July 2019; and Κυριάκος Μητσοτάκης, of New Democracy, from July 2019.
Two finance ministers belong on the list because the specification's period is defined by economic negotiation. Γιάνης Βαρουφάκης — who spells his first name with a single nu — held the office from January to July 2015 and resigned the day after the referendum; he later founded ΜέΡΑ25. Ευκλείδης Τσακαλώτος succeeded him and signed the third programme. Among heads of state, Κάρολος Παπούλιας was President from 2005 to 2015, Προκόπης Παυλόπουλος from 2015 to 2020, and Κατερίνα Σακελλαροπούλου from 2020, the first woman to hold the office. Party leaderships changed too: Δημήτρης Κουτσούμπας has led ΚΚΕ since 2013 and Νίκος Ανδρουλάκης has led ΠΑΣΟΚ – ΚΙΝΑΛ since 2021.
How to write about a figure without either eulogy or attack is a technique and it has three moves. Say what office they held and when. Say what decision or event they are principally associated with, in neutral terms — signed the first programme, called the referendum, resigned after it, concluded the third programme. Then, if you want to evaluate, attribute: οι υποστηρικτές του υποστηρίζουν ότι, his supporters maintain that; οι επικριτές του θεωρούν ότι, his critics consider that. Three sentences, no exposure. A candidate who writes ο Χ κατέστρεψε τη χώρα has written a sentence that no mark grid can reward, because it is neither knowledge nor analysis; it is a slogan.
There is one more category the specification implies and that thin answers miss: significant figures who never held office. Trade-union leaders, journalists, mayors, and the heads of institutions such as the Bank of Greece shaped the period. So did figures in European politics whose decisions bore directly on Greece, including the presidents of the Eurogroup and of the European Central Bank across those years. A candidate researching this sub-theme who can name one non-office-holder accurately, and say what they did and when, is doing something the examiner will not have seen in the previous fifty scripts.
Worked example

Paper 3 Section A: hearing a qualification inside a judgement

  1. 01Catch the scope of the negative in the first sentence

    δεν είχαν όλοι το ίδιο περιθώριο. The negative attaches to όλοι, not to είχαν: it means not all of them had the same room for manoeuvre, rather than none of them had. Greek allows this scope reading naturally and English needs care to preserve it. Το περιθώριο is literally the margin and here means room for manoeuvre. Mishearing the scope reverses the sentence, which is the kind of error a multiple-choice distractor is designed to catch.

  2. 02Follow the άλλοι … άλλοι contrast to the second half

    Άλλοι ανέλαβαν με ισχυρή πλειοψηφία και άλλοι με μια συμμαχία που κρατούσε από μέρα σε μέρα. Ανέλαβαν is the simple past of αναλαμβάνω, took office. The second half omits the verb by ellipsis, which is normal and which a listener must supply. Που κρατούσε από μέρα σε μέρα, which held from one day to the next, is an idiom for precariousness. The contrast is between prime ministers with a working majority and prime ministers with a fragile coalition, and it is the item's factual content.

  3. 03Recognise the nominalised clause and the double negative it contains

    Το να κρίνει κανείς τις αποφάσεις τους χωρίς να λάβει υπόψη τι μπορούσαν πραγματικά να κάνουν είναι εύκολο. Το να plus subjunctive nominalises the whole clause: judging their decisions. Κανείς is the indefinite one. Χωρίς να λάβει υπόψη is without taking into account, with λάβω, the perfective subjunctive of λαμβάνω, and υπόψη as a fixed adverbial. The embedded question τι μπορούσαν πραγματικά να κάνουν, what they could really do, carries an imperfect of μπορώ.

  4. 04Summarise the judgement, not the description

    The item's conclusion is the last clause: εύκολο, αλλά όχι ιδιαίτερα χρήσιμο, easy but not particularly useful. The speaker is not defending any prime minister; the speaker is making a methodological point about how to judge them. A summary that says the speaker defends the prime ministers of the period has misread it, and a summary that omits the point altogether has reported the evidence and dropped the conclusion. In Greek: Ο ομιλητής υποστηρίζει ότι οι πρωθυπουργοί της περιόδου λειτούργησαν κάτω από πολύ διαφορετικούς περιορισμούς και ότι μια κρίση που αγνοεί τους περιορισμούς αυτούς είναι εύκολη αλλά αναλυτικά άχρηστη.

Result: Model summary in Greek: Ο ομιλητής υποστηρίζει ότι οι πρωθυπουργοί της περιόδου λειτούργησαν κάτω από πολύ διαφορετικούς περιορισμούς — άλλοι με ισχυρή πλειοψηφία, άλλοι με εύθραυστη συμμαχία — και ότι μια κρίση που αγνοεί τους περιορισμούς αυτούς είναι εύκολη αλλά αναλυτικά άχρηστη.

Exam focus

  • Office plus dates, then the associated decision, then attributed evaluation. Three moves, no exposure (AO4).
  • Get the prime-ministerial sequence right: Παπανδρέου, Παπαδήμος, Σαμαράς, Τσίπρας, Μητσοτάκης.
  • Γιάνης Βαρουφάκης spells his first name with one nu. Small accuracies of this kind read as real knowledge.
  • Include at least one significant figure who never held office.

Typical mistakes

  • Turning a list of names into a set of verdicts. The grid rewards neither praise nor blame in the candidate's own voice.
  • Confusing the President of the Republic with the Prime Minister when naming figures.
  • Getting the 2015 sequence wrong. Tsipras was in office from January, resigned in August and returned in September.
  • Spelling Greek surnames from an English transliteration rather than from the Greek.

Active revision

Write 200 words in Greek on three significant figures of the period, each in three sentences following the office-decision-attribution pattern. One of the three must not have held ministerial office. Check every name's spelling in Greek before you finish, since a misspelled name is an accuracy error as well as a knowledge one.

Key points

The specification names this event by its date, which tells you it expects precision. The sequence is documented and can be stated flatly. Negotiations between the Greek government and its creditors broke down in the last week of June 2015. On 27 June the government announced a referendum. On 28 June the European Central Bank froze the ceiling on emergency liquidity assistance to Greek banks; the banks were closed and capital controls, οι έλεγχοι κεφαλαίων, were imposed from 29 June. The referendum was held on Sunday 5 July 2015. The question asked voters whether they accepted the draft agreement submitted by the three institutions at the Eurogroup of 25 June, and the ballot's two options were Δεν εγκρίνεται, ΟΧΙ, printed first, and Εγκρίνεται, ΝΑΙ.
The outcome and what followed are equally documented. The official count recorded a majority of about sixty-one per cent for ΟΧΙ, on a turnout of about sixty-two per cent — figures worth giving as approximations attributed to the official result rather than to the decimal place. Γιάνης Βαρουφάκης resigned as finance minister on 6 July. On 13 July a euro summit set out the basis for a third assistance programme, which was agreed in August 2015 under the European Stability Mechanism and which contained conditions broadly comparable to, and in some respects harder than, those the referendum had rejected. Alexis Tsipras subsequently called an election, held in September 2015, which SYRIZA won.
What the referendum meant is contested, and the contest is the examinable part. The government's account at the time was that the vote strengthened its negotiating position; its account afterwards was that the alternative to agreement was an exit from the euro that it judged worse than the terms. Critics on its own side, including ministers who left the party, held that the result was not honoured. Supporters of ΝΑΙ argued that the question was unclear, that the proposal being voted on had already lapsed, and that the vote was in substance about euro membership rather than about a document. Others have argued that the referendum's real effect was to demonstrate the limits of national democratic mandates inside a currency union. Each is a position with holders; none is the answer.
Two technical points make the difference between a good answer and a superficial one. First, the legal and constitutional question: Greek constitutional provision for referendums is narrow, and whether this one was properly within it was itself argued, including in the Council of State. Second, the design question: the ordering of the options on the ballot, the length of the campaign — barely a week — and the fact that the document being voted on was technical and had been published in English were all criticised at the time. Neither point requires you to take a side; both demonstrate that you know a referendum is an instrument with a design, and that its design shapes what its result can be taken to mean.
Worked example

Paper 2 Section A: translating into Greek and harvesting the AO3 range mark on purpose

Translate into Greek. The referendum was announced on 27 June 2015 and held on 5 July. By then the banks had already closed and capital controls had been imposed. The official result recorded about sixty-one per cent for No; within a month a third programme had nevertheless been signed, and what the vote had meant was being argued about before the ink was dry.

  1. 01Read the AO3 guidance as a shopping list before you start

    The mark grids define complex language as conceptually challenging tenses such as the pluperfect and future perfect, the passive, the subjunctive, subordination, extended sentences carrying abstract argument, and varied synonymy. This English passage happens to require a pluperfect twice, a passive three times and a subjunctive once, which means a faithful translation collects most of the list without any padding. Recognising that before you write is the technique: read the English for the structures it will force you into, and translate them fully rather than simplifying.

  2. 02Sentence 1 — two aorist passives, one of them learned

    Το δημοψήφισμα προκηρύχθηκε στις 27 Ιουνίου 2015 και διεξήχθη στις 5 Ιουλίου. Προκηρύχθηκε is the simple past passive of προκηρύσσω, was called or was announced — the standard verb for calling an election or a referendum. Διεξήχθη is the simple past passive of διεξάγω, was held or was conducted, and it is a learned form with the augment inside the compound; it is exactly the sort of item the grid means by grammar specific to A Level. Dates take στις plus the accusative of the feminine plural article, standing for ημέρες.

  3. 03Sentence 2 — a pluperfect active beside a pluperfect passive

    Ως τότε οι τράπεζες είχαν ήδη κλείσει και είχαν επιβληθεί έλεγχοι κεφαλαίων. Κλείνω is used intransitively here, so είχαν κλείσει is an active pluperfect; επιβάλλω is transitive, so its pluperfect passive is είχαν επιβληθεί. Putting the two side by side in one sentence is a deliberate display of control, and it is what the English forced anyway. Ήδη sits between the auxiliary and the non-finite form, which is where Greek puts it.

  4. 04Sentence 3 — υπέρ with the genitive, and a third pluperfect passive

    Το επίσημο αποτέλεσμα κατέγραψε περίπου εξήντα ένα τοις εκατό υπέρ του «Όχι»· μέσα σε έναν μήνα είχε παρ' όλα αυτά υπογραφεί τρίτο πρόγραμμα. Κατέγραψε is the simple past of καταγράφω. Υπέρ takes the genitive — υπέρ του «Όχι» — and is a preposition of learned origin, another item the grammar list names. Τοις εκατό, per cent, is a fossilised dative and is invariable. Είχε υπογραφεί is the pluperfect passive of υπογράφω, and παρ' όλα αυτά, nevertheless, is placed inside the verbal group.

  5. 05Sentence 3 continued — nominalise, then finish with πριν and a subjunctive

    και το τι σήμαινε η ψήφος συζητιόταν πριν καν στεγνώσει το μελάνι. Το τι nominalises the embedded question; σήμαινε is the imperfect of σημαίνω; συζητιόταν is the imperfect mediopassive of συζητώ, was being argued about. Πριν always takes the subjunctive in Greek, here the perfective στεγνώσει, and καν adds even. Count what the paragraph has collected: three pluperfects, two of them passive; two aorist passives, one learned; two imperfects, one mediopassive; a subjunctive after πριν; a nominalised clause; and a learned preposition with the genitive. That is the AO3 range grid satisfied by translating accurately.

Result: Το δημοψήφισμα προκηρύχθηκε στις 27 Ιουνίου 2015 και διεξήχθη στις 5 Ιουλίου. Ως τότε οι τράπεζες είχαν ήδη κλείσει και είχαν επιβληθεί έλεγχοι κεφαλαίων. Το επίσημο αποτέλεσμα κατέγραψε περίπου εξήντα ένα τοις εκατό υπέρ του «Όχι»· μέσα σε έναν μήνα είχε παρ' όλα αυτά υπογραφεί τρίτο πρόγραμμα, και το τι σήμαινε η ψήφος συζητιόταν πριν καν στεγνώσει το μελάνι.

  • The dates are the point: 27 June announced, 28–29 June banks closed and controls imposed, 5 July held, 13 July euro summit, August programme (AO4).
  • Give the result as about sixty-one per cent on a turnout of about sixty-two, attributed to the official count. Do not quote decimals.
  • Set out at least three accounts of what the vote meant, each with holders.
  • The constitutional and design questions lift an answer without requiring you to take a side.

Typical mistakes

  • Writing that the referendum rejected the third programme. It concerned a draft agreement from 25 June; the third programme was negotiated afterwards.
  • Quoting the result to two decimal places from memory. Approximate and attribute.
  • Presenting the government's account, or its critics', as the fact of the matter.
  • Omitting the capital controls, which are what made the week extraordinary and which shaped the vote.

Key points

This is the fourth research subject, and the first decision a candidate makes about it is one of framing. The specification calls it Πρόσφυγες στην Ελλάδα — refugees in Greece — and not το προσφυγικό, the refugee question, which is the abstraction Greek public debate more often uses. Write about people: where they came from, how they arrived, what happened to them, what they are doing now. An essay about a crisis is an essay about a policy problem; an essay about refugees is an essay about human beings who have names, languages, professions and children in Greek schools, and it is a better essay by the AO4 grid's own criteria, which reward ideas about culture and society rather than about administration.
The vocabulary must be exact because the words are legally distinct and Greek sources use them precisely. Ο πρόσφυγας is a refugee, a person recognised as needing protection; ο αιτών άσυλο is an asylum seeker, whose claim has not yet been decided; ο μετανάστης is a migrant, which is the wider term and carries no claim about protection; ο ασυνόδευτος ανήλικος is an unaccompanied minor. Το άσυλο is asylum; η Υπηρεσία Ασύλου the asylum service; το Υπουργείο Μετανάστευσης και Ασύλου the ministry, established as a separate ministry in 2020. Η υποδοχή is reception, η ταυτοποίηση identification, το κέντρο υποδοχής the reception centre, η επαναπροώθηση pushback, η μετεγκατάσταση relocation, η ένταξη and η ενσωμάτωση integration. Using μετανάστης for a recognised refugee is not a stylistic slip; it is a factual error.
The dated shape of the first aspect, πρόσφυγες στην Ελλάδα από το 2015 και μετά. Arrivals by sea to the eastern Aegean islands — Λέσβος, Χίος, Σάμος, Κως, Λέρος — rose to a level in 2015 far beyond anything previously recorded, with the largest groups coming from Syria, Afghanistan and Iraq; the great majority travelled onward through the Balkans. Those routes closed in early 2016; the EU–Turkey Statement of March 2016 followed; and arrivals fell sharply while large numbers of people remained in Greece. Reception and identification centres on the islands, of which Μόρια on Lesvos became the most reported, held populations far beyond their stated capacity for years; Moria was destroyed by fire in September 2020 and replaced by a new facility. Give magnitudes as magnitudes and attribute them; do not produce a number from memory.
The second and third aspects, and the contested part. Integration is concrete and describable: children of refugee families attend Greek state schools, with reception classes established for them; Greek-language provision, housing programmes and access to the labour market and to social-security registration have all been organised and reorganised; and a growing number of people who arrived after 2015 now hold status, work and live in Greek cities. On NGOs, το έργο των ΜΚΟ, name the kinds — international agencies such as the UNHCR and IOM, international medical and humanitarian organisations, Greek organisations, church-based initiatives and informal local solidarity groups — and say what each kind actually does. Then the contested part, handled as such: allegations of pushbacks at the land and sea borders have been made by journalists, non-governmental organisations and European bodies and have been denied by the Greek government; registration requirements introduced for NGOs from 2020 have been described by the state as accountability and by some organisations as an obstacle. State who says what. Adjudicate nothing.
Worked example

Paper 1 Section C: the research question on Πρόσφυγες στην Ελλάδα

The unseen Greek text describes a state school in an Athenian suburb where a third of the pupils in one class arrived in Greece after 2015. The statement is: «Η ένταξη των προσφύγων στην ελληνική κοινωνία είναι πλέον ζήτημα εκπαίδευσης και εργασίας, όχι υποδοχής.» Plan and open a 270–320-word answer.

  1. 01Read the statement for the shift it proposes and decide how far it is right

    The statement claims that the centre of gravity has moved from reception to integration. That is largely defensible for people who arrived in and shortly after 2015 and have since obtained status, and much less defensible for people arriving now, for whom reception is exactly the live question. So the answer writes itself as a distinction between two populations. Opening in Greek: Η δήλωση ισχύει για όσους ήρθαν πριν από περίπου μια δεκαετία και έχουν πλέον καθεστώς· δεν ισχύει για όσους φτάνουν σήμερα, για τους οποίους η υποδοχή παραμένει το πρώτο ερώτημα.

  2. 02Use the text for the AO2 marks, and use it for something specific

    AO2 is 10 marks and rewards relevant information from the text contributing to your ideas. A school class is a gift, because it is concrete: Το κείμενο περιγράφει μια τάξη στην οποία το ένα τρίτο των μαθητών έφτασε στην Ελλάδα μετά το 2015 — μια εικόνα που δείχνει ότι η ένταξη δεν είναι σχέδιο για το μέλλον αλλά καθημερινή πραγματικότητα σε συγκεκριμένα σχολεία. Notice that the fraction comes from the text, not from your memory, which is precisely why it is safe to use.

  3. 03Cover the second aspect with mechanisms rather than sentiment

    Η ένταξη περνά από τρία πράγματα: τη γλώσσα, το σχολείο και την εργασία. Τα παιδιά φοιτούν σε δημόσια σχολεία, συχνά με τάξεις υποδοχής· οι ενήλικες χρειάζονται αναγνώριση προσόντων, πρόσβαση σε ασφάλιση και επάρκεια στα ελληνικά, που είναι δύσκολη γλώσσα για ενήλικες. Three mechanisms, each checkable, none sentimental. Φοιτούν, they attend, is a higher-register verb than πηγαίνουν and is free range.

  4. 04Cover the third aspect, and mark the contested part explicitly

    Οι ΜΚΟ κάλυψαν, ιδίως τα πρώτα χρόνια, λειτουργίες που αλλού ασκεί το κράτος. Το έργο τους αξιολογείται διαφορετικά: η πολιτεία έχει ζητήσει μεγαλύτερη λογοδοσία, ενώ ορισμένες οργανώσεις θεωρούν ότι οι νέες απαιτήσεις καταγραφής δυσχεραίνουν τη δουλειά τους. Αξιολογείται διαφορετικά, is assessed differently, does the attribution work in two words. Then, one sentence for the hardest material: Οι καταγγελίες για επαναπροωθήσεις έχουν διατυπωθεί από δημοσιογράφους, οργανώσεις και ευρωπαϊκά όργανα και έχουν απορριφθεί από την ελληνική κυβέρνηση. Allegation and denial, both attributed, in a single sentence, with a perfect passive in each half.

  5. 05Close on the statement and audit the three grids

    Συνεπώς, η δήλωση περιγράφει σωστά το πού βρίσκεται σήμερα το βάρος για τη μια ομάδα, αλλά όχι για την άλλη· η ένταξη και η υποδοχή δεν διαδέχονται η μια την άλλη, συνυπάρχουν. Then audit. AO4 out of 20: are the three aspects covered and is the focus on the research subject throughout? AO2 out of 10: have you used the text at least twice and gone beyond it? AO3 out of 10: does the Greek contain a passive, a perfect, a subjunctive and at least four different connectives? Three targeted sentences will usually supply anything missing.

Result: Opening: Η δήλωση ισχύει για όσους ήρθαν πριν από περίπου μια δεκαετία και έχουν πλέον καθεστώς· δεν ισχύει για όσους φτάνουν σήμερα, για τους οποίους η υποδοχή παραμένει το πρώτο ερώτημα.   • Producing arrival or population figures from memory. Give the magnitude and attribute it.
  • Writing only about arrival and reception, and never about the people who have been living in Greece for a decade.
  • Treating NGOs as a single actor with a single record. They differ enormously and are assessed differently.
  • Sentimentality in one direction or dehumanising framing in the other. Both are failures of accuracy before they are failures of taste.

Write 300 words in Greek on this research subject in which no sentence contains a number you cannot source, at least three sentences describe what an individual or a family actually does in a day, and every contested assessment names its holder. Then check the three aspects are all present, because a research candidate is required to cover all three.
