中英关系: trade, cultural exchange and educational exchange

This topic carries the second sub-theme of Edexcel Theme 4, 1978 年改革开放对中国的影响: 中英关系 (traditional 中英關係), which the specification exemplifies as 贸易, 文化交流 and 教育交流. It is the only sub-theme in the whole specification that is explicitly bilateral, and it is therefore the one a UK candidate can research most concretely, because half of the material is on their own doorstep - a university with Chinese students in it, a Chinese New Year celebration in a city centre, a supermarket shelf. Because the relationship is also a live political question on which the two governments have publicly disagreed, the topic is written to a strict discipline: dated, documented events are stated plainly; positions are attributed to the party that holds them; disagreements are named as disagreements and not adjudicated; no statistic is invented; and the weight of the topic stays on the language and the analytical method rather than on current affairs.

Learning them as a set means a candidate can report a relationship accurately without either endorsing or attacking anybody's position. The emphasised term is 互利共赢, because it is the one on the list that belongs to a particular speaker: it is an official Chinese formulation and must be quoted as one rather than used as neutral description.

Key points

Begin with the dated frame, because it is the part nobody can argue with. The United Kingdom and the People's Republic of China exchanged ambassadors in 1972, and the term for establishing relations is 建交 (jiànjiāo). The Sino-British Joint Declaration, 中英联合声明 (Zhōng Yīng liánhé shēngmíng), was signed in 1984, and sovereignty over Hong Kong was transferred on 1 July 1997. In October 2015 a state visit was described at the time by both governments as opening a 黄金时代 (huángjīn shídài), a golden era, in relations; later UK governments have used different language. In 2021 the UK opened a visa route for holders of British National (Overseas) status. Those are the landmarks, each attached to a year. Two further pieces of context are worth having and both are documented. Hong Kong was a British territory until 1997, which is why the relationship has a bilateral history that most of Britain's relationships with East Asian states do not; and there has been a substantial Chinese population in Britain for well over a century, so cultural and educational exchange predates any of the diplomatic landmarks above.
Now the discipline this sub-theme demands, which is the single most transferable thing in the topic. On several matters the two governments have stated publicly different positions, and it is not an examination candidate's job to settle them. What is your job is to report accurately and to attribute. The reporting frames are formulaic and should be learnt as a set: 中方认为… (the Chinese side holds that…), 英方则认为… (the British side, for its part, holds that…), 双方表示… (both sides stated that…), 双方在这个问题上存在分歧 (the two sides have differences on this question), 据…报道 (according to a report by…). Using them is not evasion; it is the register in which international relations are actually written in Chinese, and it will read as competence. The frames also solve a practical problem in Task 1 and Paper 2 alike. Because they are formulaic, they can be learnt as complete units and deployed under pressure without composition, which frees attention for the content. Learning six reporting frames is cheaper than learning six hundred words of political vocabulary and it does far more work.
The vocabulary of the relationship itself sits at a formal register and rewards precision. 双边关系 (shuāngbiān guānxì) bilateral relations; 合作 (hézuò) cooperation and 竞争 (jìngzhēng) competition, which are not opposites and often coexist; 分歧 (fēnqí), divergence of view - a beautifully neutral word and the one to reach for when you need to name a disagreement without characterising it; 对话 (duìhuà) dialogue; 协议 (xiéyì) agreement. Note carefully that 互利共赢 (hùlì gòngyíng), mutual benefit and shared gain, is an official formulation used in Chinese diplomatic language; quote it as such - 中方常用 互利共赢 这个说法 - rather than adopting it as your own description, because a candidate who repeats a government's formulation as though it were a neutral fact has stopped analysing. A further pair is worth adding for precision. 立场 is a stated position, which a government has; 态度 is an attitude, which is softer and more personal. And 关切 (concern) is the diplomatic register's word for a stated worry, distinctly weaker than 反对 (opposition). Choosing accurately among these is what allows you to report a disagreement without exaggerating it.
For the exam, the strongest move available in this sub-theme is the layered claim: state what is documented, then state what is contested, then say what you think and why, with a condition. 两国在贸易和教育方面的联系很深, 这是可以查到的事实. 但在一些政治问题上, 双方的立场明显不同, 而且这种不同近年来更公开. 在我看来, 正因为分歧存在, 文化和教育交流才更值得保护 - it is precisely because differences exist that cultural and educational exchange is worth protecting. 正因为…才… gives the claim its shape, and the position is yours, argued, and not a repetition of anybody's press release. One caution about the layered claim: it must be layered in that order. A candidate who opens with their own view and then supplies facts has written an opinion piece; one who establishes the documented ground first and arrives at a view has written an argument. The order is what makes the same content read as analysis rather than as advocacy, and it costs nothing to get right.
Worked example

Building an even-handed paragraph about a contested relationship

Write roughly 140 characters answering 中英关系近年来有什么变化? - what has changed in UK-China relations in recent years? The paragraph must be accurate, must attribute every position, and must reach a view of your own.

  1. 01Open with what is documented and dated

    中英两国 1972 年建交, 1984 年签署了中英联合声明, 1997 年香港的主权移交给中国. 签署 is to sign a document, more formal than 签. 主权移交 is the transfer of sovereignty, the standard formulation. Three dated facts in one sentence, none of them contested, and they give the paragraph a floor to stand on.

  2. 02State the high point, attributed to the moment rather than asserted

    2015 年双方曾把两国关系称为 黄金时代. 曾 is the formal marker of a past occurrence - once did, at one time - and it does exactly the work you need: the description belonged to that moment. 把…称为… is the disposal construction with a naming verb: called it a golden era. Note that the sentence reports who used the phrase and when, without endorsing it.

  3. 03Name the change without characterising it

    近年来, 双方在一些问题上的立场明显不同, 这种分歧也比以前更公开. 立场 is a stated position. 明显不同 states the strength of the difference without saying who is right. 比以前更公开 is a comparison about visibility rather than about substance, which is precisely the claim you can actually support.

  4. 04Give the counterweight, concretely

    不过, 贸易和教育方面的联系并没有断: 中国学生仍然是英国大学最大的国际学生群体之一, 不少英国大学也在中国合作办学. 并没有断 is emphatic negation plus a resultative - has not been severed. 之一 (one of) keeps the claim modest and therefore safe. Two concrete instances beat any adjective.

  5. 05Take a position with a condition

    在我看来, 正因为政治上存在分歧, 教育和文化交流才更值得保护, 因为这是普通人能直接参与的部分. 正因为…才… gives the claim its shape and its force. 值得 plus a verb is worth doing. The closing reason - that this is the part ordinary people can take part in - is your own and is defensible, which is what the AO4 grid means by a justified point of view.

  6. 06Why this counts as argument

    Five sentences: three dated facts, one attributed description, one visibility claim, two concrete counterweights and a conditional judgement. Nothing in it endorses a government, nothing in it invents a number, and every sentence would survive a follow-up question. That combination is unusual in candidate work on this sub-theme and it is exactly what the top AO4 band describes.

Typical mistakes

  • Adopting either government's framing as neutral description. Attribute it and the answer gains; repeat it and the answer loses its analytical footing.
  • Treating 合作 and 竞争 as mutually exclusive. Relationships routinely contain both, and saying so is an analytical point.
  • Confusing 分歧 with 冲突. 分歧 is a difference of view; 冲突 is a clash, and the two are not interchangeable.
  • Dating the establishment of relations to 1949 or to 1997. The ambassadorial exchange was in 1972 and the handover in 1997; they are different events.

Key points

Trade is the strand most easily described badly, because a candidate reaches for figures they cannot verify. The way to describe it well is by content and by mechanism. China is among the United Kingdom's largest trading partners for goods, and the composition of the trade is describable: consumer electronics, clothing, machinery and components flow one way; British exports to China have prominently included vehicles, machinery, pharmaceuticals, and branded consumer goods, with services and education alongside them. Say what is traded and you have said something specific; say how much and you have said something you cannot defend. One further honest observation about composition is worth making, because it complicates the naive picture in a useful way: much of what crosses is intermediate rather than finished - components, materials and parts that are assembled elsewhere - so a great deal of trade is between firms rather than between consumers and producers. That is a fact about how modern trade works and it explains the supply-chain point below.
The vocabulary is formal but small and worth owning completely. 进口 (jìnkǒu) import and 出口 (chūkǒu) export - fix the direction with the characters, 进 in and 出 out. 贸易顺差 (màoyì shùnchā) a trade surplus and 贸易逆差 (màoyì nìchā) a deficit; 顺 is with the flow and 逆 against it, which makes the pair memorable. 关税 (guānshuì) tariff; 供应链 (gōngyìngliàn) supply chain; 投资 (tóuzī) investment; 品牌 (pǐnpái) brand; 市场份额 (shìchǎng é'é… note the correct form 市场份额, shìchǎng fèn'é) market share. And 全球化 (quánqiúhuà) globalisation, the frame the whole strand sits inside. Two further terms belong to the same field. 出口额 and 进口额 are the values of exports and imports, useful if you need to refer to magnitude without stating one; and 贸易伙伴 (trading partner) is the standard phrase for the relationship itself. 中国是英国重要的贸易伙伴之一 is a sentence you can say with complete confidence and no figure at all.
Two mechanisms are worth being able to explain, because explaining a mechanism is what lifts trade above list-making. The first is the supply chain: 很多在英国卖的东西是在中国生产的, 但设计和品牌可能属于英国或者其他国家 - many things sold in Britain are made in China, though the design and the brand may belong to Britain or elsewhere. That single sentence dissolves the naive picture of trade as countries swapping finished goods, and it is true. The second is that services and education count as exports too, which is why the next two sections belong in the same sub-theme as this one. The second mechanism deserves one further sentence, because candidates habitually think of exports as goods. Education is an export: a Chinese student paying fees to a British university is buying a British service, and it is counted as such. That single observation connects the trade strand to the educational strand and shows that the three parts of this sub-theme are not three separate topics.
The evaluative frame should be two-sided and attributed, because trade is exactly where opinion divides. 支持者认为, 贸易让消费者买到更便宜的东西, 也给两国的企业带来机会 - supporters argue that trade gives consumers cheaper goods and gives firms in both countries opportunities. 批评者则担心, 过度依赖一个国家的供应链会带来风险 - critics, for their part, worry that over-dependence on one country's supply chains carries risk. 则 marks the second party's position; 依赖 (to depend on) and 风险 (risk) are the two nouns the criticism turns on. Present both, then judge. One caution about the critics' case. The concern about dependence is a concern about concentration and resilience rather than about trade as such, and stating it precisely - 风险在于集中, 不在于贸易本身 - both represents it fairly and is analytically sharper. A candidate who renders the criticism as simply being against trade has misreported it and will be corrected by the follow-up question.
Worked example

Paper 1 Section C: translation into English of a passage on trade

Translate into English. 支持者认为, 中英之间的贸易让两国的消费者和企业都受益: 一方面价格更低, 另一方面市场更大. 批评者则担心, 过度依赖一条供应链会带来风险, 一旦出现问题, 影响可能很广. 事实上, 在中国生产并不等于由中国企业设计. 很多产品的品牌仍然属于英国公司, 只是把制造这一步放在了国外.

  1. 01支持者认为, 中英之间的贸易让两国的消费者和企业都受益

    支持者 is those who support, formed with the agentive suffix 者 from the Appendix 3 noun list. 中英之间的 is a pre-nominal attributive: the trade between China and Britain. 让 is the causative and 受益 is to benefit, so 让…受益 is causes to benefit. 都 covers both consumers and firms and is pre-verbal. Render: supporters argue that trade between China and Britain benefits consumers and businesses in both countries.

  2. 02一方面价格更低, 另一方面市场更大

    一方面…另一方面… is the two-sided frame from the Appendix 3 conjunction family. Both halves use bare comparatives - 更低, 更大 - whose standard is understood from context, which English will normally supply: prices are lower and the market is bigger. Note that the colon before this pair in the Chinese does the same explanatory work as an English colon or dash.

  3. 03批评者则担心, 过度依赖一条供应链会带来风险

    则 is the formal correlative adverb, pre-verbal, marking the second party's contrasting position: critics, for their part, worry that. 过度 is a bound morpheme meaning excessively, prefixed to 依赖 (depend on). 一条 is the measure word for chains and long thin things - 条 - and getting it right is a visible mark. 带来风险 is to bring risk.

  4. 04一旦出现问题, 影响可能很广

    一旦 is once, in the event that - a conditional conjunction introducing an unwelcome possibility. 出现问题 is for problems to arise. 影响 here is a noun, the effect, and 广 (wide) is the adjective. English will want should anything go wrong, the effects could be wide-ranging. Do not translate 一旦 as one day; it is conditional, not temporal.

  5. 05事实上, 在中国生产并不等于由中国企业设计

    事实上 is in fact, a sentence adverb at the head. 在中国生产 is a whole clause used as a subject: being produced in China. 并不等于 is emphatic negation plus is not equal to. 由 is the agentive coverb - by, at the hands of - so 由中国企业设计 is designed by Chinese firms. The sentence is a definition-correcting move and its English should be equally crisp.

  6. 06很多产品的品牌仍然属于英国公司, 只是把制造这一步放在了国外

    属于 is to belong to. 只是 is merely, it is just that. 把制造这一步放在了国外 is the 把 construction: 制造这一步, the manufacturing step, is taken and placed abroad. 这一步 (this step) is the measure phrase turning a verb into a stage of a process, and it is elegant Chinese. 放在了国外 is verb plus locative complement plus 了.

  7. 07Where the marks are

    The awardable joints are the 者 agentive nouns, 让…受益, the 一方面…另一方面… frame, 则 in its pre-verbal position, the measure word 条, 一旦 as conditional, 并不等于, the agentive 由, and the 把 construction with a locative complement. Nine sections of language in six short sentences - which is why the recommended twenty minutes for Section C is enough only if you translate structurally rather than word by word.

Result: Supporters argue that trade between China and Britain benefits consumers and businesses in both countries: prices are lower on the one hand, and the market is larger on the other. Critics, for their part, worry that excessive dependence on a single supply chain brings risk, and that should anything go wrong the effects could be far-reaching. In fact, being manufactured in China is not the same as being designed by a Chinese company. The brands of many products still belong to British firms, which have simply placed the manufacturing stage abroad.

Exam focus

  • Describe what is traded rather than how much; composition is defensible, quantities are not (AO4).
  • Fix 进口 and 出口 by their characters, and 顺差 and 逆差 by 顺 and 逆 (AO3).
  • Explain the supply-chain mechanism; it dissolves the naive picture of trade and is genuinely analytical (AO4).
  • Give the supporters' and critics' cases with 支持者认为 and 批评者则担心, then judge (AO4).

Typical mistakes

  • Quoting a trade figure. It changes annually, is measured differently by different bodies, and cannot be checked in the exam room.
  • Reversing 进口 and 出口 under pressure. Drill the characters: 进 has the movement radical going in, 出 goes out.
  • Saying Britain only imports from China. Vehicles, machinery, pharmaceuticals, branded goods, services and education all go the other way.
  • Treating made in China as meaning owned by China. Design, brand and much of the value may sit elsewhere in the chain, and that distinction is the analysis.

文化交流: what actually crosses, and in which direction#

Key points

Cultural exchange is the strand where a UK candidate has the best first-hand evidence, and first-hand evidence is exactly what the AO4 grid calls pertinent. Chinese New Year celebrations take place in British city centres - the London event is frequently described as among the largest outside Asia - with 舞狮 (wǔshī) lion dances, 舞龙 (wǔlóng) dragon dances and street food. Major museums mount exhibitions of Chinese art and archaeology. Chinese films appear at British festivals and occasionally in general release, usually with 字幕 (zìmù) subtitles. Tourism, 旅游 (lǚyóu), runs in both directions when visa arrangements allow. Each of these is describable from your own experience, and describing one you have actually seen is worth more than listing five you have not. Two further channels are worth naming because they are concrete and easily overlooked. Food is the most widely distributed Chinese cultural export in Britain by a large margin, and Chinese-language schools run at weekends by community organisations are a long-established institution in many British cities. Both are describable from experience and neither requires any statistic.
The institutional vocabulary matters too. 孔子学院 (Kǒngzǐ Xuéyuàn), the Confucius Institute, is a Chinese-government-supported language and culture centre hosted at partner universities, including in the United Kingdom; their role has been the subject of public and parliamentary debate in Britain, with supporters describing them as language provision and critics raising questions about influence and academic independence. Report that as what it is - 关于孔子学院的作用, 英国国内有不同的看法 - and you have handled a genuinely contested institution in the way an examiner wants. 合拍片 (hépāipiàn) is a film co-production; 展览 (zhǎnlǎn) an exhibition; 交流项目 (jiāoliú xiàngmù) an exchange programme. Two further institutional facts are safe and useful. Museum exhibitions of Chinese material are often mounted as loans negotiated between institutions, so a major exhibition is itself a piece of bilateral cooperation; and city-to-city twinning arrangements exist between British and Chinese cities, providing a local and concrete example that a candidate may well be able to name for their own area.
The analytical question that makes this section more than a list is about direction and asymmetry. Ask what crosses easily and what does not. Chinese food, festivals and martial-arts cinema have travelled to Britain over decades and are embedded in British urban life; contemporary Chinese literature and television travel much less easily, largely because of language. 语言仍然是最大的障碍 - language is still the biggest obstacle - is a claim you can support from your own experience of how few Chinese films reach a British cinema unsubtitled or unremade. And the same asymmetry runs the other way, which is a comparison worth making rather than a complaint worth registering. There is a second asymmetry worth naming, and it runs against the expected direction: British cultural products reach China substantially through education and through language learning, so the traffic is not simply commercial in either direction. Noticing that the mechanisms differ, rather than only that the volumes differ, is the more analytical observation.
For language, this section rewards the vocabulary of reception rather than of transmission. 受欢迎 (shòu huānyíng) to be well received; 引起兴趣 (yǐnqǐ xìngqù) to arouse interest; 被介绍到 (bèi jièshào dào) to be introduced into; 影响 (yǐngxiǎng) as both verb and noun; 误解 (wùjiě) misunderstanding, a precise and useful noun for exactly this sub-theme; 刻板印象 (kèbǎn yìnxiàng) stereotype. A sentence such as 文化交流的一个作用是减少误解, 但是短期的活动很难改变刻板印象 - one function of cultural exchange is to reduce misunderstanding, but short-term events find it hard to change stereotypes - is measured, critical and entirely defensible. One further pair completes the set: 交流 is exchange in the two-way sense and 传播 is transmission or dissemination in the one-way sense. Choosing between them is itself a claim about the direction of the traffic, so a candidate who writes 文化传播 where they mean 文化交流 has said something they may not have intended - and one who chooses deliberately has made an argument in a single word.
Worked example

Paper 3 Task 1: a 中英关系 card answered from first-hand evidence

The card statement reads: 文化活动是了解另一个国家最好的方式 - cultural events are the best way to understand another country. The compulsory questions are 你同意吗? and 你参加过这样的活动吗? Build the opening answer.

  1. 01Answer, and immediately narrow the claim

    我部分同意. 我觉得文化活动是最容易的入口, 但不一定是最深的方式. 部分同意 buys the rest of the answer. 入口 (entry point) versus 方式 (way, method) is the distinction the whole answer will develop, and making a distinction in your second sentence is what separates a controlled answer from an accumulating one.

  2. 02Answer the second compulsory question with something you actually did

    我参加过我们城市的春节活动. 有舞狮, 有小吃, 也有书法体验. 那天我第一次自己写了一个 福 字. 参加过 with 过 is the past-experience aspect marker. 书法体验 (a calligraphy taster) and the detail of writing 福 yourself are specific in a way no textbook example can be, and specificity is the currency of this grid.

  3. 03Turn the experience into a claim about mechanism

  6. 06What the grids saw

    AO4: a first-hand example, a mechanism, a limitation that follows from the same mechanism, an attributed counter-position and a judgement. AO3: 部分同意, 参加过 with 过, 受欢迎, 正因为…只能…, 停在表面, 互访, 刻板印象, 误解. AO1: answered both compulsory questions, took the lead, elicited a view. That is upper-band material in all three grids inside eighty seconds.

  • Confusing 误解 and 误会. Both mean misunderstanding, but 误会 is typically a specific interpersonal one and 误解 the broader misapprehension this section is about.

Key points

Educational exchange is the strand a candidate for this qualification is personally inside, and that is worth saying out loud in an answer. Chinese students form one of the largest groups of international students at United Kingdom universities, and the flow is long-established. 留学 (liúxué) is to study abroad and 留学生 (liúxuéshēng) the student who does it; 交换生 (jiāohuànshēng) is an exchange student on a shorter placement; 奖学金 (jiǎngxuéjīn) a scholarship; 硕士 (shuòshì) a master's degree and 博士 (bóshì) a doctorate. Note that 留学生 is used of the incoming student by the host country and of the outgoing student by the home country, which occasionally confuses learners. Two further terms are worth having exactly. 学位 is a degree, 本科 an undergraduate programme and 研究生 a postgraduate one; and 预科 is a foundation year, which is a common route for international students and is therefore a concrete detail a candidate can use. Precision about levels is what turns a general claim about students into a specific one.
The institutional forms run in both directions and are concrete. 合作办学 (hézuò bànxué) is joint educational provision: several British universities operate campuses or joint institutions in China, including the University of Nottingham's campus at Ningbo, opened in 2004, and Xi'an Jiaotong-Liverpool University, opened in 2006. In the other direction, Mandarin teaching has grown in British schools; the Department for Education has funded the Mandarin Excellence Programme in England since 2016, designed to bring participating pupils towards fluency through intensive study. Because that programme is a UK government initiative, it is documented on gov.uk and is the safest single fact in the whole topic for a candidate to cite. One further form of exchange deserves a mention because it runs in the less obvious direction: Chinese universities host British and other international students, and semester or year-abroad arrangements are a standard part of many British degrees in Chinese. If you are considering one, you are again inside your own sub-theme, which is exactly the position this topic keeps recommending.
The analysis has two seams, and both are genuinely open. The first is what educational exchange is for: 有人把它看成文化交流, 也有人把它看成一个产业 - some see it as cultural exchange, others as an industry - and the second framing is not cynical, since international student fees are a substantial part of university income in the United Kingdom. The second seam is whether the exchange is symmetrical: far more Chinese students come to Britain than British students go to China, and the reasons include language difficulty, cost and the structure of British degrees. 交流并不对称, 这本身就值得讨论 - the exchange is not symmetrical, and that in itself is worth discussing. A third framing exists and is worth naming because it is the one governments use: educational exchange as a form of relationship-building between societies rather than between states. All three framings - cultural, commercial and diplomatic - are held by somebody, and setting out which actor holds which is a more sophisticated answer than choosing between them.
Finally, turn the lens on yourself, because it is the most persuasive move available and almost nobody makes it. You are studying Chinese in Britain; you are a data point in this sub-theme. 我自己就是教育交流的一部分 - I am myself part of educational exchange. Why did you choose the language, what has been hard, what would make it easier for more people to do it? An answer that ends 如果更多英国学生从小学开始学中文, 交流可能会更平衡 - if more British pupils began learning Chinese in primary school, the exchange might become more balanced - is analytical, personal and constructive at once, and it connects directly to a real, documented UK government programme. It is also worth being concrete about what learning Chinese in Britain currently involves, because that is describable evidence: relatively few schools offer it, the number of candidates for the A-Level is small compared with French or Spanish, and a substantial proportion of learners begin it later than they would another language. Each of those is a structural fact rather than a statistic, and each supports a claim about asymmetry.
Worked example

Paper 2 Section A: translation into Chinese about educational exchange

Translate into Chinese. Chinese students are one of the largest groups of international students at British universities, but far fewer British students go to China. Since 2016 the Department for Education has funded a programme designed to teach Mandarin intensively in English schools. Several British universities now also run joint institutions in China.

  1. 01Chinese students are one of the largest groups of international students at British universities

    中国学生是英国大学最大的国际学生群体之一. 之一 (one of) goes at the very end, after the whole noun phrase - this is the single most commonly misplaced item in Chinese written by English speakers, who put it where English puts one of. 英国大学 needs no 的 before 最大的 because 最大的 modifies 群体, and stacking two 的 would be clumsy. 群体 is a group in the collective sense.

  2. 02but far fewer British students go to China

    但是去中国的英国学生要少得多. Two things worth noticing. First, the English post-modifying phrase who go to China becomes a pre-nominal attributive 去中国的. Second, 要 before a comparative degree complement is idiomatic and slightly emphatic - 要少得多, far fewer indeed. Writing 但是英国学生去中国很少 is understandable but weaker and loses the comparison.

  3. 03Since 2016 the Department for Education has funded a programme

    从 2016 年起, 英国教育部一直资助一个项目. 从…起 is since, from the point of. 一直 (continuously, all along) is the adverb that renders the English perfect continuous and it must precede the verb - Chinese has no tense to carry it. 资助 is to fund or subsidise, more precise than 支持. 一个项目 needs the measure word.

  4. 04designed to teach Mandarin intensively in English schools

    目的是在英国的学校里密集地教中文. English designed to becomes 目的是 (the aim is), which is far more natural than a passive. 在英国的学校里 is a coverb phrase with the enclosing 里, standing before the verb. 密集地 uses the adverbial marker 地 from the Appendix 3 structural-marker list - an adjective becomes an adverb of manner with 地, and getting that 地 right rather than writing 的 is a visible accuracy mark.

  5. 05Several British universities now also run joint institutions in China

    现在也有几所英国大学在中国合作办学. 几所 uses 所, the measure word for schools and institutions - a small detail that signals real knowledge. Chinese prefers the existential 有 here where English uses a plain subject-verb. 在中国 precedes the verb. 合作办学 is a fixed four-character expression meaning to run educational provision jointly, and using it rather than a paraphrase is worth a mark on its own.

  6. 06Where the points-based marks sit

    The awardable sections are the final position of 之一, the pre-nominal attributive 去中国的, 要 before the comparative, 从…起 with 一直, 资助, 目的是 for designed to, the adverbial 地, the measure words 个 and 所, and the fixed expression 合作办学. Nine marks-worth of decisions in four sentences, and eight of them are structural or lexical precision rather than raw vocabulary.

Result: 中国学生是英国大学最大的国际学生群体之一, 但是去中国的英国学生要少得多. 从 2016 年起, 英国教育部一直资助一个项目, 目的是在英国的学校里密集地教中文. 现在也有几所英国大学在中国合作办学.

Exam focus

  • Cite the Mandarin Excellence Programme, funded by the Department for Education since 2016; it is documented and UK-side (AO4).
  • Name real joint institutions - Nottingham Ningbo from 2004, Xi'an Jiaotong-Liverpool from 2006 - rather than saying some universities (AO4).
  • Present the exchange-versus-industry framings as two views, and note that the second is not cynical (AO4).
  • Use your own position as evidence: you are inside this sub-theme, and saying so is analytical, not anecdotal (AO4).

Typical mistakes

  • Giving a number for Chinese students in the UK. It changes yearly and is reported differently by different bodies.
  • Assuming the flow is even. It is markedly asymmetrical, and explaining why is a stronger answer than describing the flow.
  • Calling the fee income argument cynical. It is a straightforward description of how universities are funded and belongs in an even-handed answer.
  • Using 留学生 loosely for any foreign person. It specifically means a student studying outside their own country.

Key points

Every sentence you write in Theme 4 is one of three kinds, and knowing which you are writing is the whole technique. A documented fact, which can be dated and checked: 1997 年香港的主权移交给中国. An attributed position, which somebody holds: 中方认为…, 英方则认为…, 有学者指出…. Or your own judgement, which you own and argue for: 在我看来…, 我认为…, 只有…才…. Problems arise only when the three are mixed - when a position is written as a fact, or a judgement is written as a position, or a fact is hedged as though it were disputed. Sort every sentence into one of the three before you write it and the whole difficulty of this theme dissolves. There is a fourth category that is easy to miss and is worth naming separately: the thing you do not know. It is not a fact, not a position and not a judgement, and the correct move is to say so - 这方面我了解不多. Candidates who lack that category convert their ignorance into one of the other three, which is where most of the damage in this theme is done.
The second habit is calibrating strength to evidence. If you know the date, state it flatly; hedging a documented fact makes you look unsure of everything. If you are reporting somebody's position, use their words and mark them as theirs - 中方常用 互利共赢 这个说法. If you are giving your own view, say so and give a reason. And if you genuinely do not know, say that too: 我不太清楚具体的情况, 但是据我了解… is a completely legitimate sentence in a speaking assessment and is infinitely better than an invention, because the examiner's next question will find the invention. The same calibration applies to your own judgements. A view you hold firmly and can argue for deserves 我认为; one you hold tentatively deserves 我倾向于认为 (I incline to the view that); one you are simply reporting as reasonable deserves 也可以认为. Three levels, three phrases, and using them accurately reads as intellectual honesty rather than as hesitancy.
Third, the specific discipline for a bilateral topic: do not become a party. A candidate who writes as a spokesman for either government has stopped analysing, and the AO4 grid rewards analysis. The test is simple - could a reader tell from your answer which side you are on before you say so? If yes, you have been advocating rather than reporting. The remedy is to name both positions before offering your own, and to make your own contingent: 如果目标是减少误解, 那么…; 如果目标是保护安全, 那么…. Different aims lead to different answers, and saying so is the most sophisticated thing a candidate can do here. The conditional move has a further advantage worth naming: it makes your answer robust to the examiner disagreeing with you. If your conclusion is stated as following from a particular aim, an examiner who holds a different aim has not refuted you - they have chosen the other branch you already named. That is why 如果…那么… is the safest as well as the most sophisticated frame in this sub-theme.
Finally, know what evidence is available to you in an examination room. You have no sources and no dictionary. Your evidence is therefore: dates you have learnt, institutions you can name, things you have seen or done, and positions you can attribute. That is a genuinely sufficient toolkit - it is what the whole of this topic has been assembling. What it does not include is a statistic, a quotation, or a claim about what somebody privately intended. Leave all three out and every sentence you write will hold. One addition to the toolkit is worth naming because candidates undervalue it: your own position as a learner of Chinese in Britain. You are inside this sub-theme, your experience of learning the language is evidence about educational exchange, and describing it accurately is both permitted and persuasive. It is the one piece of evidence in the whole topic that nobody can dispute.
Worked example

One paragraph, sorted into fact, attribution and judgement

Here is a paragraph in which the three kinds of sentence are mixed. Label each sentence, find the errors, and rewrite so that every sentence is what it claims to be.

  1. 01The original, unsorted

    中英关系一直很好, 因为两国都需要对方. 中国政府真正想要的是英国的技术. 大概 1997 年香港回归了中国. 孔子学院是一个很有问题的机构. Four sentences: a judgement dressed as a fact, a claim about private intention, a documented fact wrongly hedged, and a contested position stated as a verdict. All four fail, and all four are the kind of sentence a candidate writes under time pressure.

  2. 02Sentence one: a judgement dressed as a fact

    中英关系一直很好 is not a fact, and 一直 makes it stronger still. Rewrite as a documented fact plus an attribution: 中英两国 1972 年建交, 双方在贸易和教育上有长期的联系. 关于关系的整体状况, 两国政府近年来的说法并不一致. Now the first half is checkable and the second half names a disagreement instead of hiding one.

  3. 03Sentence two: a claim about intention, which you cannot know

    中国政府真正想要的是英国的技术 asserts a private motive. You cannot know it and it cannot be evidenced. Rewrite in terms of what is stated and done: 中方多次表示希望在科技领域加强合作. 至于双方的具体动机, 外界很难判断. 至于 shifts the topic and 外界很难判断 (outside observers find it hard to judge) is an honest and sophisticated closing.

  4. 04Sentence three: a fact wrongly hedged

    大概 1997 年 undermines a date that is not in doubt. Rewrite flatly: 1997 年 7 月 1 日, 香港的主权移交给中国. The precision here costs nothing and buys credibility for the hedged sentences elsewhere, because the reader can now see that you hedge only when hedging is warranted.

  5. 05Sentence four: a contested position stated as a verdict

    孔子学院是一个很有问题的机构 takes a side. Rewrite as an attributed disagreement plus a conditional judgement: 关于孔子学院, 支持者认为它提供了语言学习的机会, 批评者则担心学术独立会受到影响. 在我看来, 如果学校能够公开合作的条件, 那么这种担心就比较容易解决. Both sides named, then a conditional view of your own.

  6. 06Why this counts as argument

    The rewritten paragraph is about twice the length and contains one flat date, three attributions, one honest admission of what cannot be judged and one conditional judgement. It takes no side and yet says something. That combination is what the AO4 top band means by convincing interpretations consistently justified, and in a bilateral topic it is the only route to that band.

Result: 中英两国 1972 年建交, 双方在贸易和教育上有长期的联系; 关于关系的整体状况, 两国政府近年来的说法并不一致. 中方多次表示希望在科技领域加强合作, 至于双方的具体动机, 外界很难判断. 1997 年 7 月 1 日, 香港的主权移交给中国. 关于孔子学院, 支持者认为它提供了语言学习的机会, 批评者则担心学术独立会受到影响. 在我看来, 如果学校能够公开合作的条件, 那么这种担心就比较容易解决.

Exam focus

  • Sort every sentence into fact, attributed position or own judgement before writing it (AO4).
  • State documented facts flatly and hedged claims explicitly; mismatched strength is what looks unsure (AO4).
  • Never write as a party to the relationship; name both positions, then make your own contingent (AO4).
  • Build answers only from dates, institutions, first-hand experience and attributable positions (AO4).

Typical mistakes

  • Hedging a date. If it is documented, state it; 好像是 1997 年 undermines everything around it.
  • Reporting a position without naming whose it is. An unattributed contested claim reads as your assertion.
  • Speculating about intentions. What a government wanted is not knowable to you; what it did and said is.
  • Treating even-handedness as having no view. The grid wants a justified point of view - it simply wants it arrived at after both positions have been stated.
