This topic is the second sub-theme of Theme 4 of Pearson Edexcel 9GU0: ગુજરાત રાજ્યનાં રાજકીય પાસાં, the political aspects of Gujarat state, with its three aspects — government initiative for the development of Gujarat, new forms of political leadership, and the role of young people in politics. Theme 4's research subject, ગુજરાત રાજ્યમાં કાયદો અને વ્યવસ્થા, law and order in Gujarat state, is treated here in full as well. Like Themes 1 and 3, Theme 4 is set in the Gujarat state only and its research must focus on the Gujarat state only. Because this is the qualification's most directly political content, it is also where the house method for contested material matters most: dated institutional facts stated flatly, every characterisation attributed, live debates named as debates, no invented figures, and no individual live legal case built upon.

basic level
In the first year, learn the machinery: what a gram panchayat is, what a municipal corporation is, what the state assembly does, and the Gujarati words for each. Then learn to describe one decision completely — who took it, under what power, and who could object. Institutional accuracy is the foundation, and it is also the safest ground in a theme where opinion is cheap.
higher level
The full A-Level expects an argument, and in political content an argument is only as good as its attributions. Learn to write a paragraph in which every characterisation belongs visibly to somebody — a named body, a named commentator, a published report — and in which your own judgement appears once, marked as a judgement. That discipline is simultaneously the fairest way to write about a contested subject and the way the AO4 grid describes its top band.

The tiers of government that touch a Gujarati citizen
A Section B text reports a discussion in a district panchayat about a village water scheme, quoting two members. A question asks: પંચાયતના બે સભ્યો કઈ બાબતમાં અસહમત છે? Answer it.
અસહમત છે — are in disagreement. The question does not ask what each said, what the scheme is, or who is right. Candidates lose marks here by summarising the whole discussion. Find the one proposition on which one member says yes and the other says no.
Gujarati reporting marks positions with a small set of verbs and each carries a different force: સૂચવ્યું suggested, આગ્રહ કર્યો insisted, વાંધો ઉઠાવ્યો raised an objection, ટેકો આપ્યો supported, વિરોધ કર્યો opposed, સ્પષ્ટતા માગી asked for clarification. Note that asking for clarification is not disagreeing, and a text will often include one member doing exactly that as a distractor.
This is the analytical step and it is very often what the question is really after. Two members may both want the water scheme and disagree about where the pipeline runs, or about who pays, or about the order in which villages are served. Saying which turns a vague answer into a precise one, and precision is what the mark scheme rewards.

Both members agree about the need for the scheme, but the disagreement is over which village the first phase should start from. Beginning with what they agree on costs six words and demonstrates that you read the whole exchange rather than the loudest part of it.
Result: For a disagreement question, name the shared ground first and then the axis of dispute, and distinguish disagreement about ends from disagreement about means. The reporting verbs are the fastest route to each member's position.

રાજ્ય સરકારે — the state government, with the ergative -એ because શરૂ કર્યું is a perfective transitive. ૨૦૦૩થી — from 2003, with the ablative -થી on the Gujarati numeral. દર બે વર્ષે — every two years; દર is the distributive every. રોકાણકારોની પરિષદ યોજવાનું શરૂ કર્યું — began holding a conference of investors; યોજવાનું is the verbal noun in the accusative governed by શરૂ કરવું, an inceptive compound English renders with began to or started.
તેમાં અનેક કરાર થાય છે — many agreements are made in it. પરંતુ તે બધા અમલમાં આવે જ એવું જરૂરી નથી — but it is not necessary that all of them are actually implemented. The construction is delicate: અમલમાં આવવું is to come into implementation; the emphatic જ attaches to the verb and is then negated by એવું જરૂરી નથી, so the meaning is not that none are implemented but that it is not guaranteed that all are. English must keep that force with necessarily or actually. Rendering it as they are not implemented would be a serious mistranslation.
કેટલાક અર્થશાસ્ત્રીઓનું માનવું છે કે — some economists hold the view that; માનવું છે with the genitive is the idiomatic way of attributing a belief. જાહેરાત અને અમલ વચ્ચેનું અંતર માપવું જોઈએ — the gap between announcement and implementation ought to be measured; જોઈએ with the verbal noun expresses obligation, and English needs ought to or should rather than a bare passive.
The two things a marker is watching are the emphatic જ under negation and the obligative જોઈએ. Both are exactly the kind of thing a candidate flattens when translating quickly, and both change the meaning of the paragraph. Check also that ૨૦૦૩ has become 2003 in Western digits, since the target language is English.
Result: From 2003 the state government began holding a conference of investors every two years. Many agreements are made at it, but it is not necessarily the case that all of them are implemented. Some economists hold the view that the gap between announcement and implementation ought to be measured. The three teaching points are the inceptive compound, the emphatic જ under negation, and obligative જોઈએ.

Some commentators say that becomes કેટલાક વિવેચકોનું કહેવું છે કે — the genitive-plus-કહેવું construction again, which is more idiomatic than a plain verb of saying and keeps the obligatory કે. these voters are less loyal to parties than their parents were becomes આ મતદારો પક્ષો પ્રત્યે તેમનાં માતાપિતા કરતાં ઓછા વફાદાર છે. કરતાં after the noun gives the comparative than; પ્રત્યે gives the abstract towards; વફાદાર, loyal, agrees as ઓછા વફાદાર with the masculine plural.
Others reply that becomes બીજા જવાબ આપે છે કે. loyalty was never as fixed as it is now remembered becomes વફાદારી ક્યારેય એટલી સ્થિર નહોતી જેટલી આજે યાદ કરવામાં આવે છે. The correlative pair એટલી… જેટલી… carries as… as; નહોતી is the negative past copula agreeing with the feminine વફાદારી; and યાદ કરવામાં આવે છે is the agentless passive in the present, which is exactly what is now remembered requires.
Agreements: ઘટાડવામાં આવી with ઉંમર, ઓછા વફાદાર with મતદારો, નહોતી with વફાદારી. Correlatives: ત્યારથી needs its clause to precede it, and એટલી… જેટલી… must both be present. And check the digits: ૧૯૮૮ in Gujarati numerals inside a Gujarati sentence, not 1988.

The unseen text is a Gujarati report on a workplace committee set up under the 2013 harassment law in an industrial town, quoting an employer and a worker. The statement is કાયદો બદલાય એટલે સમાજ બદલાય — when the law changes, society changes. Build the answer.
The statement is compressed and reads like a saying, which makes it tempting to agree with. Unpack it: it claims that a change in law is sufficient for a change in society. એટલે here is the connective meaning so, therefore, or as soon as, and it is doing the logical work. Once you see that the claim is about sufficiency, the essay writes itself: enactment is necessary, but the aspect's real subject is the gap between enactment and effect.
કાયદો બદલાયો છે એ ચોક્કસ છે: દહેજ પ્રતિબંધ કાયદો ૧૯૬૧નો છે, હિંદુ વારસા કાયદામાં ૨૦૦૫માં સુધારો થયો જેથી દીકરીઓને દીકરાઓ જેટલો જ હક મળ્યો, ઘરેલુ હિંસા સામે રક્ષણનો કાયદો પણ ૨૦૦૫નો છે, અને કામના સ્થળે જાતીય સતામણી સામેનો કાયદો ૨૦૧૩માં આવ્યો. That is four statutes with four dates and no characterisation of anybody. It is safe, it is checkable, and it is exactly what the AO4 grid means by pertinent information.
The text has an employer and a worker in an actual workplace, which is precisely the evidence a statute list cannot supply. લેખમાં જે સમિતિની વાત છે તે કાયદા પ્રમાણે રચાઈ છે, પણ કામદારના કહેવા મુજબ ઘણી સ્ત્રીઓને તેની જાણ સુધી નથી. The committee the article speaks of was constituted according to the law, but according to the worker many women do not even know of it. Note the double attribution — the law for the constitution, the worker for the knowledge — which keeps the two kinds of claim visibly apart and earns on AO2.
This is the analytical core. કાયદો અને સમાજ વચ્ચે ત્રણ કડીઓ છે: જાણકારી, ફરિયાદ કરવાની હિંમત, અને પરિણામ. જો એકેય કડી તૂટે તો કાયદો કાગળ પર જ રહી જાય. Between law and society there are three links: knowledge, the courage to complain, and an outcome. If any one link breaks, the law remains only on paper. Naming a mechanism in three steps, rather than asserting that implementation is weak, is what moves an answer into the top band.
ટૂંકમાં, કાયદો બદલાય એટલે સમાજ બદલવાની શક્યતા ઊભી થાય છે, પણ બદલાવ આપોઆપ થતો નથી. મારા મતે વિધાનમાં એટલે શબ્દ બહુ ઝડપી છે. In short, when the law changes the possibility of society changing arises, but the change does not happen automatically. In my view the word so in the statement moves too fast. The judgement is marked, the conclusion answers the exact connective the essay opened on, and nothing anywhere in the answer has characterised a living person.
Result: Dated statute for the research, the unseen text for the gap between law and life, a three-link mechanism as the analytical core, and a conclusion on the statement's own connective. The subject is sensitive and the method is what makes it both fair and high-scoring: facts with dates, claims with owners, and one judgement, marked as one.

You have written your evaluation of a spoken and a written source on a political subject and you have five minutes left. The grids are AO1 out of 6, AO2 out of 6 and AO3 out of 10. Decide what to do with the time.
AO3 carries 10 of the 22 marks on this extended response — more than either source grid. Another sentence of content can at best move you within a band on AO1 or AO2, worth perhaps one mark. A pass that adds one complex structure and fixes three agreement errors can move you a band on AO3, worth two. So the arithmetic says: spend the time on language. Most candidates spend it on content, because content feels like the substance.
The specification names the pluperfect, the future perfect, the passive, the subjunctive and subordination. Pick whichever is missing. A conditional is the easiest to insert without disturbing the argument: જો આ દલીલ સાચી હોય, તો સ્થાનિક અહેવાલોમાં તેનો પુરાવો મળવો જોઈએ. If this argument is correct, then evidence of it ought to be found in local reports. That single sentence supplies a conditional, a subjunctive and an obligative at once.
One: every perfective transitive has its ergative -એ, and no intransitive has one. Two: every vowel-final adjective and participle agrees with its noun in gender and number. Three: every verb of saying is followed by કે. Four: every correlative pair is complete — જ્યારે with ત્યારે, જે with તે, જો with તો, એટલી with જેટલી. Those four cover the majority of errors the accuracy grid describes as hindering clarity.
No તું anywhere. No Latin-script words inside Gujarati sentences. Gujarati digits throughout, since the whole answer is in Gujarati. And check that any characterisation of a person or a body carries an attribution — મુજબ, ના મતે, નું કહેવું છે કે — because in a political answer an unattributed characterisation is both a fairness problem and, in the grid's terms, an unjustified point of view.
Result: With AO3 carrying 10 of 22 marks, the last five minutes belong to language. One deliberately inserted complex structure plus a four-point accuracy sweep is worth more than another paragraph of content, and it takes less time.
